237/03 Parish Plan
John Wight attended the meeting to discuss the Parish Plan. The
Plan will take the form of questionnaires and public meetings in which
the residents can feedback their feelings about the village. It was
agreed that Steve Lytton of Finedon Parish Council be invited to
January 2004 meeting to discuss the way Finedon approached the project.
Also, an advert will be placed in the Tower, for volunteers to join a
steering group and village organisations will be approached.

As Susan Mill of NCC was unable to attend this meeting, it was
agreed that we approach her again to attend a future meeting, and
include in our letter an outline of the questions she is likely to be

cemetery are being dealt with and Cllr Cahill will approach someone to
look at the moles.

241/03 Finance & Projects
A report was given on the recent meeting of the Finance and
Projects committee. The Precept has not been set as yet as figures are
still required from WBC. However, the budget for Precept was set and
the Parish Council are aiming for their part of the Council Tax for
2004/05 to remain on par with this year. Following a proposition from
Cllr Blackwell, Cllr Verden was elected the Financial Officer for the
Parish Council.
242/03 Election of Vice Chairman
Cllr Cotter proposed Cllr Cahill as a nomination for Vice Chair. As
no further nominations were forthcoming, Cllr Cahill was elected.
243/03 Sports Field Management
Cllr Cotter reported that a meeting had been held between the
Sports Development Group and residents of Elizabeth Way and Northampton
Road . A public meeting with residents of Earls Barton has also been
held, with a further meeting scheduled for 10 December 2003 . The
meetings held so far have been positive, with a lot of feedback for the
group to consider. Cllr Cotter and Cllr Wright were thanked for putting
together and delivering the presentations at the meetings. At present
the group are still awaiting feasibility funding from WBC. Some of the
leaflets have been delivered around the village, but there are still
areas which have not received them. Alternative forms of distribution
are to be looked at in the future. Following a proposal from Cllr
Blackwell, it was agreed that on future agendas, this items will be
know at the Sports and Leisure Development Group, but will include all
issues relating to sport in Earls Barton.
244/03 Tree Survey/Tenders Update
No word as yet from WBC regarding the tree survey. Chase up and defer to next meeting.
245/03 Parking Hornby Road /The Pyghtle
Further to the response of our questionnaire to residents and
looking at the area, it was agreed to install two additional parking
bays, one on Hornby Road and one on The Pyghtle. The parish council
should also look into whether parking bays can be provided on
Doddington Road and Station Road to ease congestion.
246/03 Police Community Safety
Cllr Cahill reported that in October 2003, 27 crimes were logged, 1
being disposed of. In November 2003, 26 crimes were logged, 2 being
cancelled. It was agreed that the local beat officer be invited to the
January 2004 meeting. An invitation was received to visit the
Communication Centre at force HQ. Cllrs Verden and Cahill to attend.
The Vehicle Crime Initiative is currently in full swing. If you notice
someone has left items in their car in view, let the police know their
registration number and they will send a letter to the owner with
detail of how to prevent car crime. Distraction burglaries are also a
problem and the Parish Council were asked to point out to elderly
residents of the village that they should have a door chain fitted and
use it at all times, always ask your caller for identification and, if
in doubt, do not let the caller enter your property. It was agreed that
Caroline Napier of Earls Barton Partnership be nominated for this years
“Unsung Heroes” award. In future, requests for nomination will be
advertised in the Tower in September.
247/03 ARD – Play Equipment Report (Disability Discrimination Act)
The report was passed to the Grounds Maintenance committee for
their recommendations. Provision has been made in the Precept figures
for 2004/05 for some of the work to be carried out.
248/03 Parish Forum – Report
It was reported that the Capital Grants scheme will be revised from
2004/05, although final details have not yet been issued. WBC has
agreed to ensure that details for the bin collections over the
Christmas period will be made clearer this year. WBC stated that no
provision will be made for public toilets in Earls Barton. The Parish
Council would like to make is clear that they fully support the need
for public toilets in the village. They are disappointed that the
toilets cannot be re-instated, especially as the existing toilets were
demolished by WBC whilst the Parish Council were in negotiation for
their upgrade.
249/03 Earls Barton Help Scheme
It was agreed that a grant of £200 be made to the Earls Barton Help Scheme
250/03 Older Persons Health Forum
The forum will be held on 21 January 2004 between 2pm and 4pm at
The Castle, Wellingborough. Further details can be obtained from the
Clerk.
251/03 Northamptonshire Community Foundation Grants Funding Streams
Details of the funding streams will be placed on the village notice board.
252/03 Highways
Letter to be sent to NCC to chase up the loose bricks on the steps
outside the Chemist. Funding has been agreed for the proposed
pedestrian crossing on Doddington Road . A letter will be sent to Bon
Cuisine about their rubbish. Trees by the speed boards on The Square
and Broad Street need trimming.

Chairman of the meeting.
213/03 Caroline Napier – Earls Barton Partnership
Caroline Napier attended the meeting to discuss the findings of the
questionnaire sent to residents by the Earls Barton Partnership. 2000
questionnaires were distributed and approximately 200 returned. Some of
the main issues highlighted could not be tackled by the partnership
without assistance from other bodies. Speeding is a concern. Speedwatch
is no longer an option as the scheme failed in the village due to lack
of volunteers. It was felt that the speed boards in the village were
largely in-effective due to the location. It was agreed that Susan
Mills of NCC by invited to a future Parish Council meeting to discuss
issues of traffic calming and parking problems, as well as request more
bollards on Churchill Way . Problems are being experienced in the
vicinity of The Boot. It was agreed if any acts of crime or disorder
are witnessed the police should be advised, and a follow up letter
should be sent to the Parish Council. All correspondence will be
collated and will be taken into account when the licence is next up for
renewal. The area the partnership felt able to deal with themselves was
the issue of litter. The Village in Bloom and Tidy Village Schemes are
both to be looked into by the partnership. It was also agreed that
Cllrs Cahill and Perkins would both be invited to attend future
meetings of the partnership.

