(a)    Parking Restriction Review – Wellingborough 2010/11 – It was resolved that the Parish Council respond by requesting that local residents be consulted prior to the Parish Council giving its views. 
(b)    Traffic Calming – response from Debbie Thorne – Debbie Thorne to be invited to March’s meeting, when there will be more information on NCC’s budgets for 2011/12.  The Clerk will meet with the school heads to organise a meeting with the Safer Routes to School Team from NCC.  Also request the zebra crossings in the village centre be replaced with pelican crossings now that there are no School Crossing Patrols, and extend barriers outside the school.
(c)     Request for Bollards – Doddington Road  - The Parish Council have no objection to the placement of bollards provided local residents have been consulted and are in agreement.
(d)    Barkers Meeting – update – to take place on Thursday 20 January 6pm, with a pre-meeting at the Youth Club at 5.30pm

It was resolved to hold an informal drop-in session at 6.45pm before the February meeting, for anyone interested in becoming a Parish Councillor or finding out more about how the Parish Council works.
 
210/10 BCW Site Specific Proposals Development Plan Document Preferred Options - Consultation
Monday 13 December 2010
Bob Entwistle was invited to address the Parish Council regarding the response to the consultation.  Cllr Abbott declared an interest in the response relating to sporting needs in Earls Barton and took no part in discussions relating to this.  It was agreed to respond to the consultation as follows:
Preferred Option 25 – Enabling and Improving Sports Provision – “This option is welcomed and a suitable site has been identified and shown on the proposals plan for Earls Barton”
Preferred Option 27 – Parish Plans – The Parish Council welcomes support for the proposals in Parish Plans as this will help to ensure that future developments meet the needs of the community.”
Preferred Option 29 – Preferred Rural Housing Sites – The Parish Council is pleased that the site previously identified in Station Road has been removed from the preferred options and does not object in principle to development of the identified sites on the proposed scale.”
Preferred Option 30 – Rural Housing Options – The Parish Council notes that the additional housing is to located in Irchester and Wollaston but would remind the Borough Council that there is a need for 40 affordable mixed tenure homes and a community centre in Earls Barton.
Earls Barton Inset Preferred Option Plan – The amended plan is acceptable to the Parish Council, taking into account the need for 40 affordable mixed tenure homes.
 
209/10 Colin Suter - Retiring Editor of Barton Today

Colin Suter attended to update the Parish Council on the new management on Barton Today.  He thanked the Parish Council for all of their support.  Colin was thanked by the members and congratulated on producing Barton Today.

(a)    Crime Figures & Report – no figures to report.  It was, however, noted that a burglary had occurred in Northampton Road and village residents should be extra vigilant.
(b)    Have your Say Consultation – Cllr Cahill to report – Cllr Cahill responded to the survey and listed the 3 priorities for Earls Barton as drug issues, road safety and burglary.

196/10 Highways & Maintenance

This item was deferred until Cllr Blackwell arrived at 8.15pm
(a)    Bench outside 126 Northampton Road – the Clerk will contact Malc Garner regarding repairs.  If it is not possible to repair the bench, it will be considered for replacement next financial year.
(b)    Parking Regulations Update  - the Clerk reported that NCC will not support a 3 hour parking restriction in the village centre, but will support a controlled parking zone using Pay and Display machines if the Parish Council will fund the machines.  It was agreed that this was not a satisfactory solution for the Parish Council and the Clerk will write to Debbie Thorne regarding this matter.  A site meeting has also been arranged with Helen Howard, Community Liaison Officer with NCC to discuss the request for a white line outside the Methodist Chapel and specific parking issues relating to a resident on Broad St.
(c)     Request to adopt tree – Station Road – A letter was received from a resident.  Following discussion, Cllr Cahill proposed that the tree be adopted by the Parish Council.  With 3 members in favours and 7 against, the motion was not carried.
(d)    Salt Bins – update – it was noted that the existing salt bins have been filled, but no new bins installed.  The Clerk will chase up with NCC. 
 
195/10 Youth Club Update

Cllr Cahill advised that a Leader and Assistant Leader for the senior club have been appointed and will re-open the club from 13 January 2011.  Unfortunately, no volunteers have come forward to run the junior club and this will remain closed.

Cllr Payne declared an interest and left the room, taking no part in any discussion on item.  Cllr Cahill took the chair for this item.  It was agreed that EBPC should support the application for Northampton General Hospital to become an NHS Foundation Trust, however provision of parking at the hospital needs to be addressed.  Cllr Payne then re-entered the room.

