(a)    NCALC Update & Training Calendar 2012 – held by Clerk

(b)    National Planning Policy Framework – Consultation – following discussions, it was resolved to pass delegated powers to Cllr Wright and the Clerk to complete the consultation.

(c)     SLCC Practitioners Conference – February 2012 – it was agreed that EBPC pay for the Clerk to attend.

 
227/11 Highways & Maintenance

(a)    Litter Bins at Bus Stops – Clerk to arrange

(b)    Tebbutts Yard – Ltr from resident about poor road condition – It was resolved that the Clerk write to NCC asking for an inspection of Tebbutts Yard and for action to be taken to improve the condition.

(c)     Off Road Parking in Earls Barton – update – The Clerk read out an email from NCC Parking Enforcement Officer.  It was agreed that the Clerk send a letter to NCC reminding them of the serious parking issues in Earls Barton and asking for leniency where residents have shown initiative and taken action to prevent dangerous parking on the road.  A request for parking restrictions for 1hr in the village centre will be forwarded to the Parking Enforcement Officer, and works to extend the white zig-zag lines on the pedestrian crossing outside  the Post Office will be carried out before the end of the financial year.

(d)    Obstructions on Pavements – The Square – an informal letter will be sent to businesses asking that they keep the footpath clear.

(e)    Burst Water Main – Broad Street – Report to PC on action taken – It was noted that the Parish Council’s response to the situation worked well and sandbags were provided to residents and businesses in the area.  The police thanked the Parish Council for their assistance and the Clerk will send a letter to Mr Mallards grandsons who also assisted.

 
226/11 Community Infrastructure Levy (CIL) Consultation

Although the Parish Council were happy with BCW’s suggested responses to the consultation, discussion was held regarding question 3 “What proportion of receipts should be passed to parish or community councils?”  Cllr Blackwell tabled a resolution to respond to question 3 by stating that villages that know their priorities should be entitled to 50% of receipts.  This was seconded by Cllr Wright and, following discussion, was passed unanimously.

 
225/11 Website - request from Bill Newton-Dunn MEP

It was resolved to offer Mr Newton-Dunn a link from EBPC website to his own website.

 
224/11 Affordable Housing Update

Possible sites on Manor Road and Elizabeth Close have been investigated and are not viable.  Work is continuing to identify a site in Earls Barton to site a small number of affordable homes.  Cllr Wright requested that the Clerk contact BCW asking that they carry out the next Rural Housing Needs Survey in Earls Barton in 2012.

 
223/11 Youth Club

Up to date accounts along with a grant application will be forwarded to EBPC for consideration by the Finance Committee.  Other funding opportunities continue to be explored by the group and the Clerk is waiting for a response from BCW regarding whether they have any funding available.   Work is ongoing to fill the positions for Leader and Assistant Leader.

 
222/11 Neighbourhood Plans

Following discussions, it was agreed that James Wilson be invited to a special meeting of the Parish Council to discuss Neighbourhood Plans and the type of professional help he can offer the Steering Group.  Bob Entwistle and Steven Wood of BCW will also be invited to attend.

 
221/11 Pollution Monitoring

Cllr Perkins reported on a meeting regarding Billing Sewerage Works.  As no member is available to attend future meetings, it was resolved the Clerk will ask for copies of minutes to monitor progress.

 
220/11 Police & Community Safety

(a)    Crime Figures & Report - PC Peter Littlejohn attended and advised that 15 crimes were reported in November.

(b)    Update on changes to Panel Meetings – following discussion it was felt that the Panel Meetings need to be held face to face to allow full discussion on priorities for the sector.  It was resolved that the Clerk write to Insp Lyall to express concerns over the Panel Meetings being held online in future.

(c)     Annual Police Carol Service – details were noted

Jaimie and Jess from Safari Northampton made a presentation about Safari Northampton and the benefits of Earls Barton sponsoring a statue for the event in Summer 2012.  It was resolved that the Clerk write to local businesses regarding sponsorship and a decision will be made at the next meeting once the response has been gauged.

It was agreed to request site viewing meetings for WP/11/0410/F and WP/11/0452/F  (Cllr Blackwell declared an interest and left to room during discussions relating to these applications).  It was agreed to object to WP/11/0453/F for consideration to be given to providing a public footpath to Blackwell Close.  It was agreed to object to WP/11/0459/F due to overdevelopment and the proposal being contrary to North Northamptonshire Core Spatial Strategy Policy 13.  No other comments were required on the applications received, although a letter relating to WP/11/0443/F was noted.