215/03 Matters Arising
The Remembrance Day maroons were to be fired at 11am not 11pm , as
in the minutes. John Robinson of Atkins/NCC is to attend the Parish
Council meeting in January 2004 to discuss the Parish Highways
Representative Initiative. The clerk is to contact John Wight regarding
the installation of the channel on the gate at the top of Clay Lane .
It was pointed out that the problem of rubbish being dumped at the
bottom of Station Road is actually occurring at the end of Thorpe Road
and Compton Way and seems to be residents disposing of garden waste.

217/03 Finance & Projects – Committee Report
A copy of the minutes for the Finance and Projects committee were
distributed, along with a copy of the Risk Management form and the
projected accounts for the year end. The next meeting will be held at
7.15pm on Monday 1 December 2003 , at the Youth Club, to discuss and
set the Precept for next financial year.
218/03 Parking Hornby Road
Some of the consultation letters sent to the residents of Hornby
Road and The Pyghtle have been returned and seem, on the whole, to be
in favour of increasing the number of parking bays. A map of the area
showing the current bays is to be acquired for the next Parish Council
meeting, to aid further discussion.
219/03 Sports Field Management
A meeting arranged with the football club has been postponed, and
hopefully will take place in December 2003. The leaflets regarding the
purchase of The Grange Sports Field and the surrounding area are in the
process of being distributed. Cllr Wright thanked the Parish Council
for funding this and the website which is now up and running. A
consultation meeting has taken place with the residents of Elizabeth
Way and Northampton Road . It was felt that, if the proposed floodlit
area and sports hall were moved to the areas furthest away from the
houses, they would support the project. Public meetings are being
planned for 4 and 10 December 2003 .
220/03 Meeting Dates
It was pointed out that the meeting arranged for 12 April 2004 fall
on Easter Monday. Therefore, it was agreed that the meeting be held on
the Monday before, 5 April 2004 . Following this amendment, the dates
were agreed.
221/03 Tree Survey and Maintenance Tenders
Cllr Abbott has been in touch with the Tree Surveyor from WBC, who
can carry out a survey on all of the trees owned by the Parish Council,
and advise what work is required on each. The cost will be
approximately £600.00. It was agreed that a letter be sent to WBC,
asking for the survey to be undertaken. Once the survey has been
produced, the findings can be included in the tenders for treeworks in
the village.
222/03 Police/Community Safety
No figures have been received for crimes reported in October.
Letters were received from the police advising that there is no
evidence of the illegal sale of fireworks in the village, and that the
known users of electric scooters have been given advice of how to ride
them safely. PC Leonard has requested that details be given to him of
any cars seen parking illegally or dangerously outside the school. The
police should also be contacted if motorbikes are seen using the
stretch of road beyond the barrier at the bottom of Station Road .
Number plate details should be obtained.
223/03 NCC – Voluntary/Community Groups funding 2004/2005
The pack was passed to Cllr Wright.
224/03 Tony Lee – Letter of Resignation
Following advice from his doctor, Tony has reluctantly resigned
from the Parish Council with effect from 1 December 2003 . It was
agreed that a letter of thanks be sent to Tony and a notice be placed
in The Tower highlighting his 40 years service to the village.
225/03 WBC – Licensing Consultation
A questionnaire from the WBC regarding Licensing was passed to Cllr Cahill to deal with.
226/03 Heritage Lottery Fund
An invitation from ACRE to attend a meeting on 26 November 2003 ,
regarding lottery funding for Market Towns in the East Midlands , was
noted.
227/03 WBC Register of Electors 2004
It was agreed that the Parish Council request a copy of the full register for people living in this area.
228/03 Milton Keynes & South Midlands Sub-Regional Spatial Strategy
A revised timetable was received relating to the Public Examination of the above.
229/03 Parking on High Street
A letter has been received from the Managing Director of Claremont
Day Nursery advising that all staff and parents are instructed to use
the car park provided, to alleviate parking problems on High Street.
230/03 NCC Northamptonshire Waste Local Plan – Revised Deposit
Revisions made to the Northamptonshire Waste Local Plan have been
placed on deposit, for comments to be submitted before 18 December 2003
.
231/03 East Midlands Development Agency
A copy of the annual report for the above organisation was received and will be held by the Clerk.
232/03 Allotments
Questionnaire from WBC for the Allotment Strategy were received for
distribution to allotment holders. A letter of complaint was received
advising that rubbish is being burned at the allotments that is not
“garden waste”. It was agreed that a letter be sent to all holders
advising that only waste produced on the allotment should be burned and
under no circumstances should rubbish be imported onto the site for
burning. Applications for allotments should be made in writing to the
Clerk.
233/03 Churches Together – Christmas Eve Carol Service 2003
A letter was received from Ted Scarfe requesting the use of the
radio transmitters and the sound system for the carol service. It was
agreed that these can be used and Cllr Cahill will arrange. Cllr Page
also confirmed that the fireworks for the event are already arranged.
234/03 SMP Playgrounds
Details of this company, who have recently submitted a proposal for
building a playground to a local council, will be kept on file for
future reference.
235/03 WBC Minute Book
Minutes for the WBC council meeting held on 23 September 2003 , are being held by the Clerk.
236/03 Letter to Mayor
It was agreed that a letter of thanks be sent to the Mayor of
Wellingborough for attending the village Fireworks Display on 8
November 2003 .
237/03 Highways and Maintenance
Some of the paving around the War Memorial has started to lift.
Some wooden posts around the picnic area on Grendon Road have been
removed and need to be replaced. Attention is required to the steps
outside the Chemist and Post Office to secure some loose bricks. The
condition of the path along Main Road is being affected by vehicle
driving over it whilst turning out of the White House Industrial
Estate, around the newly installed islands. A gate at Pioneer is
un-secure and people are using the area beyond as a dumping ground –
Cllr Bond to look into possibility of repairs. The cemetery chapel wall
is in need of pointing up, once the remaining ivy has been removed.
Cllr Cahill is to look into the problem of moles and rabbits in the
cemetery. A letter will be sent to WBC regarding the dead almond tree
along Wellingborough Road and the copse on the corner of Manor Road and
Elizabeth Way, which is in desperate need of attention.

