01/05 Police and Community Safety
Acting Supt Paul Fell attended the meeting to discuss local
policing issues. He advised that a new working system was introduced by
Northants Police in October, and explained the structure to the Parish
Council. He advised that there are no plans to close the Earls Barton
Police Office. The office is currently being used by the Community
Action Team covering the Eastern Region. He is happy for the Community
Beat Officer to attend Parish Council meetings as and where his shifts
and other commitments allow.
02/05 – Affordable Housing Co Ltd
Jerry Bird and Garth Jagles made a presentation to the Parish
Council regarding their companies aim to provide affordable housing is
rural areas. The Parish Council felt that the scheme was not suitable
for Earls Barton, and the Clerk will confirm this in writing.

08/05 Finance & Projects
Meetings of the Grounds Maintenance Committee and the Finance
Committee were arranged for Monday 17 January 2005 , to set the precept
for 2005/06 and the tenders for maintenance work. The audit for 2003/04
has been concluded. It was agreed that Mineral Star be asked to carry
out the work required to the roof at Pioneer.
09/05 Sports & Leisure Development Group
Cllr Verden reported on a meeting held with WBC officers in
December. It has been agreed that the street name for the new
development off Broad Street will be Blackwell Close. All alternative
sites for sporting facilities have now been ruled out, and WBC are
supporting a Compulsory Purchase Order on The Grange. Future
electricity bills for the Pioneer to be passed to EBUFC.
10/05 Stopping up of Highway Land – 21 Dowthorpe End
Following the Safety audit carried out by Northamptonshire County
Council, the Parish Council have no objections to the stopping up of
the highway land.
11/05 State of Footpaths
Recently, a pedestrian fell outside the chemist due to the
condition of the footpath. NCC have inspected the area but, although it
is in the programme for re-surfacing, they feel that it does not
warrant immediate attention. A meeting will be held with Brian Hayward
of NCC on Friday 14 January 2005 , at the site. Any dangerous footpaths
should be reported to Clarence.
12/05 Applications for Grants/Donations
It was agreed that no cut off date should be made for applications
for grants or donations. Any group applying for funds from the Parish
Council will be asked to provide a full set of accounts, and a budget
for donations will be included in next years precept.
13/05 Fireworks Display and Carol Concert
A letter of thanks was received from Ted Scarfe of Churches
Together for the firework display at the Christmas Eve Carol Concert.
It was agreed that entry would continue to be charged at the village
Firework Display, although there is a need for more marshals.
14/05 WBC Deeds for Toilet Site on Recreation Field
Cllr Payne to look at the deeds regarding the change over of the
land of the former public toilets on the Recreation Field, from WBC to
Earls Barton Parish Council.
15/05 NALC Annual Conference
The annual conference had to be cancelled due to lack of interest.
The Clerk was asked to write in reply to advise that the fact the
conference was on a Saturday and the length of the conference made it
difficult to find delegates. Also, the conference is more beneficial
for smaller Parish Councils.
16/05 ACRE Conference

19/05 Earls Barton Infant School – Healthy eating award
Earls Barton Infant School has achieved a bronze award for promoting healthy eating. A letter of congratulations will be sent.
20/05 Highways
WBC to be contacted regarding litter collection around the whole
village, rather than just the centre. The Clerk will apply for a road
closure for the carnival, to be held 18 June 2005 . The Clerk will
advise NCC that the pocket park sign on The Square has been removed.
The clerk will contact the Co-op regarding their perimeter wall, which
is in a bad state of repair and the bushes which are overgrown next to
the pavement.
21/05 Planning

25/05 Matters Arising
Cllr Payne reported on the contract between WBC and EBPC to
transfer the land on which the public toilets stood in the Recreation
Field. Clarification to be made on whether there will be a nominal
charge for the transfer, and what will happen regarding the existing
drainage. Cllr Wright reported on the meeting with Brian Hayward, NCC,
regarding the footpath outside the chemist. As the defect is less than
24mm, no action will be taken at present, however, NCC will monitor.
The footpath and car park will be included for re-surfacing in the 2006
budget. The Clerk will send a letter to Brian Hayward expressing the PC
ongoing concern regarding this. Cllr Blackwell expressed his thanks for
the flowers sent by the PC to his wife.