(a)    Street Lighting – Mears Ashby Road – the Clerk will investigate who is responsible for the lighting and, if still the Parish Council, why the lighting was never adopted by NCC.
(b) Gulley Cleansing – carried out 14 November 2011. Clerk to request BCW deploy Road Sweeper.
(c) Update on Parking Agreement with Barkers & Parking Restrictions in Village Centre – the agreement with Barkers has now been finalised and will be monitored.  Parking Restrictions in the village centre cannot be reviewed until the next NCC Review of Regulations in the Borough of Wellingborough

(d) Off Road Parking in Earls Barton – Clerk will write to Jim Whiting at NCC to ask for a site meeting to discuss off road parking on Station Road, Broad Street and Doddington Road.

(e) Update request for bin – Earls Barton Co-op – no response from Co-op

(f) Highways newsletter – held by Clerk. Noted that Aggate Way layby works will be carried out in December.

The Clerk will ask for a summary of the strategy from BCW.

 
205/11 Youth Club

It was noted that the Leader and Assistant Leader have both resigned.  Volunteers have come forward to open the club on a Thursday evening until a new Leader is appointed.  The Clerk will write to the Treasurer for the latest accounts for the club and will send letters of thanks to the volunteers.  The Clerk will also write to BCW to ask whether any funds are still held in the John Lee fund to help towards updating the toilets and flooring at the Youth Club.  Details of Sport England funding will be forwarded to Amanda Taylor.

It was agreed to ask the Football Club if they would consider opening up and monitoring the toilets for next years event.  Issues relating to parking will also be considered.

The Parish Council unanimously resolved to produce a Neighbourhood Plan, resolved to investigate Precepting £10,000 next financial year towards costs involved in producing the Neighbourhood Plan, resolved involve the community by advertising for members to join a Steering Group and resolved to approach James Wilson for professional advice.

It was resolved to send a letter supporting the proposal to reduce the number of County Councillors to 57.

As the ramps are getting old, ongoing maintenance is becoming an issue.  The ramps are safe but the Clerk has requested a quote for re-surfacing the ramps to be considered for next financial year.

It was resolved to send a letter to BCW expressing concern over the stopping of brown bin collections for the period of end October 2011 to mid March 2012, and to ask why so little notice was given regarding the changes.

 
196/11 Police/Community Safety
(a)    Crime figures and report – 19 crimes were reported in October.  Updates were received on drugs cases with one person found guilty and sentences to 15 months and one being found guilty and sentences to 2 ½ years.  It was resolved to send letters to NCC to express our deep concerns over the proposed cut in funding for PCSO’s and to the Safer Community Team asking for more senior officers to be available at the Community Panel Meetings.

Carolyn Howe advised the Parish Council how to go about starting a Neighbourhood Plan.  The Clerk advised that a request has been made to the Borough Council of Wellingborough to put EBPC forward for the Neighbourhood Plan Front Runner Scheme, and a meeting will be set up with Sue Bateman of BCW for further advise.

153/11 Affordable Housing Update

Cllr Wright and the Clerk reported on the meeting held with officers of BCW.  The Social/Planning/Housing Committee have requested that NRHA revisit some of the sites that were suggested for affordable housing to see if any of the problems can be overcome.  A suggestion has also been put forward regarding an “off the shelf” solution where properties are bought for refurbishment and return to the housing stock.  It was also noted that if affordable housing was built on an exception site, this would not automatically open up the surrounding area for development.  The green area and car park off Elizabeth Close will be put forward as a possible site and members are asked to consider other sites where a small number of dwellings could be accommodated.

(a)    Crime Figures & Report – PCSO’s Mike Bowes and Natalie Halling attended.  The advised that 16 crimes were reported in July and 15 in August.  Cllr Wright advised that the Neighbourhood Watch AGM would take place 5 October at Wootton Hall.

(b)    Parking Issues – Berry Close – so far, NCC have been unable to assist with preventing parking on the green area in Berry Close.  They will also not allow EBPC to erect notices.  However, the Clerk will re-contact NCC regarding verge parking orders.