It was agreed that, due to the cost of continuously repairing the
lock on the gate at the top of Clay Lane, an alternative steel channel
system will be fitted to make it more secure. The police have informed

scooters and, therefore, they are treated as bicycles. ACRE is holding
a seminar on the “Parish Plan”. Cllr Cahill and the Clerk to attend.

187/03 Finance & Projects – Audit Review/Risk Management
As the new audit procedure is still evolving, it was agreed that it
would be advantageous to continue in the NALC Internal Audit Scheme for
the next financial year. A meeting of the Finance Committee will take
place on Monday 20 October 2003, to look at Risk Management.
188/03 Evergreens Grant
If was agreed unanimously that a grant of £1500.00 be made to the
Evergreens. Notice should be placed in The Tower magazine advising that
WBC offer revenue grants for voluntary organisations and several
village groups may benefit.
189/03 Parking Hornby Road
It was agreed that a consultation letter be sent to the residents
of Hornby Road and The Pyghtle, requesting feedback on the parking bays
that are in place. Budget has been made to extend the parking if
required, but need residents to advise of the benefits and concerns,
and any areas they feel could be improved.
190/03 Trees – The Knoll
Following a letter expressing concern over the Ash Trees on The
Knoll, Felicity Webber was asked to take a look and give her opinion.
She suggested that a professional survey should be carried out on the
trees in the village. This should be carried out before the next
application for tenders, and the Ground Maintenance Committee will deal.
191/03 Victim Support
Following a letter of application from Victim Support, it was agreed that a donation of £100 be made.
192/03 Victoria County History
A letter from Victoria County History applying for a grant was noted.
193/03 Footpath TC10
A letter from NCC regarding Proposed Extinguishment Orders under
Highways Act 1980 was received. This was noted with no objections made.
194/03 Police/Community Safety
Cllr Cahill reported that 35 offences were committed in September,
but over half of these have been detected. It was agreed that Caroline
Napier of Earls Barton Partnership be invited to the next Parish
Council meeting. Cllr Cahill to contact the Police and Trading
Standards regarding the illegal sale of fireworks in the village.
195/03 WBC – Arts/Sports Plan
WBC has advised that they are producing an Arts Plan and a new
Sports Strategy. A consultation form was passed to Cllr Cotter for
completion. It was agreed that funding be provided for the printing and
distribution of a leaflet and the setting up of a website for the Earls
Barton Sports and Leisure Development Group. A small change to the
wording on the leaflet was suggested. There was also no objection to
the group publicising their cause at the Bonfire Night. Cllr Mrs Abbott
declared an interest in matters relating to the Earls Barton Sports and
Leisure Development Group.
196/03 WBC – Local Plan Alterations
The proposed modifications detailed do not affect Earls Barton.
197/03 Zebra Crossing – Broad Street
The Heads of Earls Barton Junior and Infant Schools contacted the
Parish Council asking for support to move the existing Zebra Crossing
on Broad Street to outside the school gates. It was felt that the
school were consulted fully when the crossing was installed and the
crossing would be used less frequently if it were moved. Therefore, it
was agreed that the Parish Council would not support the school’s
request.
198/03 Stags Head – Licence Transfer
No objections were raised to transferring the licence to the new tenants.
199/03 Appointment of Clerk to the Council
It was unanimously agreed that a resolution be made to appoint
Rosie Smart as the new Clerk to the Council with effect from 1 November
2003. The Chairman expressed his thanks to outgoing Clerk John Wight
for his service to the council and his excellent support over many
years. Cllr Blackwell also sent a message of thanks and expressed his
regret that he could not attend John’s last meeting as Clerk.
200/03 Kettering General Hospital – NHS Trust
A copy of the annual report was received.
201/03 NCC – Parish Highways Representative Initiative 2003
The Parish Council had previously felt in un-necessary to join the
scheme as the councillors as a whole report any problems with the
highways. However, in order to find out more about the initiative, it
was agreed that John Robinson of NCC be invited to a future meeting.
202/03 Mayor of Wellingborough
A letter was received from the Mayor of Wellingborough, thanking the council for inviting him to attend September’s meeting.
203/03 Milton Keynes and South Midlands Sub-Regional Strategy
Thanks were received for the response from the Parish Council, which has now been forwarded to the relevant bodies.
204/03 WBC Parish Forum
The next Parish Forum will take place at the council chambers at
7pm Thursday 27 November 2003. Cllrs Cahill, Lee and the Clerk to
attend. Items to be raised for the agenda are rubbish collections and
rural toilets.
205/03 WBC – Allotments
WBC Environmental Department has conducted tests on soil and
vegetable samples from the Allotments. Whilst traces of naturally
occurring arsenic were detected, these pose no unacceptable risk to
human health. No further testing is considered necessary. An
information leaflet will be circulated to plot holders.
206/03 WBC Draft Supplementary Planning Guidance for Affordable Housing
This item was deferred to the next meeting of the Parish Council
207/03 Cemetery Chapel
A quote from Smart Décor for decorating the cemetery chapel was considered and was agreed unanimously.
208/03 Other Correspondence
A letter from Pyro Team – Firework Display Organisers was passed to
members of the Events Committee. A letter from The Local Channel
offering to set up a free website was noted, but not required as the
website is already in place.
209/03 Pioneer
The Ground Maintenance committee are to look at the fence at the
entrance to the Pioneer sports field. Rabbit control is ongoing and
Malc Garner will be contacted to fill in the holes. Cllr Cahill is to
contact Hanson regarding the blocked driveway. A reply is expected
regarding who can carry out a Health and Safety report on the Pioneer.
210/03 Remembrance Day
The Remembrance Day service will be held on Sunday 9 November 2003.
In the absence of the Chairman, Cllr Page will lay the wreath on behalf
of the Parish Council. The Local Councillors to be contacted to lay the
wreath on behalf of the Borough Council. At 11pm on Tuesday 11
September 2003, maroons will be fired for remembrance.
211/03 Highways and Maintenance
NCC/Atkins has advised that it is not possible to place resident
signs on Mallard Close as the area referred to is an unadopted road.
The residents should negotiate with the landowners if they wish to
erect signs. The request for a roundabout on the Square has been
investigated in the past and it is not possible due to the poor layout.
The signs for the Little Green Car Park are on order and councillors
will be consulted shortly regarding parking restrictions in the
village. There is no warrant for traffic lights on the bridge at
Hardwater Crossing and a temporary speed limit of 40mph will be placed
on the A4500 during road works in October and November 2003. NCC is to
be contacted regarding the overgrown path on the A4500 between Earls
Barton and Ecton, and the subsiding pathway between Barker Road and
Sheffield Way. Signs regarding dog fouling are to be erected at the top
of The Pyghtle and in the alley between Doddington Road and Fairhurst
Way. A request will be made to WBC for a dog fouling bin at the end of
the alley on Fairhurst Way. Trees are overhanging the corner of Manor
Road and High Street and the conker shells left on the path need to be
cleared. Any problems with flooding due to blocked drains should be
reported to Clarence on 0800 23 23 23. Skateboarders are becoming a
problem on Station Road and should be reported to the local police if
they are causing a nuisance or a danger. Rubbish dumping in the fields
at the bottom of Station Road needs to be addressed and a “No Parking”
sign for the gate on the Rec is to be made.
212/03 Planning
An application from White Plant Grendon for no restricted opening
hours was considered and a letter of objection will be sent to WBC
requesting that current restrictions remain. No further comment was
considered required on the other applications.

