(a)    Spotlight – Report to the People – it was noted that on the Clerk and one other member of the PC have received their copy of Spotlight.  The Clerk will contact NCC to advise that deliveries do not appear to have been made in Earls Barton.  The Clerk will also complete and return the questionnaire.
(b)    Closure of public right of way – Staythorpe to Grendon – details of the closures due to overhead cable work were noted.
(c)     Northampton Youth Offending Service Community Payback Scheme – The Clerk will enquire as to whether they are able to carry out hedge cutting works in the Pocket Parks.

(a)    Report on meeting between Cllrs Verden and Blackwell and Helen Howard – NCC – The VAS signs in the centre of the village are due to be updated in March.  Funding has been secured for gateways at the village entrances for 2010/11 financial year.  Earls Barton has also been put forward for traffic calming measures and a 20mph zone as part of a Safer Routes to School scheme for 2010/11.  The adoption of Blackwell Close is progressing and matters relating  to the school driveway have now been taken on by Duncan Mills of NCC.  Cllr Blackwell proposed the following resolution “That the Parish council seek a meeting with Barkers Shoe Co Ltd to discuss the problems of parking and congestion in the centre of Earls Barton.  That the County Councillors, the 3 Borough Councillors for Earls Barton, representatives of the NCC Highways, Asset Manager, Darren Perry, and an officer of Borough Council of Wellingborough be invited to attend the meeting”  This proposal was seconded by Cllr Wright and unanimously agreed.
(b)    Gulley Cleansing Programme – The gulleys in Earls Barton are due to be cleansed in March.  The Clerk will contact NCC and ask for notices to be put up prior to the works.

It was resolved that Cllr Abbott be given designated powers to make decisions relating to requests for benches in the Cemetery.
 
215/09 Update from Joanne Richardson - Midlands Rural Housing (Affordable Housing)
Monday 14 December 2009
An email from Ms Richardson was read out.  None of the preferred sites for affordable housing have progressed at this time.  Another site has been identified on Station Road, and this is currently being assessed by the Borough Council of Wellingborough.   Ms Richardson will report back when she has more news however, it was noted that BCW are currently considering the emerging Local Plan, and there may be little news until this has been approved for consultation.

The Clerk has received a letter from a resident relating to this matter, and will contact Wellingborough Homes and report back next meeting.
 
213/09 Community Speedwatch/VAS signs
Monday 14 December 2009
Cllr Wright reported that a mobile sign had been erected in Elizabeth Way to demonstrate how they would work.  They take approx 30 minutes to instal initially, 10 minutes to install after the initial set up and 5 minutes to change the batteries.  They can be erected on lamp post belonging to NCC.  There has been no sign of the mobile Speed Indicator Device in Earls Barton so far, and Cllr Wright will investigate this.  It was agreed to approach Dave Shurville for a price to provide wheelie bin posters.  Cllr Wright will report back to the Clerk with costings.
 
212/09 CPRE Northamptonshire's Stop the Drop Campaign 2010

Cllr Wright reported that litter picks will be organised in Earls Barton as part of the campaign from 9-18 April 2010.  Mr Simmons has been nominated for an honorary award from CPRE for his ongoing work clearing litter in Earls Barton.

Monday 14 December 2009
PCSO Paul Hirst advised that 18 crimes were recorded during November.  The Parish Council were also advised that Sgt Sutton is retiring from the police force with immediate effect.  The Clerk sent a letter of thanks to Sgt Sutton.  His replacement, Sgt Dave Convery, will take his position in the new year.

Update from Helen Howard, NCC – The Clerk read out a response to an email requesting a traffic calming scheme for Earls Barton, which advised that NCC would not be putting forward a scheme as they did not want to raise expectations.  Cllr Blackwell advised sending a letter to NCC Director of Transport regarding the PC’s frustration over the lack of progress on obtaining traffic calming in Earls Barton.  The Clerk will also chase up progress on the adoption of the school driveway and Blackwell
 
199/09 Community Speedwatch/VAS
Monday 9 November 2009
Cllr Wright advised that the yellow signs would be up around the village until 2 December.  A demonstration of a VAS will be arranged for 14 December.  The Clerk will email to arrange for the traffic sensors to be put up during the winter.  A press release relating to Community Speedwatch was approved.  The Clerk advised that, due to funding issues at BCW, the Capital Grant application had been amended to request funding for 2 VAS and 6 site posts.

The meetings dates for 2010 were unanimously approved.  It was also agreed that a Grounds Maintenance Committee meeting be held on Monday 16 November, to set the specifications for work for 2010/11.
 
197/09 Manor House Flats - Tree Update

The Clerk advised that Mr Whittaker of Wellingborough Homes had attended the Parish Forum and agreed to look into the problems with the trees in Manor House Flats.  The Clerk will continue to monitor the situation.
 