It was agreed to send letters of thanks to both Lollipop ladies as they are both retiring from their positions.  Anyone who is interested in the post of School Crossing Patrol should contact Northamptonshire County Council for more information.  The Parish Council will monitor the situation as there are concerns over safety if the crossing patrol is lost.  Debbie Thorne of NCC Highways Department will be invited to the next Parish Council meeting to discuss the situation, along with road safety issues in the village.

(a)    Crime Figures & Report – PCSO Mills attended and advised that 12 crimes were reported in October.
(b)    Have your Say Consultation – Cllr Cahill to report back at the next meeting.
(c)     Community Speedwatch Update, Press Release and Status of Vehicle Activated Sign – Cllr Wright passed round a summary of Community Speedwatch activity in September and October.  A press release was approved.  The Clerk was asked to send a letter to the local Safer Community Team enquiring how the speed camera based at Earls Barton Police Office will be calibrated now that funding is no longer available from NCC.  Cllr Wright proposed that the Parish Council consider part funding the calibration of the speed gun, but this was rejected following  a vote by members.

Cllrs Higham and Page declared an interest and left the room.  Following a discussion, the remaining members agreed to ask the rally organisers to submit a grant application to the Parish Council to cover the insurance costs for next years rally.  Cllrs Higham and Page then rejoined the meeting.

Cllr Cahill reported that a meeting is being arranged to meet those interested in applying for the positions of Leader and Assistant Leader.  Cllr Cahill will also find out the current recommended pay scales for the positions and forward the information to the Clerk.

Cllr Verden spoke about the importance of encouraging more people to stand for the local government elections in May 2011.  Anyone who would like more information about being a Parish Councillor can contact any of the existing members who will be happy to help. The Clerk will also provide information via the website and facebook page. 
 
168/10 Update on Drainage/Flooding Problems in Village Centre

The Clerk circulated minutes from the recent meeting regarding flooding.   Anglian Water are going to be carrying out some excavation and repair works to try and improve the situation.  The problem will continue to be monitored and it is important for any flooding incidents to be reported direct to Anglian Water or to the Clerk who will pass on the information.

Cllr Verden welcomed Rev Hayes to Earls Barton and to the Parish Council Meeting and introduced her to the Parish Councillors.  Rev Hayes said she is delighted to be in Earls Barton and invited the members to the Remembrance Day service on 14 November.

(a)    Crime Figures & Report – 11 crimes were reported in September.  Priorities set for the next quarter by the Safer Community Team are Anti Social Behaviour in Finedon and Speeding in Great Doddington.  The Clerk was asked to write to the SCT and ask for drug problems in Earls Barton to be set as the third priority for the quarter.  Cllr Wright thanked the police for their support with Community Speedwatch.

153/10 Highways & Maintenance

(a)    Village Gateways – update – The Clerk advised that, following negotiations with NCC, gateways will be erected at some of the village entrances and new signs will be provided at all.
(b)    Review of Parking Regulations – update – traffic regulations on Churchill Road will not be reviewed at this time and will be dealt with separately under Safer Routes to School.  Parking restrictions is the centre of the village will go to consultation, as will other minor adjustments to the Traffic Regulation Orders in New Barton and Doddington Road.  Cllr Blackwell suggested that a debate regarding parking issues in the village should be considered.  Following concerns from a resident, the Clerk will request a single white line to stop parking across the entrance to Bowlers Yard.
(c)     Barkers Meeting – update – The Clerk will forward the proposed dates to all those to attend and will report back at the next meeting of the confirmed date.
(d)    Treeworks – Recreation Field – It was agreed to ask R&G to carry out minor tree works to remove basal growth
(e)    Request for new dog bin – Mill Lane – It was agreed the Clerk to look into and purchase either an additional bin or bigger bin.
(f)     Request for Litter Bins at Bus Stops – to be considered for next financial year.
 
152/10 Clerk & Registrar - Annual Salary Review

The Clerk was congratulated on passing the Certificate in Local Council Administration.  The rate of pay for public sector workers has been frozen for 2010/11 so the clerk will not receive any increase in rate of pay.  However, the members agreed to move the Clerk up 3 places on the Salary Scale (1 for passing CiLCA, 1 for contractual move for 2010/11 and 1 for 2009/10, as this was not carried out in previous years).