166/03 The Mayor
The Mayor of Wellingborough, David Randall-Smith thanked the Parish
Council for their invitation to attend the meeting. He spoke of his
mayoral theme, Harmony and Peace. He expressed his desire to see the
Parish Council, the Borough Council and the County Council working
together more closely to achieve a better quality of life for all. He
congratulated the Parish Council for their achievement in installing
the Skate Ramp, and stated that he would like to see more members of
the public attending Parish Council meetings.

170/03 Finance & Projects – Annual Audit 2002/03 Accounts
The audit return and statement of accounts for the financial year
2002/03 were approved and signed. The date for the audit has been set
for 17 November 2003. The grant applications for the public toilets on
the Rec and for the lighting on Grendon Road have been submitted. No
feedback received as yet. The grant application for the Youth Club car
park was submitted by Cllr Cahill separately.
171/03 Blues Festival 2004
A letter was received from N Chapman formally asking for permission
to use the Pioneer sports field for the Blues Festival 2004. He assured
the council that adequate security measures would be in place for the
event and that public liability insurance would also be arranged by the
organisers. Only small numbers of cars and campers are expected so they
could be accommodated in the venue. All litter would be dealt with and
drinks would not be sold in glasses or bottles. The festival would
ideally be held on the first weekend in August, over the Friday and
Saturday night. Any noise would be over by 11.30 to 11.45 at night. It
was pointed out that the lease with Hanson does not allow for overnight
stays. It was agreed that a letter be sent to Hanson asking for
permission to be given for overnight stays 3-4 occasions per year. It
was also pointed out that the organisers will also need to arrange
lighting on the driveway to prevent any accidents. Cllr Cahill proposed
that the council grant permission for the use of Pioneer field, subject
to agreement on details of organisation and this motion was carried.
172/03 Parish Plan
Following a visit from Mrs Kirk from ACRE at January’s council
meeting, it was agreed that the Parish Council should now make
arrangements for a Parish Plan. This is a questionnaire completed by
all village households, and can be used to define the community’s
needs. This will also prove beneficial when applying for grants, as all
applications are evidence based. An advert is to be placed in the
Tower, asking for volunteers to join Cllr Cahill on a Parish Plan
Committee. The Clerk is to acquire examples of Parish Plan
questionnaires for the next council meeting.
173/03 Sports Field Management
Cllr Cotter reported on a meeting which had taken place between the
Sports and Leisure committee and Earls Barton United Football Club. He
felt that the meeting was very positive and productive. A list of
responsibilities for the Pioneer sports field was drawn up by Ant Owen
of EBUFC, and this was felt to be an accurate reflection of who should
be responsible for what. Some areas of concern were highlighted. The
only issue which presented a problem was the request for the mowing of
The Grange to be arranged by the Parish Council, as well as the
Pioneer. As this is not Parish Council’s land, it was felt that this
was not appropriate; however, a quote would be obtained when the
applications for grass cutting tenders were next made, and a grant for
the mowing would be considered at that time. Cllr Cotter proposed that
the suggestions made at the Sports Field Management meeting be adopted
and actioned. This was carried unanimously. Thanks were expressed to
Ant Owen of EBUFC and Cllr Wright for his written report. It was also
agreed that, due to the numbers of people now using the field without
permission, a sign should be placed at the Pioneer – “EBPC – Private
Property – Authorised users only”. It was further resolved that the
charges to the football club for electricity etc for 2002/03 be waived
in respect of their expenditure on toilet facilities.
174/03 South Midlands Development
A copy of the plans for the South Midlands Development was
distributed to all councillors present. Feedback is required by 13
October 2003. It was agreed that the Parish Council should oppose any
expansion between Wellingborough and Northampton, so as to protect
Earls Barton’s village status and to protect the Nene Valley for quiet
recreational pursuits. It was felt that the infrastructure should be in
place before building commences and that any hospitals built should be
an addition rather than a replacement for existing hospitals. Concern
was also raised over the absence of any mention of increased policing
or fire service cover.
175/03 Lodge Insurance
It was noted that the current tenant of the Lodge has made many
improvements to the property at his own expense. As a gesture of
thanks, the building insurance charge to the tenant for this year will
be waived.
176/03 Police/Community Safety
Wellingborough Partners Against Crime is a scheme which has been
recently formed and is well supported. Local retailers are invited to
join and, for a small fee, will receive newsletters and a “gallery” of
local criminals. More information can be acquired from PC Leonard.
Crime figures were received, with 23 crimes being reported in August.
Clarification is to be obtained from the local police as, only 2
reports were made for theft from a vehicle according to the figures,
but the councillors knew of at least 8. A letter was sent to Inspector
Coltman advising that problems with underage drinking and litter are
still occurring in the village, and especially on the Rec, and that
patrols are needed on a Friday and Saturday night in that area.
Although a reply is yet to be received, Inspector Coltman did telephone
Cllr Verden to advise that Special Constables are to be drafted in to
patrol the village at night and in the early hours of the morning. The
Earls Barton Partnership questionnaire revealed that speeding and
litter are areas of concern for many villagers. Earls Barton
Partnership is to be contacted to ask them to advise Cllrs Cahill and
Perkins of their next meeting date.
177/03 Pocket Park Gathering
Pocket Park Gathering is to take place on 21 September 2003. Meeting at 1pm at Brampton Hawk car park.
178/03 NALC Annual Conference
The NALC Annual Conference will take place on Saturday 25 October 2003, 10.30am-1pm.
179/03 WBC Section 17 Training
Regarding Section 17 of the Crime and Disorder Act. A training
course will take place on 29 October 2003, or 5 November 2003.