(c)     Grit Bin – Dowthorpe End – following discussion, it was agreed that the grit bin on Dowthorpe End should remain in it’s current position.

133/11 Northamptonshire Library Review Stakeholder Consultation

The Clerk will respond to the consultation suggesting that the library could also be used to hold meetings for local groups, community meetings, night classes, open surgeries between residents and Borough Council officers and the local MP.  In response to Section 9 of the consultation, EBPC’s response will be that the library should remain a free public service in order to maintain a public community hub.  There should be no charge and it should be run by NCC, not an outside agency.  Earls Barton Library is well used and a benefit to the community.

 
132/11 Pioneer Sports Ground - Licence Renewal

Hanson has advised that they would be looking to renew the licence with EBPC in September 2012 under the current conditions.  It was agreed the Clerk will write to Hanson to confirm that we would like to take up this offer.

 
131/11 Queen's Diamond Jubilee - Arrange Events Committee Meeting

Earls Barton Festival Committee has approached EBPC to discuss next year’s Diamond Jubilee celebrations.  It was agreed the Events Committee will meet with the Festival Committee to discuss ideas in the Autumn.

              
 
130/11 Affordable Housing Update - Ela Goodall, Housing Enabling Officer, BCW

Ela Goodall, Housing Enabling Officer of BCW attended the meeting with Joanne Martin of NRHA to update on the current position regarding provision of affordable housing in Earls Barton.  Of the six sites suggested by the Parish Council, only one site remains a possibility for providing affordable housing in Earls Barton.  The site, on the outskirts of the village close to Compton Way would provide space for a maximum of 17 dwellings out of the 40 identified by the Housing Needs Survey.  Concerns were raised by members regarding the increase in traffic on Station Road.  It was agreed that no further action would be taken at this time whilst further investigations were carried out to find possible alternative sites.  The Social/Housing/Planning Committee will meet with Ela and Joanne in the Autumn to discuss how to move forward with the project.

(a)    Crime Figures and Report – PC Phil Saynor attended and advised that 13 crimes were reported in June, which is on par with May’s figure.  This is a reduction of 2% on last year and reports of ASB are down 5.1% on this period last year.  The local police are aware of motorcycle nuisance in rural area.

(a)    Update on Meeting with Dave Farquar, NCC – discuss priorities of EBPC regarding roads & footpaths – following discussions, members agreed that footpaths be highlighted as a priority for re-surfacing around the village, subject to roads being made safe and resurfaced at the earliest opportunity. 

(b)    Vehicle Activated Signs update – both VAS are now in use and pole has been requested for Mears Ashby Road. 

(c)     Street Light Switch Off – Clerk holds information regarding switch off.  If a light is out and has a sticker advising that it has been turned off as part of the Street Light Switch Off, please do not report it.  The Clerk will look into whether the lighting will remain on the footpath from Station Rd to London End.

(d)    Request for Funding – School Crossing Patrols – the Parish Council is unable to fund the £7800 for the 2 sites in Earls Barton this financial year and it was felt that the cost should not fall solely on the shoulders of the Parish Council.  Cllr Morrall proposed that the Parish Council look at funding for the crossings next financial year and consider it in partnership with both schools.  This proposal was seconded by Cllr Bond and passed by the members.  The schools will be asked to apply for a grant in October for the funding that they are not able to meet themselves.  The Clerk will also ask NCC for confirmation of the costings to change the zebra crossings to pelican crossings.

(a)    Vehicle Activated Signs – update – both VAS have been erected, although 1 is faulty and is being returned to manufacturer to be fixed.  Helen Howard of NCC is to be approached with a request to provide 5 VAS posts.  It was agreed that, until the post is erected on Mears Ashby Rd, Wellingborough Road should be included on the site rota.  Cllr Wright to look into comparable costs between battery or solar energy and report back to the Parish Council.  If it works out financially viable, solar cells will be considered in the setting of next year’s PRECEPT.  Cllr Wright declared an interest and left the room whilst the maintenance tender was discussed.  If was felt the costings were quite high, but as there is no comparable quote Cllr Bond proposed that the quote is accepted for 3 months and during that period the Clerk will approach local handymen to quote for the maintenance work.  This proposal was seconded by Cllr Morrall and the motion was carried. 