Cllr Smith was accompanied by Debbie Thorne, NCC Assistant Head of Transports & Highways, Leo Plant (MGWSP Area Manager) and Derek Buchanan (MGWSP General Manager).  Cllr Smith promised to look into the problems with the 16+ Travel Scheme and get back to the parents representative by the end of the week.  Cllr Smith advised that grant funding for casualty reduction has been withdrawn.  Many communities have applied for traffic calming but there is little funding for works.  One option put forward was to increase the Parish Council’s PRECEPT to pay for traffic calming.  It was agreed that there should be a consultation before any significant increases in the PRECEPT.  Cllr Verden implored residents of Earls Barton to adhere to the speed limits in force around the village otherwise all residents may have to pay increased taxes to pay for measures.  PC Lee advised that the police are aware of the speeding issues in Earls Barton and support the use of traffic calming measures as they are a less confrontational way of tackling the problem.  Cllr Blackwell expressed frustration over the lack of traffic calming from NCC, even though the Parish Council has been liaising with NCC for many years regarding the issue.  Derek Buchanan admitted that the condition of roads in the county were a challenge as were the budgetary restraints.  3 hotspots in Earls Barton have been identified for urgent works (Compton Way, Mears Ashby Road and Elizabeth Way), and these works will be carried out in the next 4-6 weeks.  Debbie Thorne advised that, due to a change in working, 80% of repairs on potholes are now permanent repairs as this is more cost effective, although there will still be occasions when interim repairs will need to be made.  Leo Plant advised that highway inspections are carried out in line with a National Intervention Level and, therefore, if a pothole does not meet that level, it will not be filled even if it is next to another pothole that does meet the required criteria.  He also advised that there are 8 additional gangs carrying out permanent repairs around the county.  Concerns were raised over proposed parking restriction in the village centre and regarding dangerous parking close to zebra crossings.  The public were assured that any parking restrictions will be subject to a consultation period and the local police confirmed that they will deal with any dangerous parking that they witness.

(a)    Update on Meeting with Barkers – minutes from the meeting were circulated to members.  Barkers are to look into whether they are able to assist with alleviating parking issues in Earls Barton.  A follow up meeting will take place in September.
(b)    Temporary Road Closure – from 2 August the A4500 from Earls Barton to Great Billing will be closed for maintenance (off peak over 2 days).
(c)     Email were received from NCC, firstly to advise that the gateways on the entrances to the village would no longer be going ahead and new signs have been ordered instead, secondly requesting a meeting with the Safer Routes to School Team to discuss options.  The clerk will write to state that it is unacceptable that the PC were not consulted over the scrapping of the gateway scheme and that new signs is not an acceptable alternative.  The Clerk will also contact the Safer Routes Team and local schools to arrange a meeting.

PCSO Hurst advised that 22 crimes were reported in June.  Instances of Anti Social Behaviour are low.  Speeding in EB has been set as a priority target for the Safer Community Team for the next quarter.  Cllr Wright thanked the police for their support during the recent activity from Community Speedwatch, when 22 fixed penalty notices were issued and 26 verbal warnings given.

(a)    Crime Figures and Report – PCSO Natasha Fountain attended and advised that 11 crimes were reported in May.  This is a significant reduction on April’s figure.
(b)    Smart Water – PCSO Fountain advised that it would not be possible for the Parish Council to purchase Smart Water for use in households around the village as Smart Water is unique to each property.  Therefore, householders would need to purchase it independently.
(c)     Cold Call Free Zones update – The Clerk updated the members on the advice received from Trading Standards on Cold Call Free zones.  Unfortunately, the whole village could not be covered by a zone but specific areas could be.  The Clerk will contact PCSO Hurst regarding which areas should be included.  A press release was approved.

(a)    Crime Figures and Report – PCSO Hurst advised that 27 crimes were reported in April.  This was an increase from March’s figures due to a spate of fuel siphoning one night.  Speeding in Earls Barton was made a priority at the last Community Panel Meeting.  The next meeting will take place on Thursday 8 July 2010.  PCSO Hurst is still looking into Cold Call Areas but has not made much progress.  Cllr Cahill to speak to Clerk of Yardley Hastings PC for advice.
(b)    Anti Social Behaviour – Footpath Recreation Field/Berry Close – PCSO Hurst advised that the police are dealing with the complaints of Anti-Social behaviour.  A suggestion to re-route the footpath has been referred to the County Council.

(a)    Report on Meeting with Cllr Heather Smith – Cllr Blackwell reported on a meeting held with Cllr Heather Smith, Cabinet Member responsible for Footpaths and Highways, Debbie Strong, Deputy Head of Transport and Highways and Leo Plant, Acting Area Manager of MGSWP.  Several roads in the village were inspected and it was explained that routine inspections are carried out, as well as additional inspections when a defect is reported.  On the basis of these inspections a priority works list is produced.  At present, the footpaths of Elizabeth Way are due to be resurfaced in the next couple of years, but the highway will be longer.  It was agreed that it is not cost effective to carry out the resurfacing as two separate jobs.  However, a  report on a new initiative was being put before full council on 13 April, which would allow for a change in practices and could mean that both the footpaths and highways are resurfaced at the same time.  Cllr Smith was confident that, should the initiative be approved by the County Council, there would be noticeable improvements on highway works carried out within 12 months.  Harrowick Lane was also looked at and, although they agree that the road is in a poor state of repair, there simply isn’t the funding to carry out resurfacing work in the near future.  However, any defects reported will be subject to an inspection and remedial work where necessary.  Any road defects should be reported to Street Doctor on 0845 601 1113 or at www.northamptonshire.gov.uk
(b)    Parish Enhancement Gangs – requests for work to be carried out by the Parish Enhancement Gang was passed to the Clerk.