180/03 WBC Village Hall Grants
Information regarding grants for village halls and community centres were passed to Cllr Wright.
181/03 Earls Barton Help Scheme
The Earls Barton Help Scheme wrote to the Parish Council asking for
support with their application for grants from WBC. It was agreed that
a letter of support be forwarded to WBC.
182/03 Highways and Maintenance
It was suggested that clarification be sought regarding whether
insurance in required for children riding electric scooters in the
street. A letter expressing concern over the state of Hardwater
Crossing bridge be sent to Highways. Also, a letter to Highways
requesting a roundabout on the Square, both to act as a traffic calming
measure and to prevent accidents occurring. Parking in High Street is
becoming a major problem. Letter to be sent to the owner of Claremont
Nursery asking that their staff use the car park provided. Bollard need
to be installed next to the Pocket Park by the underpass, to prevent
4-wheel drive vehicles driving around the gates and using the
underpass. The Youth Club were given permission to borrow the 2-way
radios for their field walk. The Assistant Clerks telephone number will
now appear in the Tower with the minutes.
183/03 Planning
Letters of objection were received by two residents regarding a
planning application for 153-154 Titley Bawk Avenue. After looking at
the plans, it was felt there would not be a major increase in the
traffic using Titley Bawk Avenue and it would not add to the problems
with drainage. Therefore, the Parish Council will not be objecting to
the application. No further comment was considered required on the
other applications received.

138/03 Matters Arising
A meeting has been held with Mark Renekins (WBC) regarding the
bottom of Station Road. The verges are to be cut back as much as
possible. If further work is then required, additional costs may be
incurred. The Ground Maintenance committee has also visited the Knoll
to inspect the surrounding, but feel that none of the foliage needs
cutting back at present. Atkins has been contacted to coppice the trees
in Wellingborough Road and the trees in the cemetery are to be trimmed
by Wilby Tree. The pruning of the trees in Broad Street is in hand.

140/03 Finance & Projects
The deadline for the Capital Grants application, for work over
£10,000, is 31 July 2003. Applications are to be made for tidying up
the area around the Youth Club and laying tarmac on the car park and
for street lighting on Grendon Road where a new path is to be laid by
NCC. It was agreed that an application for the replacement of the
public toilets be made separately, as this has been turned down in the
past. Cllr Verden also suggested that a request for fencing around the
children’s play equipment in the rec be looked into and dealt with in a
future application. It was noted that there is a problem with litter
and under age drinking around the Skate Ramp, mainly on a Friday and
Saturday evening. It was agreed that a letter be sent to the local
police requesting that the beat officer take a walk up to the Skate
Ramp at the problem times.
141/03 Sports and Community - Meetings and Development
Cllr Blackwell reported that a steering group has been formed called
the Earls Barton Sports and Community Project group, and the initial
meeting was very positive. Jackie Browne from WBC has agreed to attend
every meeting. Cllr Wright requested that the Parish Council fund a
leaflet drop to every home in the village, as many residents are
unaware of the situation regarding sports facilities in Earls Barton,
and the backing of the village is needed. Cllr Verden proposed that the
Parish Council adopt the objectives set out by the steering group. Cllr
Abbott declared an interest in this matter. A vote was taken and the
proposal was agreed. Following a proposal by Cllr Cahill, it was also
agreed that the Parish Council fund the leaflet drop for the steering
group. It was also noted that at a meeting of the Sports and Community
Project Steering Group, WBC has committed to provide professional
officer support and assistance for the Compulsory Purchase Order.
Additionally, the land purchase for the social housing has now been
completed and the planning for the new doctor’s surgery is going ahead.
The next meeting will take place on 8 October 2003.
142/03 Sports Field - Management
A meeting has been held and facts/figs of who pays for what and who
does what are required for the next meeting. This matter is to be
deferred until after the next Sports Field - Management meeting takes
place.
143/03 Blues Festival 2004
A verbal request has been received from the Barton Blues Convention,
who would like to hold their festival in 2004 at the Pioneer Sports
Field. As issues such as parking and safety need to be addressed, it
was agreed that the request be put in writing, with further details of
security arrangements, parking arrangements and insurance being
provided.
144/03 Police/Community Safety
Cllrs Lee and Page attended a meeting of Speedwatch, and have been
issued with a pledge form which needs to be signed by 500 people who
pledge to drive within the speed limit. The village will be given use
of a camera to check for speeders within the village. 2 flashing signs
are on order for Earls Barton, like those currently installed in Wilby.
A Community Safety meeting has been held and another councillor is
required to join the group. Cllr Perkins volunteered. A letter was
received from a resident stating that anti-social behaviour has
improved in Mallard Close but requesting signs stating "Your are now
entering a residential area". Cllr Blackwell proposed that the council
support the request for the sign and write to Susan Mills at NCC to
advise.
145/03 Village Carnival and Fireworks events
Following problems acquiring public liability insurance at a
reasonable cost for the above events, the clerk contacted the Parish
Council’s insurer for assistance. The insurer will cover these events
at no extra cost providing they are organised solely by Earls Barton
Parish Council or an official sub-committee. It was agreed that a
Festival Committee be set up to include non-councillor members of the
existing committees. These non-councillor members will be able to vote
as this is allowed for the "Management of a Festival". Any money made
from the events will need to be included in the Parish Council’s
accounts for the year, and grants will be given under Section 137
following recommendations from the Festival Committee. It was confirmed
that this year’s firework display will take place on Saturday 8
November. Hanson to be notified.
146/03 NCC Grant Funding Program
A Capital Funding Program has been established to support community
& voluntary organisations for providing/improving community
buildings/facilities. Closing dates are 1 August, 29 August and 28
November 2003.
147/03 Parish Highway Representative Scheme
A letter was received from NCC requesting a prime contact to report
problems in the village. No specific nomination was made as Earls
Barton Parish Council as a whole already deals with this. It was agreed
that inspections should be made of Parish Council responsibility areas
on a regular basis to ensure that any arising problems are recognised
and dealt with. The inspections will be made by the following:-

