Insp Ali Reynolds and PCSO Paul Hirst attended to represent the local
policing team. Insp Reynolds advised that there has been an 11.8%
decrease in crime from the same comparative period last year. Over the
christmas period there was a spate of thefts from motor vehicles - the
offender was caught thanks to information received from the general
public. Also, due to a number of non dwelling burglaries,
commercial/industrial premises should be extra vigilant. PCSO Hirst
reported that youth behaviour is still being monitored, as is the
increase in vehicle nuisance on Mallard Close. The Safer Communities
Team will also be making use of the new Barton Today website to make
the wider community aware of offences which are taking place. Insp
Reynolds also offered his full support to the Community Speedwatch
campaign. Cllr Verden advised that 32 crimes were reported in
December, and congratulated the Safer Communities Team for their
visible policing approach, which seem to be having a positive effect on
the village. Next Community Panel meeting will take place on 25
January 2008. The Clerk reported that the closing date for commenting
on the Police Budget for 2008/09 had passed prior to the meeting.

Cllr Wright presented the case for joining the Community Speedwatch
campaign. In order to take part the support of the Parish Council and
the local police is required. There will also be a petition which
needs to be signed by 500 residents of Earls Barton, as well as 10
volunteers to be trained in using a hand held speed detecting device.
It was unanimously agreed that the PC support the Community Speedwatch
campaign, and that Cllr Wright act as co-ordinator.

Cllr Perkins reported on problems in the village centre, and the Clerk
read out a letter from a resident of Harrowick Lane who was concerned
over the present parking situation in the area. It was agreed that the
Clerk contact WBC for advise on the issue of parking, send also a copy
of the residents letter. The Environmental Officers from WBC will be
asked if they could visit the village one afternoon to monitor the
parking at school closing time. The Clerk will also contact Barkers to
arrange a meeting to discuss issues in the village centre.

the Square. Churches Together are holding a meeting to discuss this
year's Carol Service, and what improvements can be made for next year.

Following a recommendation by the Finance Committee, Precept was agreed
(total figure of £95586. Band D equivalent £51.61 - an increase of
£1.35 on last year). The Finance Committee recommendations on Grounds
Maintenance tenders were discussed and approved, and it was agreed to
retender for the treeworks following the recent tree survey that was
carried out, with option 1 (crown reducing) being the preferred option
for the 12 lime trees at the top of the Rec Field. The Risk Assessment
was also presented by the Clerk, and was approved subject to the Pocket
Park being included. In addition, the Clerk advised that BDO Stoy
Hayward have been confirmed as the Parish Council's auditor for the
next 5 years. NCALC's recommendations for reviewing internal controls
will be looked at by the Clerk, Chair and Vice Chair who will report
back at the next meeting.

PCSO Paul Hirst attended. He reported that youth nuisance and litter
are still an issue on The Square. He would ask all residents to
contact the police on 08453 700 700 if they are effected by youth
nuisance. 12 youths have been barred from the Co-op. Cllr Morrall
suggested looking into making the village centre an Alcohol Free Zone.
There were 26 crimes reported in January for Earls Barton (198 year to
date).

Cllr Wright reported that over 500 have already signed the petitions
backing Community Speedwatch. 14 people have volunteered to be trained
to use the hand held speed camera. The press release for the village
magazines was approved. Cllr Wright expressed his thanks to the
village schools, shops and groups who supported the initiative. It was
discussed that, although suggestion had been made in the past that the
Parish Council could purchase their own speed camera, this was not
necessary if this campaign was a success.

The Clerk advised that the issues of restricted parking in the village
centre and additional residents parking schemes would be considered by
WBC during a review of the Parking Partnership. The Clerk was awaiting
a response from Barkers to set up a meeting, and would place a notice
in the magazines encouraging walking into the village centre. Due to
the seriousness of this issue, there will be regular updates regarding
progress.

Cllr Morrall reported on changes to the code which would see complaints
regarding members conduct being dealt with at a local level rather than
by the Standards Committee in London. This should speed up the process
for anyone involved in a complaint and will also require the Standards
Committee at WBC to increase in members. Cllr Morrall will pass any
comment for the consultation to the Clerk.

The 3/4 year Bank Reconciliation was presented by the Clerk and was
approved by the Parish Council. The Internal Audit Terms of Reference
were discussed and adopted.