Cllr Verden explained that he was approached by a member of the public requesting CCTV in the village centre due to a recent break in at the Infant School.  It was agreed that CCTV on The Square would probably have little impact on the schools.  As the Junior School already has CCTV in operation, the Clerk will write to the schools and suggest joining together on the existing CCTV and give them details of the Empowering Councillor Scheme as a way of funding.
 
073/10 Dogs off their Leads in Public Places

The clerk has received an email regarding dogs not being properly controlled by their owners on the Recreation Field.  In addition, there have been more verbal complaints regarding this matter and relating to dog fouling.  At present, byelaws allow for dogs to be exercised off the lead on the Rec.  It was agreed that the concerns be minuted and an article placed in the village magazines advising that if owners fail to keep their dogs under control, consideration will have to be given to changing the byelaw to allow dogs on leads at all times.  It was also agreed that BCW Dog Warden be asked to visit the village.
 
072/10 Parking Problems in Village Centre & Harrowick Lane - Restricted Parking

Following discussions with NCC, we have been advised that parking regulations will be reviewed in the Borough of Wellingborough in the next 3-4 months.  The Clerk will request in writing restricted parking of 4 hours for the village centre.  In addition, double yellow lines will also be requested for one side of the bottom of Churchill Rd.  The Clerk will write to Barkers asking for convenient dates for a meeting.  In relation to Harrowick Lane, the clerk will contact the residents who have emailed regarding parking issues and advise them of the criteria which needs to be met before a residents parking scheme would be considered by NCC.  The Parish Council will also look into what measurers need to be put into place to prevent further erosion to the bank adjacent to Harrowick Lane.

Sgt Dave Convery and PCSO Paul Hurst attended the meeting.  Cllr Verden welcomed Sgt Convery as the new Sergeant of the Safer Community Team covering Earls Barton.  PCSO Hurst advised that 10 crimes were reported in February.  The next Community Panel meeting is due to take place 15 April.  Speeding in Earls Barton will be requested as a priority.  PCSO Hurst will also look into speeding lorries and buses in the village, parking outside the Londis and overhanging trees obscuring the new speed check area sign on Dowthorpe Hill.

(b)    Replacement Litter Bins – The Clerk reported that the order has been placed for replacement litter bins.  A letter was also read out regarding the bins on Saxon Rise.  It was agreed that the bins should be replaced.
(c)     NCC Empowering Councillors Scheme – Cllr Blackwell confirmed that the scheme has been confirmed for the coming financial year.  Anyone interested in applying for a grant from the scheme should contact Cllr Blackwell.

Jenny spoke to the Parish Council about her work for Wootton and East Hunsbury Parish Council, how they engage with youths and some of the projects that they are working on.  It was agreed that it would be beneficial for some members of EBPC to visit the youth facilities in Wootton and East Hunsbury and Jenny also agreed to advise Earls Barton Youth Club where possible.

PCSO Hurst advised that 17 crimes were reported in January.  It was also noted that there has been a reduction in the number of reported instances of anti-social behaviour and juvenile nuisance.  Sgt Dave Convery has now taken up the post of Sgt in the Safer Community Team, and is planning on attending a future Parish Council meeting to introduce himself.

(b)    Resurfacing work on the highway and footpaths at the bottom of Dowthorpe Hill will begin within the next 6 months.

Cllr Wright reported that the Stop the Drop litter pick would take place 16-18 April.  This is a community project supported by the Parish Council.   John Simmons has agreed to take on the role of Litter Warden, for which a grant for £100 has been applied.  The Clerk advised that the new bins for the village are in the process of being ordered.

(f)     The final design for Playbuilder was approved and the Clerk was instructed to complete the required contract and order of works.(g)    Cllr Wright asked that the sports clubs in the village be informed of the changes to the Big Lottery small grants scheme.  It was agreed that Cllr Wright speak to Wootton and East Hunsbury’s youth worker, who is self funded through grants, to find out if she would be interested in giving a talk to members of EBPC.  Cllr Wrights request to attend a training course on large grant applications at a cost of £75 was approved.