148/03 Road Signs - The Square Car Park
It was agreed that 2 "No Entry" signs be purchased for The Square
Car Park, at a cost of £100-£200 each. A request for re-surfacing of
the Car Park is to be made to NCC.
149/03 Recreation Field - Gate
A replacement gate is required on the Rec. Harlestone Firs can
provide a 5 bar gate for £90 (excluding delivery and fitting). It was
agreed that this be purchased as it will be stronger than the current
gate.
150/03 Disability Discrimination Act - Play Equipment
In line with new legislation, all play equipment must be assessed
before 1 April 2004, to rate it’s suitability for users with all types
of disability. By October 2004, the play equipment must be made
suitable for disabled users or an alternative provided. It was agreed
that ARD by asked to perform the inspection, at a cost of £60.
151/03 Stop Overdevelopment Plans for Northamptonshire
A letter was received asking for support from the Parish Council and noted.
152/03 Earls Barton Conservation Area
A formal consultation regarding the proposed Earls Barton
conservation area is to be made, and feedback on the initial fact
finding exercise required by 18 August 2003. Cllr Verden is to deal
with. Cllr Blackwell proposed a letter be sent requesting a public
display regarding the proposed conservation area in the Library.
153/03 Earls Barton Baptist Church - Renewal of Entertainment Licence
Notice was received regarding the application for the renewal of a
Public Entertainment Licence by the Baptist Church. No objections were
received.
154/03 Audit Commission
The Audit Commission have sent a letter asking for feedback on WBC. Clerk to deal with.
155/03 Litter Campaign
A letter was received from the Mayor of Wellingborough regarding the
Litter Campaign and urging the chairman of the Parish Council to "take
up the Gauntlet".
156/03 WBC Draft Supplementary Planning Guidance
Views on the above are required by WBC by 4 August 2003. Cllr Cotter to deal.
157/03 Grendon Road Floods
Anglian Water has inspected the area and can find no cause for the
flooding. Cllr Bond to contact them direct when flooding next occurs.
158/03 Letter from Deputy Prime Ministers office
A letter was received from the Deputy Prime Minister’s office
regarding the Local Authority Codes of Conduct, which came in on 30
June 2003. Any allegations of misconduct made against a councillor will
now be dealt with by an Ethical Standards officer. A further letter was
received regarding the Consultation Paper on Indemnities for Relevant
Authority Members, which outlines the Government guidelines for what
members can and cannot do.

161/03 Letters from WBC
Confirmation was received of the Mayors intention to visit the
Parish Council meeting in September 2003. A letter was also received

views of the Parish Council have been passed to NCC.
162/03 Northants Police Authority
A letter was received from the Northants Police Authority advising
that they are currently asking for volunteers to become a Custody
Visitor.

164/03 Highways and Maintenance
A program of works was received from NCC/Atkins. They have also
confirmed that they have received instructions to lift the crown and
base growth on the trees in Broad Street. The hedge along Mears Ashby
road is in need of a trim and the white markings on the steps opposite
the Post Office need to be re-painted. An estimate is being sought for
decorating the Cemetery Chapel. Pop rivets on the Skate Ramp will be
dealt with as part of the regular inspection. The trees along Grendon
Road are covering the weight restriction sign and need to be cut back.
There appears to be bonding over the sewerage manhole cover at the
bottom of Station Road. This needs to be uncovered. It was requested
that a letter be sent to NCC regarding the volume of traffic getting
onto the A45 between Earls Barton and Great Doddington during the rush
hour. Is there any way to alleviate the problem?
165/03 Planning
Additions to the planning applications on the agenda were an
application for the temporary storage of river dredging equipment by
the Environment Agency for 4-20 weeks, a porch at 10 Keats Close, a
pitched garage roof at 13 Shurville Close and a garage roof and window
shutter on a property in Queen Street. A site viewing was arranged for
9.30am 15 July 2003, at 53 Station Road. Cllr Bond to attend. No
comment was considered required on the applications received.

119/03 Matter Arising
The No Entry markings have now been installed on the road outside
the Little Green car park. They seem to be having little effect at the
moment and a No Entry sign may be required. The Ground Maintenance
committee is to visit the Knoll to look at what work is required in
cutting back the foliage. A meeting is also to be arranged with Mark
Rennerkin of WBC regarding the cutting of the verges at the bottom of
Station Road. Further complaint letters have been received regarding
the state of the cemetery but, with work now in hand, this should soon
be rectified. Cllr Abbott to contact the contractors to cut back the
trees in the cemetery.