PC Nick Price attended. He advised that 35 crimes were reported in
February 2008 (233 YTD). There has been a number of distraction
burglaries in the village, and residents are asked to be aware. There
will be advice in this months village magazines, or you can contact the
local police or parish council for further information. There has been
an improvement in Anti Social Behaviour reported on the Square,
although litter remains a problem. The Clerk will email WBC regarding
litter picks. Free running through private gardens, or garden hopping,
has become a problem. If you are victim of this please report any
damage to the local police. The police have also asked that wheelie
bins be secured either behind locked gates or chained to a secure item
so that it can't be wheeled to your home and set alight. In addition,
and vehicle nuisance in Mallard Close should be reported to the police,
and Operation Ramble is now under way targeting vehicle crimes in
country parks. The next panel meeting is to take place 17 April 2008.

Cllr Wright reported that over 640 signatures were captured on the
Community Speedwatch Pledge, and 16 people volunteered to be trained to
use the hand held camera. An update to be placed in the village
magazines was approved. It is expected that the camera will be
available to Earls Barton in June. Cllr Wright will report back on
training and Health and Safety issues at next months meeting.

It was agreed that the new hours were a positive step for Earls Barton
however, the Clerk will write to NCC, with a copy to Cllr Blackwell,
asking for the situation regarding the library car park and the
ownership of the entrance to the school to be resolved, as this
desperately needs resurfacting and remarking, along with additional
signs.

regarding the tree cuttings in the Cemetery. A pane is missing from

whether Blackwell Close is an adopted road and expressing concers on
the safety of the entrance/exit at the new Wellingborogh swimming
pool. NCC will be contacted, and Cllr Blackwell copied in, regarding
the kerbstones on the entrance to Harcourt Square and the missing fence
between the A45 and the fields at the bottom on Station Road. WBC to
be contacted regarding fly tipping at the bottom of Clay Lane, and the

NCC have advised that fencing the field at the bottom of Station Rd by the A45 is the responsibility of the landowner. Cllr Cahill will arrange for an update from the Youth Club at next months meeting. Cllr Wright confirmed that Community Speed Watch will run from 9 June to 4 July, with training held on 7 June. As responses have not been received regarding quotes for treeworks, it was agreed that the deadline be extended to 21 April. WBC confirmed that they would be supporting the Capital Grant applications to replace the safety surface in the Rec play area, and for lighting on Grendon Rd. Projects to be considered for next capital grant programme include a footpath on Grendon Rd, resurfacing Park St Car Park and a bus shelter for Doddington Rd, following a request from a local school girl.

In the meantime, the local police are working with the Casualty Reduction scheme to slow down traffic in the village centre. Criminal damages to fences and gardens appears to have decreased. Anti Social Behaviour and litter on The Square has also improved. Following a burglary in Clarke Court, PCSO Hurst has passed on information regarding vulnerable Housing Association properties to the Cllrs Payne & Blackwell. Anti Number Plate theft screws can be obtained by contacting the local police. Cllrs Cahill, Payne and Verden agreed to attend the Community Panel Meeting on 17 April. 24 crimes were reported in March for Earls Barton.

Luncheon Club. Cllr Verden congratulated all those who took part and
helped to raise the funds. Potholes in Prince Street and weeds in the

The Clerk reported on the Internal Audit. The Internal Auditors recommendations were discussed and taken on board. Quotes for treework in the Recreation Field, The Square and The Knoll were discussed, and the Clerk was asked to place the order for the works to go ahead. Projects for the Capital Grant programme 2008/09 will be discussed at the next meeting.

Chief Insp Sean Bell and PCSO Hurst attended. Chief Insp Bell urged local farmers to keep gates to field locked to prevent illegal raves. He said that prevention and education is the key to reducing speeding in rural areas, and commended the Community Speedwatch project. He also advised that there have been no significant increases or issues in terms of crime in Earls Barton over the past 12 months. Chief Insp also confirmed that the issue of drugs in Earls Barton is one that is being taken seriously. This has now been set as a priority for the local Safer Community Team, and resources will be made available to tackle this. PCSO Hurst reported that leaflets were being handed out to the children travelling on the senior school buses, and assemblies are being arranged at both Wollaston School and Earls Barton Junior School to raise awareness of the consequences of taking drugs. There are also parents leaflets at the Library and Medical Centre, and a parents information evening will be held at the St Johns Ambulance HQ on 30 June. Cllr Verden thanked the members of the public who had brought this issue to the attention of the Parish Council, and also thanked Barton Today for their assistance in bringing this to the public's attention. PCSO Hurst advised that theft of number plates is still a cause for concern, and a crime prevention pack will be issued to every household through Barton Today this month. Car owners were also reminded not to leave their car keys where they can be viewed from their front door, as a vehicle was recently stolen after the keys were retrieved through the letter box. The Clerk also advised that an Anglian Water van was recently stolen and people should be extra vigilant against distraction burglary. 32 crimes were reported in May.