(b)    Report of Meeting with EBJS, EBIS and NCC regarding Highways Issues – Negotiations continue to bring the entrance to the school up to an acceptable standard before the land can be transferred to the ownership of the schools and the library.  The Safer Routes to School team are to look into new safety railings at the front of the school to encourage children to use the zebra crossing and a single yellow line outside the Catholic School on Churchill Road to stop vehicles parking on the pavement, but an upgrade of the crossing in the village centre is unlikely.  A 20mph limit in the village centre is also unlikely as this would need to be supported by traffic calming measures and there is no budget for major works for the foreseeable future.

(c)     Update on deterioration of Road and Footpaths in Earls Barton – a site meeting will be held on Elizabeth Way on 31 May with Dave Farquar from Northamptonshire County Council.  Cllr Blackwell and the Clerk will attend with other members of the Parish Council.

(a)    Crime Figures and Report – No figures were provided for April 2011, however the Clerk advised that 44 crimes were reported Jan-Mar 2011, an increase of 13% on the previous quarter. 

(b)    Wellingborough Rural SCT – Community Panel Meeting – At the meeting held on 20 April 2011, the new quarterly priorities were set as speeding enforcement throughout the Rural SCT, ASB across the Rural SCT in particular gatherings of youths in enclosed ‘parks’ and parking/obstruction outside village schools (morning and afternoon).  The next meeting will be held on Thursday 14 July 2011.

(e)    Launch of Community Resilience Programme – this programme provides information and online resources to draw up an Emergency Plan.  It was agreed that this item should be deferred to a future meeting and the clerk should contact NCC for a copy of their emergency plan for Earls Barton.
 
074/11 Highways & Maintenance
Cllr Blackwell advised that a senior manager had been asked to carry out an inspection on the Janes Estate due to the deteriorating roads and footpaths.  Dave Farquar, Head of Transport and Highways, NCC, will then be asked to attend June’s Parish Council meeting to discuss the findings and action to be taken.  Cllr Verden thanked Cllr Blackwell for his continued work on this matter.

072/11 May's Parish Council Meeting
Due to the local elections and the moving of the date to the 16 May, the St Johns Ambulance Room will not be available.  Therefore, it was resolved to hold the meeting of 16 May in the Youth Club, Harrowick Lane.
 
071/11 St George Day/Royal Wedding Poster Competition
As there had been not response from either school regarding the poster competition, the competition will not run this year.  It was resolved to carry forward the prize fund to next year when it will be used for a competition to mark the Queens Diamond Jubilee.
 
070/11 Concerns for Publicly Owned Land - Letter from Bozeat PC
Concerns raised by Bozeat PC regarding the Borough Council selling off pockets of public land without consultation were noted, and it was resolved that the clerk should write to BCW asking that Parish Council’s are consulted when any public land in their Parish is disposed of by the Borough Council.

The clerk reported that, due to County Council cutbacks, Community Speedwatch would no longer be carried out in Earls Barton.  Cllr Verden expressed his thanks to Cllr Wright for all his work on Community Speedwatch.

Due to the resignation of the current registrar, it was resolved that the Clerk should take on the role at the same rate paid to the outgoing registrar.

14 crimes were reported in March 2011. Cllr Cahill expressed the view that PCSO’s should be given more powers to deal with minor incidents, such as the ability to issue tickets.

065/11 Chris Heaton-Harris, MP
Chris began by thanking the Parish Council for inviting him to the meeting and thanking all of the members for the work they do for the community.  Chris informed the Parish Council of possible parliamentary boundary changes being brought in after September 2011, in which Earls Barton may again be moved into a different constituency.  He advised the Parish Council to monitor these changes and object if necessary.  He also advised that the majority of constituents contacting him do so about potholes and made some recommendations of how to deal with the County Council regarding the deterioration of the roads.  He also urged the Parish Council to contact BCW or the police if there are any problems with travellers setting up illegal camps in the area as a result of the closing down of 2 large traveller sites.  It was also noted that, although Northants is a fast growing region, there is a lack of funding from central government due to the use of out of date statistics.   The MP’s for Northants have requested that the practice of using these statistics is reviewed.  Chris also advised that, in his view, the Localism Bill would be signed off in total by February 2012.  He also congratulated the Parish Council on reducing the PRECEPT for 2011/12.