121/03 Finance & Projects
The Skate Ramp has now been installed and costs recovered from WBC.
A litter bin is on order to be placed next to the Ramp. WBC are looking
for projects costing over £10,000 for next year. Proposals will
probably need to be entered by the end of July. The tarmacing of the
Youth Club car park is to be put forward. Also look into the
possibility of installing a footpath and lighting in Grendon Road from
the underpass to the Sports Field. It was decided that consideration of
the installation of junior Skate Ramps be deferred to next year, to see
how use of the existing ramps develops.
122/03 Sports Field – Meeting and Management
Joe Hubbard from WBC is meeting the Borough Council on 9 June 2003,
proposing that WBC support the Compulsory Purchase Order for The Grange
Sports Field. Cllrs Blackwell, Cotter and Wright were in attendance at
the meeting, hence their absence at the Parish Council meeting. A
steering group has been set up of members from interested parties to
discuss and decide a way forward if the CPO is supported by WBC. They
will next meet on Thursday 19 June, and will report back at the next
council meeting. A letter was received from the Earls Barton United
Football Club suggesting that, as they installed the toilets at the
Pioneer that the Parish Council had agreed to fund, they be allowed to
waive their share of the costs for mowing, water, electricity etc. The
Sports and Leisure committee are to arrange a meeting with the Football
Club to discuss the arrangements at the Pioneer and to agree who pays
for what. A decision regarding waiving the fee will be deferred until a
report is received from the Sports and Leisure committee at the next
meeting.
123/03 Mayor of Wellingborough – Council Meetings
The Mayor of Wellingborough has expressed a wish to attend a future
Parish Council meeting. A list of meeting dates will be sent to him.
124/03 Clay Lane – Access Restrictions
Following a rave held at the bottom of Clay Lane on 4 May 2003, a
complaint was made to Environmental Health. As a result WBC would like
to close the bottom of Clay Lane to traffic and change it to a
Bridleway. Cllr Abbott proposed that the Parish Council support WBC in
introducing access restriction. This was agreed unanimously.
Environmental Health are to be advised of asbestos in the stone barn at
the bottom of Clay Lane.
125/03 Police/Community Safety
Janet Doran from WBC will be advised that Cllr Cahill is the
Community Safety Officer for Earls Barton. Minutes from the Community
Safety Planning Day held in February were passed to Cllr Cahill. The
next meeting will be held in November, with an invitation and agenda
being forwarded nearer the time.
126/03 Safe Routes to School – Zebra Crossing
Susan Mill from Highways sent a letter outlining the three options
available for the proposed Zebra Crossing on Doddington Road. Option 3
was chosen unanimously by the Parish Council. If the crossing
interferes with the parking for residents with no off road parking, NCC
may consider the installation of parking bays or driveways.
127/03 Heritage Lottery Fund
A Heritage programme has been developed for grants for smaller
projects (between £5000 and £50000). It may be possible to obtain a
grant to tidy up and put an information board on the mound. Details of
the grants will also be brought to the attention of the Museum Trust.
128/03 South Midland Development Study
A letter has been received from Paul Stinchcombe MP regarding the
South Midland Development Study. He has been in contact with a junior
minister suggesting that it should be possible to reallocate
development to places which would like to grow, and for areas who do
not want to grow to say no to the development. A meeting has been
provisionally agreed between Mr Stinchcombe and the
Social/Housing/Planning committee of the Parish Council on 23 June 2003.
129/03 Speed Board
The speed boards will be ready for collection on 11 June, and should
be returned by 9 July. Cllr Page to erect and collect boards.
130/03 Northants ACRE – Community Speed Watch.
Following initial checks, including the use of hand held speed
detectors, Earls Barton has been selected to take part in a trial
called Community Speed Watch, who’s objective is to reduce the number
of speeding drivers through villages. Cllrs Lee and Page will attend an
information meeting for further details.
131/03 Mineral Star
A letter was received from Mr Pick regarding Mineral Star. As the
matter has already been discussed and agreed by the Parish Council, a
reply was sent to Mr Pick.
132/03 Supplementary Planning Guidance
WBC has adopted the Supplementary Planning Guidance from 22 April
2003. Full details regarding this are available on the Borough
Council’s website.
133/03 Social Events
The Carnival Committee will be holding a Pig Roast at the Bowls Club
on 12 July 2003. Contact Nigel Austin for tickets and details. A Party
in the Park will be held at Croyland Park, Wellingborough on 6 July

Parish Council, to attend Wellingborough Civic Services.
134/03 Carnival
Permission was granted for the residents of Harrowick Lane and West
Way to park on the Recreation field on carnival day, to prevent
congestion.
135/03 Highways and Maintenance
An earth bund has been placed in a gateway on Grendon Road, to
prevent travellers entering. It is assured that this is only a
temporary measure as it is obstructing a soakaway. The trees on
Wellingborough Road, outside the cemetery, Broad Street and the Square
need trimming and the bottom of Clay Lane and Aggate Way needs mowing.
A drainage ditch on Grendon Road has been filled in and no drainage
pipes installed. As a result the water runs down the road and could
cause a hazard. The pipe at the entrance to the Pioneer has also
collapsed. The relevant parties will be contacted. The Sports &
Leisure committee will also look at alternatives to a barbed wire fence
at the entrance to the Pioneer as it has been pulled down again. NCC
has installed bollards in the incorrect position on Harrowick Lane. ARD
have produced a report on the swings in the Recreation Field, with no
serious problems being found. All minor works are to be carried out.
136/03 Planning
The only additions to the planning applications on the agenda were
an application for a replacement garden wall at 6 Milbury and an
application for a single story dwelling at 53 Station Road. It was
agreed that a letter be sent to the Borough Council expressing concern
over the number of applications made for planning permission at 53
Station Road. No further comment was considered required on the other
applications received.

91/03 Election of Chairman
Cllr Verden was proposed by Cllr Blackwell and seconded by Cllr Page. No further proposals were made. Proposal carried.
92/03 Election of Vice Chairman
Cllr Lee was proposed by Cllr Verden and seconded by Cllr Page. No further proposals were made. Proposal carried.
It was agreed that the committees remain unchanged, on the whole. The
only changes required are to replace the members who have left the
council following the election. Cllr Wright is to replace former Cllr
Tipler on the Sports and Leisure committee and Cllr Mrs Bond is to
replace former Cllr Beare on the Finance and Projects committee.
94/03 Infant School Governor
Since Cllr Beare retired from the position in August 2002, no
replacement has been found. Cllr Wright may be interested in the
position once he has looked into it more thoroughly. This item is to be
deferred for the next few months.

96/03 Matters Arising
The skateboard ramp should be completed in the next 2 weeks. Mineral
Star have been contacted regarding their application for the storage of
two 7.5 tonne lorries on their premises. The only intend to store one
lorry, but have to apply for two licences to cover any replacement
vehicle if the original is out of action. A letter has been sent to the
traffic commissioners suggesting that permission should stipulate that
only one lorry can be stored at any time.