196/09 Mary Whitworth Almshouse Trust
Monday 9 November 2009
Cllr Payne chaired this item.  The Clerk read out a response from the Almshouse Association, advising why the trust are acting within the law with their criteria for residents in the properties.  However, it was advised that the Charity Commission have now agreed to measures to let the vacant property to another party.

The Clerk advised that 32 crimes were reported in October.  The Clerk was asked to write to the local police regarding action taken over the vandalism of the Youth Club and over a lack of response relating to a traffic accident on Compton Way.  A Safter Communities Partnership meeting will be held on 10 December at Sir Christopher Hatton School.

(b)    Playbuilder Update – The Clerk presented option 2 for the Playbuilder equipment on the Recreation Field.  It was unanimously agreed that the Clerk can obtain one further option and go to consultation with the residents of Earls Barton in December.
(c)     Conclusion of Audit 2009 – The Clerk read out the Conclusion of Audit.  All recommendations were noted and will be adhered to.  The final audit was agreed and signed off.

181/09 Community Speedwatch
Monday 12 October 2009
Cllr Wright reported on the recent Community Speedwatch programme.  It was agreed that the Casualty Reduction Team be asked to collate data over the next six months, to give an indication of vehicular activity in the winter months.  The Clerk will sign and return the Statement of Intent form relating to mobile Vehicle Activated Signs.  A copy of the report will be placed with the minutes and made available on the website, as well as being forwarded to Helen Howard, Community Liaison Officer, NCC.  Community Speedwatch will next take place in 2010.
 
180/09 Clerk & Registrar - Annual Salary Review

Cllr Abbott did not take part in discussions relating to the salary review.  It was unanimously agreed that the Clerk and Registrars Salary should be increased in line with NCALC recommendations, and backdated to April.  The payments to the Clerk, Registrar and Inland Revenue, as listed under Accounts, were then approved.

The Clerk advised that Cllr Blackwell is to arrange a meeting between EBPC, EB Junior School and Education Officers after the half term break.
 
177/09 Police/Community Safety
Monday 12 October 2009
PCSO Hurst advised that 14 crimes were reported in September.  A police operation is in place to deal with incidents over Halloween and Firework Night.  It was agreed that the Clerk should write to the police regarding an incident of anti-social behaviour on the Recreation Field, where some damage was sustained to lamp posts.  The Clerk will also send a letter of apology to the police regarding an article placed in a village magazine by a member of the parish council, relating to an incident in High Street.  It was noted that Cllr Cahill will attend the next panel meeting on 22 October 2009.

(a)    Blocked drain, Doddington Road – the blocked drains will be cleared and raised kerb instated 1 week from PC meeting.
(b)    Parking – High Street – The Clerk will request a white line to be painted across the junction to Bowlers Yard.  Illegally or dangerously parked vehicles should be reported to the police.
(c)     Update on Village Centre Parking Restrictions and Traffic Calming – Cllr Blackwell reported that Helen Howard of NCC has put forward the Earls Barton Schools for the Safer Routes to School Scheme next financial year and has also agreed to upgrade the current Vehicle Activated Signs.  It was agreed that the Clerk email Ms Howard to ask what traffic calming measures would be possible in conjunction with Safer Routes to School, ask for a 20mph speed restriction and ask for the zebra crossing on the Square to be upgraded to a pelican crossing and a additional crossing on West Street.  The Clerk is also waiting for details of the current traffic regulations in Earls Barton from NCC.  Cllr Blackwell is also to take up the ongoing problem of the unadopted land outside the school.
(d)    Weeds on footpaths – The Clerk will contact NCC and the grounds maintenance contractors.
(e)    Parking – Doddington Road/Clarke Court – The Clerk will reply to an email regarding parking issues.

Cllr Wright reported that the latest round of Community Speedwatch began on 7 September, supported by the Safer Community Team and Casualty Reduction.  There are more volunteers and the Vehicle Activated Sign on Doddington Road is now worked correctly.  It is hoped that the mobile VAS can visit the village in October.

PCSO Hirst attended and advised that 23 crimes were reported in July and 27 in August.  It was confirmed that speeding in Earls Barton is one of the priorities for this quarter for the Safer Community Team.  PCSO Hirst agreed to look into concerns from members of the public over instances of violence and vandalism in the village.   The Safer Community Team will be holding a Surgery on the second Monday of each month from 6.30pm to 7pm at St Johns Ambulance HQ, where concerns can be raised with local officers.

(a)    Update on consultations – details of the consultation findings were presented to the Parish Council b the Lead Project Co-ordinator.  Cllr Blackwell proposed that the findings be forwarded to Barton Today for publication and the Parish Council should now proceed with the planning application.  This was seconded by Cllr Higham and the motion was carried with 2 members abstaining from the vote.  An apology was issued regarding the oversight which meant that one of the landowners agents were not forwarded a copy of the consultation document.   This will now be issued to the agent.
(b)    Update on Compulsory Purchase Order and Lead Project Co-ordinators Report – This part of the meeting was conducted in confidence and Cllrs Abbott, Mallard and members of the public left the room.  Under Section 4 of the Code of Conduct, all members must not disclose information given to them in confidence by anyone.