It was also noted that some saplings and their guards were cut down during grounds maintenance work past the barrier on Station Rd. The Clerk will write to NCC requesting a reduction in the speed limit on the A4500 dual carraige way following a recent serious accident.

PCSO Katy Austin attended. It was reported that the new priorities for
Earls Barton are to tackle the increase in burglaries and car crime.
13 crimes have been reported in July so far. There is extra support at
night and anyone seeing anything suspicious is asked to contact the
police on 08453 700700. Car key theft and the theft of Sat Nav's is
also an issue. A letter was read out from Insp Reynolds regarding the
drugs problems in the village. It was felt that there were some
inaccuracies in the letter and that the problem has not been solved.
The Clerk was asked to write back to Insp Reynolds expressing the PC's
concern over the situation and asking for a meeting with
representatives of interested parties. A meeting will be organised
through the PC with CAN for parents to attend. Finally, Cllr Wright
reported on the findings of Community Speedwatch. It was agreed that
Beth Caswell of ACRE be invited to Septembers meeting, and a request
from PC Price to contribute to a speed camera to be shared between
Earls Barton and surrounding villages was approved.

It was agreed that the Clerk would write to Cllr Blackwell requesting grants for a new notice board and for a donation towards a 20mph speed limit in the village centre.

A letter received expressing concern over ball games being played on Compton Way Open Space. The concerns were noted and the Clerk was asked to respond pointing out that the green area is a designated open space and restrictions will not be placed on it's use for reasonable outdoor activities. It was also noted that some saplings have been planted on this area. These will need to be removed as they have not been given approval by the Parish Council.

117/08 Meeting with Barkers
Cllr Verden reported on the meeting with Barkers. Barkers have suffered many instances of vandalism, trespass, arson, etc and security teams are patrolling the premises. It was suggested that the Clerk could write to other businesses in Earls Barton asking whether they are also suffering from nuisance behaviour and to arrange a meeting to discuss solutions to this problem.

A consultation to reduce the speed limit from Earls Barton to Great Doddington was discussed and approved. The Clerk was asked to also request a reduction of the speed limit between Ecton Brook and Wilby. The Clerk also advised of road works due to take place on A45. Cllr Payne advised that the bin for Pioneer Sports Field has been cancelled and alternative provisions need to be put in place.

The 1/4 year Bank Reconciliation was presented by the Clerk and was
approved by the Parish Council. The Clerk reported that an application
was submitted to the NCC Empowering Councillors Scheme for a new notice
board, and to the BCW Capital Fund 2009/10 for new and replacement bins
and some picnic benches.

Cllr Payne welcomed PC Elliot Lee, who is replacing PC Nick Price on
the Safer Community Team covering Earls Barton. PC Lee advised that 32
crimes were reported in August. Efforts are continuing to combat
problems involving drugs and anti social behaviour. The more
information that can be passed to the police regarding this problem,
the more chance there is of alleviating it. Information can be given
in confidence. The Clerk reported that PCSO Katy Austin is also
leaving the Safer Community Team. Information regarding SmartWater, to
mark property and deter theft, is to be passed to the village magazines.

Council that he is continuing work behind the scenes to secure a 20mph
limit outside the schools.

Cllr Wright presented the official findings of the Community Speedwatch
project, which will be held with the minutes. Beth Caswell of
Northants ACRE will attend October's meeting to discuss. In the
meantime, the cameras will be active again between 22 September and 5
October, and villagers are asked to report all accidents, even minor,
to the Clerk, so that an accurate picture can be drawn up.

A letter advised that Carillion URS is being replaced by Carillion WSP
for maintenance of major highways. The Clerk was asked to invite Bob
Seery, Cabinet Member for Highways, NCC, along with an appropriate NCC
officer, to a meeting in Earls Barton to look at the highway problems
in the village. The Clerk will contact the police and NCC regarding
motorbikes being riden down Station Road, between the barrier and the
underpass. The Clerk advised that work would be actioned to re-varnish
the village sign, and to re-gravel the garden of remembrance in the
Cemetery.