98/03 Finance and Projects
The Annual Account for 2002/2003 were received and approved. Following
the change to the audit rules, a new version of the Practitioners Guide
has been published. Following Cllr Lee's proposition, it was agreed
that a copy be purchased. The Assistant Clerk has been looking into
accounts suitable for funds to be placed in anticipation for the
purchase on the Pioneer or other suitable playing fields. Cllr
Blackwell proposed that decision on the setting up of the account be
delegated to the Chair and Vice Chair, who should also be the
signatories on the account alongside the Assistant Clerk.
99/03 South Midland Development Study
A letter has been received from Paul Stinchcombe, suggesting a meeting
with members of the council regarding the South Midland Development
Study. This is to be arranged with the Social/Housing/Planning
committee.
100/03 Public Transport Plan
There is currently a research exercise being conducted by Southern
Northants Rural Transport Partnership. Questionnaires were handed to
each Member for completion and return direct to the Partnership.
101/03 Sports Field
Jo Hubbard from WBC has confirmed the Borough Council's intention to
use their compulsory purchase powers. She will keep the Parish Council
informed. Reverend Webber advised that he has sent a letter to the
Diocese of Peterborough recommending the sale of the Church Field to
the Parish Council. A working committee of all interested parties will
be set up before the next Parish Council meeting.
102/03 Victoria Centre
The Victoria Centre in Wellingborough would like to publicise their
events within the village. It was agreed that the Assistant Clerk
contact the Victoria Centre, suggesting that they send their posters to
her, for display on the village notice board.
103/03 Bus Services
A letter was received from Northamptonshire County Council, advising of
changes to the timetable for the buses that serve the village. The
walking bus to school has expressed concern over the speed of the buses
which drive down High Street.
104/03 Play Equipment - The Knoll
Letters were sent to local residents. 34 replies were received, 7 in
favour of the play equipment and 27 against. Local residents are still
concerned about anti-social behaviour by juveniles, vandalism, drinking
and drug taking. Any play equipment installed could quickly become a
focal point for juveniles, and could be made unusable for the children
for which it is intended. There is also some doubt over whether it
would be possible to insure the equipment, in light of past problems.
It was felt that the request for play equipment should be declined at
this time. The Borough Council would also be contacted about increasing
litter collections on the Knoll, and cutting back foliage.
105/03 Cemetery Mowing
Unfortunately, due to the ill health of the contractor GRT, no work was
being done to maintain the cemetery. As a result, Cllr Abbott has asked
Park Landscapes to take over the contract for this year. They are
charging the council only slightly more than was quoted by GRT, and
have already begun to improve the state of the cemetery by regularly
mowing. Health depending, GRT will be invited to tender again next
year. The action of Mrs Abbott and the Clerk was approved. A response
would be made to a letter of complaint regarding the condition of the
cemetery.
106/03 EB Bowling Club - Licence
Application was received for the renewal of the Bowling Club's licence.
Cllr Blackwell declared an interest in this matter. As it is a straight
forward renewal, no objections were raised.
107/03 Village Events - The Link
WBC requested dates for village events to be included in their summer
issue. The dates for the Steam Rally on August Bank Holiday Weekend and
the Village Flower and Produce show on 12 and 13 September were put
forward.
108/03 Wellingborough Rural Forum
The next meeting of the Wellingborough Rural Forum will take place on
Saturday 14 June and will include a talk about Earls Barton Youth Club.

111/03 Car Crime Reduction Initiative
A letter has been received from the Home Office, asking for support in
their Car Crime Reduction Initiative. As this issue is already being
tackled by Cllr Cahill, in conjunction with the local police, no
further action need to be taken.
112/03 NCC Countryside & Rights of Way Act 2000
A local access forum for Northamptonshire has been established. They
will give advice on three main topics; improving rights of way,
strategies to maximise social, economic and environmental potential and
implement, manage and review statutory rights of access to the
countryside.
113/03 Grant for the Playscheme
A letter was received from Rev Webber regarding this years playscheme,
and requesting that the scheme be considered for a grant. Cllr
Blackwell proposed that a grant be made for £100.00. The motion was
carried unanimously.
114/03 Blitz Factory
Cllr Wright expressed concern over the state of the Blitz factory site.
As it is the responsibility of the owner to perform Risk Assessment,
the matter must be reported to Environmental Health.
115/03 Community Police Week
A Community Police Week will take place in the Swansgate Centre, Wellingborough 26-31 May 2003.
116/03 Highways
NCC/WS Atkins reported that they will be repainting the white lines
onto the steps from The Square to Broad Street. They will also be
monitoring the state of Hardwater Lane. At present, they have not
received instruction to place the 'no entry' markings on the Little
Green car park. With regards to the Build Outs and parking bays in
Wellingborough Road, the lengths of the parking bays were kept to a
minimum. There is no funding available at present to improve the work
carried out, but they will consider adding yellow lines in the future.
A letter will be sent regarding the puddle outside the house on the
corner of Victoria Street and Wellingborough Road. WBC will be advised
that the area beyond the barrier in Station Road needs cutting and, as
only one side of the road was cut in Wilson Way, the other needs
attending to. The police are to be contacted regarding dangerous
driving around New Barton. Housing/Social/Planning committee are to
hold a meeting to discuss introducing parking restrictions in High
Street and The Square. The walking bus has reported that the tree
canopy in Broad Street obstructs view. The drains around the village
have now all been cleaned.
117/03 Planning
The only additions to the planning applications on the agenda were an
application for an extension to 23 Barker Road and an application from
Barker to change the use of former factory for Class A1 retail
(non/food) and/or Class A3. The council discussed the applications. It
was agreed that the council would support Barker's application. The
application for the new doctor's surgery was also discussed and letters
for and against the application were read out. It was noted that the
Borough Council had received a petition of over 800 names in favour of
the application. Cllr Lee proposed that the Parish Council support the
doctor's application. The motion was carried with 12 votes in favour
and 1 against. No further comment was considered required on the other
applications received from the Borough Council.