(a)    Update from Debbie Thorne – Ms Thorne advised that the Safer Routes for School Team will be contacting the school direct regarding a consultation, although there is no news as yet as to whether funding will be available.  An invitation will be extended to Ms Thorne to attend May’s meeting.
(b)    VAS update – NCC has given authority to put up the Vehicle Activated Signs.  Additional clamp and brackets are required.  Cllr Wright will look into the cost of these and also solar panels to run the signs, and will look into finding some to maintain the signs, as there were no responses to the tender advertisements placed.
(c)     Garden of Remembrance – Cemetery – Cllr Abbott reported that she had looked into the cost of memorial walls.  It was agreed that the cost was beyond the budget of Earls Barton Parish Council and that fencing should be installed to shield the view of the allotments behind the Garden of Remembrance.
(d)    Update on Mears Ashby Rd gateway – no update received at time of meeting.  Clerk to chase.
(e)    Gulley Cleansing Schedule – the Clerk will contact MGWSP for a copy of the schedule.
(f)     Parking – High Street – the Clerk will contact Helen Howard for an update on the white line for Bowlers Yard.
(g)    Dogs on Recreation Field – due to further complaints regarding dogs off leads and dog fouling on the Recreation Field, the Clerk will contact BCW for advice on how to amend the Dog  Control Orders/Byelaws to only allow dogs on leads on the Recreation Field.

(a)    Update from Debbie Thorne on Parking Restriction Review & crossing patrol – no update received but Ms Thorne has been invited to March’s meeting.
(b)    VAS update – Cllr Wright to look into installing VAS.
(c)     Update on Mears Ashby Rd gateway and works on Main Road – NCC have been advised that the hedge on Mears Ashby Rd has been cut back so work on the gateway can proceed.  Repair works have been carried out on Main Rd and Clerk will monitor removal of signs and sandbags and report if necessary.  Clerk to contact NCC regarding larger hood for Mears Ashby Rd filter lane light.
(d)    Area 7 Managing Agent Contract – A45 Doddington Rd Bridge – members were advised on works progress.
(e)    Request for bollards from resident – Doddington Road – to be referred to NCC
(f)     Barkers Meeting – update – Cllr Blackwell advised that the meeting was productive.  At Barker’s request, the notes from the meeting are to be kept confidential.

Maintenance work to Garden of Remembrance, Earls Barton Cemetery – Cllr Abbott reported that some kind of screening is required behind the Garden of Remembrance. It was resolved to delegate powers to the Grounds Maintenance Committee, who will meet at the Cemetery to discuss options.
 
032/11 Community Speedwatch Update
Cllr Wright presented a schedule for Community Speedwatch activity in 2011.  This was approved for press release.  It should be noted that this schedule is subject to withdrawal if funding is not approved in the County Council’s budget at the end of February.

030/11 Bus Shelter - Northampton Road
Cllr Payne declared an interest and left the room, taking no part in discussions.  The bus shelter has been ordered and the works order put in to NCC.  The Parish Council decided to accept threedcommunications quote for groundworks and installation.

Details of the challenge were discussed and it was decided not to nominate any land in Earls Barton.

Anyone wishing to organise a street party to celebrate the Royal wedding should contact the Clerk for further details.  Please note that you need to give at least 4-6 notice to the relevant authorities of the event.
 
023/11 BCW Site Specific Proposal Development Plan - Preferred Option 68
Cllr Verden declared a personal and prejudicial interest in this item and took no part in discussion.  Taking on board the comments made during public time, it was noted that there is some confusion regarding the allocation of housing on the land situated on the High Street, brought about by the actions of the Borough Council of Wellingborough.  The Clerk will write to the Borough Council to seek clarification on this point.  The Parish Council will also express concerns over the consultation process.
 
022/11 Police/Community Safety
(a)    PCSO Halling attended and advised that 14 crimes were reported in January.  The 3 priorities for the sector for the next 3 month period are Anti-Social Behaviour in Finedon, Anti-Social Behaviour and Criminal Damage in Wollaston and Speeding across the rural sector.  Cllr Cahill will attend the next panel meeting on 20 April, 7.30pm, at Mears Ashby village hall. 
 