(c)     Update on Blitz Site – adoption of Blackwell Close – The Clerk advised that the developers of Blackwell Close have been asked to carry out some remedial works in order to bring it up to standard for adoption by NCC.  It is hoped that these works will be completed in the near future.

The Clerk presented the end of year accounts and internal auditors report.  The Internal Auditors recommendations were discussed and taken on board.  A letter will be sent to the Internal Auditor advising the authorisation for cheque 63612606 was minuted in August 2008.  It was resolved to pass the end of year accounts and forward to the Auditor.  Projects for Capital Grant were discussed and it was agreed that information regarding costings for planters at the entrances to the village, mobile speeding signs and bags for life be brought back to next months meeting.

Cllr Blackwell read out an email highlighting maintenance issues which are being looked at by MGWSP.  Following an email, the condition of the road where Doddington Road and Broad St meets is being looked at.  The Clerk was also asked to write to NCC requesting a line marking to prevent parking across the farm entrance on Broad Street, and for single yellow lines on the side of Churchill Road opposite the school, where parking is not allowed.  Carillion notified of works being carried out on the A45.   A request will also be put in to NCC to tarmac the entrance to Harcourt Square.

Cllr Perkins expressed concern over the continuing problems with parking on The Square.  It was agreed that the Clerk ask Helen Howard of NCC and Mark Gatland of MGWSP to attend a meeting with Cllrs Blackwell, Payne and Perkins to discuss options for parking.  The Clerk will also look into the cost of restricted parking scheme and will approach Barkers to arrange a meeting to discuss the problems further.

Cllr Verden welcomed Cllr Bailey, Leader of the Borough Council of Wellingborough and Mrs Martin-Bennison, Chief Executive of BCW.  Cllr Bailey explained that they were visiting every parish in the borough in order to improve communications and working relationships between the parishes and the  Borough.  The Government are encouraging more downward delegation of powers and the Parish Council is the only body that solely represents the interests of their particular parish, so they hold a very important role.  Mrs Martin-Bennison explained that as part of the “Communities in Control” white paper, bodies need to work more naturally together and with great flexibility in order to provide a better service for the people.  Cllr Cahill suggested that the Parish Forum meetings held between the parish councils and the Borough Council of Wellingborough would be better if they were held as a workshop on a weekend, where there would be more time to cover a greater number of topics in more detail.  Mrs Martin-Bennison will look into this.  Cllr Mallards concerns regarding the removal of Any Other Business from the agenda was discussed but, as this is a matter of national legislation, this cannot be dealt with by BCW.

PCSO Paul Hurst attended.  31 crimes were reported in March 2009.  There were a number of thefts from outbuildings in New Barton, and people in the area are advised to make sure that sheds and outbuildings are secure.  There have been reports of cold callers in the area.  Any suspicious behaviour should be reported to the police.  Reports of someone shooting without authority at the Pioneer sports field was passed to the police.  Anything suspicious must be reported to the police.  The Chair commended the local police team on their continued good work.

041/09 CPRE - Northamptonshire's Stop the Drop Campaign

Cllr Wright reported that litter picks will take place on Friday 27 March 5.30-7pm, Saturday 28 March 10.30am-12 and 2.30-4pm and Sunday 29 March 2.30-4pm.  Churches Together and the Youth Groups will be joining the litter pick and the Infants and Junior schools will both be holding assemblies about the importance of correct litter disposal.  Anyone wishing to take part in the litter picks should contact Cllr Wright.  The Clerk will write to the Co-op regarding litter on their site and Little India regarding cigarette ends outside their premises.  Thanks should also be extended to Kirsty Austin, Zoe Middleton, Kerry Lovering and their children, who were spotted by the Clerk carrying out their own litter pick in the village during half term week.  Thank you.

Cllr Blackwell reported on his discussions with Mark Gatland of MGSWP.  Repairs are being made to potholes in the village roads at present.  Resurfacing of the bottom part of Dowthorpe Hill is scheduled to take place next financial year.  Mark has also submitted an application to resurface the Janes Estate next financial year, although this has not been agreed.  White marking on the steps on the Square to be reinstated and discussions to continue regarding the railings in the village centre.  A response from NCC regarding gritting in the severe weather was read out, and it was agreed that the Clerk request a supply of salt for the PC to hold to fill up the grit bins if these conditions reoccur.  Richard Hall reported on the access to the Junior and Infant Schools.  NCC are in the process of registering the land, and will keep the Clerk updated on progress.  Mr Hall also said he would look into the frequency of visits by Parking Wardens to the village and drain and gully cleansing work and report back to the Clerk.