021/11 Finance & Projects
(a)    Treeworks Survey – it was agreed to invite Salcey, Midland Tree Specialists, Kirk Thompson and Treeworx to tender for the priority 1 treeworks identified in the survey.
(b)    Asset Register – this was deferred to March’s meeting as the Clerk is awaiting advice from auditor.
(c)     Item in Nat West safe – it was agreed that the item deposited with Nat West in 1952 be withdrawn.
(d)    Grant Request from All Saints Church – Tower Clock Restoration – as the deadline for grants has passed and the budget set, this will have to be held until financial year 2012/13.  The Clerk will enquire as to the rents from Clock Close allotment which are meant to be for maintenance of clock.
(e)    Grant Request for Churches Together – as the deadline for grants has passed and the budget set, this request for an increase in the current grant will be held until financial year 2012/13.  It was resolved that the clerk look into the cost of the Parish Council covering the insurance for the firework display at the Christmas Eve Carol Service.  This expense would then be taken from the current grant allocated to the event.

010/11 Highways & Maintenance
(a)    Parking Restriction Review – Wellingborough 2010/11 – following discussion, Cllr Morrall proposed that the Parish Council object to the extension of the yellow lines on Doddington Road (north side carriageway) from their existing position to the beginning of the zig zag lines denoting the start of the run up to the zebra crossing.  This was seconded by Cllr Bond and was passed with 10 members in favour and Cllr Cahill against.  Cllr Morrall proposed that the Parish Council object to the placing of double yellow lines on the junctions of Wellingborough Road and Prince Street, Victoria Street and King Street.  This was seconded by Cllr Wright.  The members voted 3 in favour and 7 against with 1 abstaining.  Therefore, the Parish Council will not object to this proposed regulation.  It was also suggested that residents be aware that double yellow lines denote that there should be no parking from the centre of the carriageway to the point where highway land ends and private land begins and that anyone parking between these points could be subject to enforcement measures.
(b)    VAS update – The Clerk is currently awaiting a response from Highway Regulations before the VAS can be placed.
(c)     Blue Aggregate Bag – Broad Street – letter sent to the residents asking for bag to be moved by the end of January

Cllr Peter Wright will be organising the Stop the Drop Campaign for 25-28 March.  The Clerk will write to the manager of the Co-op requesting a bigger bin for customers use.

007/11 Northamptonshire Local Transport Plan - Consultation - update from Cllr Higham
Cllr Higham advised that the main changes suggested in the consultation relate to the use of bus lanes by HGVs and multi occupant vehicles.  Any other improvements would be dependent on the County Council’s budget which will be set in February.
 
006/11 Police/Community Safety
(a)    Crime Figures & Report – Sgt Dave Convery attended and advised that 10 crimes were reported in December, a reduction from the 17 reported in November.  Sgt Convery assured members that the police are aware of drug issues in Earls Barton and will continue to work to deal with the issue.  He also filled the members in on the force restructure and the ways that he is helping with parking issues at the schools.  Sgt Convery advised that the speed gun is calibrated until November 2011 and asked that the Parish Council consider part funding with other Parish Council’s in the rural sector, the re-calibration in November, if required.  The members agreed they would consider this if the police were unable to fully fund the re-calibration.

(a)    Grounds Maintenance Committee – report & recommendations for tenders 2011/12 – it was resolved to adopt the minutes of the Grounds Maintenance Committee meeting as a correct record.  It was agreed that the recommendations for contractors put forward by the Grounds Maintenance Committee be accepted.

Finance Committee – report & recommendations for grants 2011/12 – it was resolved to adopt the minutes of the Finance Committee meeting as a correct record.  Discussions were held regarding increases in Allotment rent, Lodge rent and Election Expenses for 2011.  It was agreed that the Allotment rent and Lodge rent should be increased, and that Election Expenses should be funded by reducing the amount budgeted for the Sport Fund and from general reserves.
(c)     PRECEPT 2011/12 – the PRECEPT for 2011/12 was agreed (total figure of £99582.  Band D equivalent £53.74 – a reduction of £1.02 on last year).
(d)    Risk Assessment and Asset Register 2011/12 – it was resolved to approve the Risk Assessment for 2011/12.  The Asset Register will be adjusted to include the new litter bins and will be presented for approval at February’s meeting.
(e)    Review of Effectiveness of Internal Controls 2011/12 – it was resolved to approve the Review of Effectiveness of Internal Controls for 2011/12.