27/05 Finance & Projects
A report was made from the Finance Committee and the Precept for
2005/06 agreed. Band D is set at £48.33, an increase of 1.4% on last
year. This is mainly due to the amount of money spent this year to
rectify acts of vandalism.
28/05 Police/Community Safety
A letter of thanks was received from Acting Supt Paul Fell,
regarding his visit to January’s meeting. It was agreed that he be
invited back to June’s meeting to report on progress of police issues.
Cllr Verden will attend the Unsung Heroes Award Presentation evening in
March.
29/05 Sports and Leisure Development Group
Following discussing, Cllr Blackwell proposed, and it was agreed
that the Sports and Development Group be re constituted as a formal
committee of Earls Barton Parish Council. The committee will include
non councillor members, who were already a part of the group. Following
a letter from Hanson’s agents, it was agreed that the Clerk obtain
quotes for tree works to be carried out at the Pioneer to make is safe.
30/05 Grounds Maintenance Committee
The Clerk reported that the invitations to apply for tender were
sent out by the end of January. The closing date is 28 February 2005 ,
and the Grounds Maintenance committee will meet on 8 March, to discuss
the applications prior to the next full PC meeting. Moles are becoming
a problem at the Cemetery. Cllr Cahill asked to contact mole catcher. A
quote for extending the Garden of Remembrance be acquired, along with a
quote for an “No Unauthorised Vehicles” sign and a bollard, for the
entrance to the Cemetery. Clerk to deal.
31/05 Mowing of Grange Sports Field
It was agreed that, as the specifications for maintenance have
already been drawn up for 2005/06, and do not include The Grange, this
request should be treated as a grant. As such, the Clerk will contact
EBCC/EBUFC/EBSA for full accounts, before a decision is reached.
32/05 Co-opting on to fill 2 Vacancies on Parish Council
6 applications were received for the 2 vacancies. Following a vote,
Mrs Jayne Bond and Mr Chris Selling were selected to join Earls Barton
Parish Council.
33/05 ACRE Conference
A conference on Rural Social Exclusion to be held at The Hunsbury Hill Centre on 24 February 2005 , 7pm – 9.30pm
34/05 WBC Parish Forum
The meeting scheduled for 23 February 2005 , has been cancelled due
to lack of agenda items. The next meeting will be held on 15 June 2005.

Permission was granted to use the Recreation Field for the carnival, and permission was also granted for the mobile bar.
42/05 Highways
Clerk reported on a meeting with Sheila Cheney of NCC, regarding
Harrowick Lane/West Way . No entry signs not possible but, additional
one way signs and a playground sign are on order. The work on the Zebra
Crossing on Doddington Road has begun. The Speed Boards have been
ordered for 25 May 2005 . Due to holidays, Clerk to request that they
be delivered a week earlier. Clerk to write to John Robinson to advise
that Earls Barton can hold a Parish Highway Representative Scheme Local
Meeting, if they are able to schedule one for a Monday. The Clerk will
send a letter to Brian Hayward, NCC, requesting that the yellow lines
on Station Road be re-painted, and that the yellow lines on the
junction of Broad Street and Dowthorpe End be legalised, and that the
steps opposite The Swan are uneven and dangerous. The Clerk will
contact Clarence requesting that the white lines on the steps opposite
the Post Office be re-painted. Clerk also to send a letter to Trixie
Elderton advising that the speed sign will be placed on the opposite
side of the road from her farm, to avoid any problems with visibility.

49/05 Finance & Projects
Cllr Verden reported that work would soon commence on the Youth
Club car park. The quote is for £2395 more than the £11000 grant from
WBC. It was agreed that the Parish Council would cover the difference.
It was agreed that action should be taken to replace the Youth Club
heating system, which has been budgeted for in 2005/06 precept. The
cost will be met by the funds held in the Reserve Account, and will be
replaced once the precept payment has been received from WBC. It was
agreed that the NALC internal auditor be appointed for 2005/06.
50/05 Police/Community Safety
Cllr Blackwell reported on the Unsung Hero Awards Presentation
Night. It was agreed that in future, nominees would be asked to provide
details of their achievements, to be included with the nomination form.
The Clerk reported that 15 crimes were reported in Earls Barton during
February 2005. Details were also passed to councillors of the Northants
Police Force Communications Centre.
51/05 Sports & Leisure Development Committee
Cllr Blackwell reported on the last meeting held with WBC officers.
The Clerk read a letter from WBC regarding activity that EBPC need to
pursue to ensure continued progress. It was agreed that the Clerk
should reply to this letter, expressing concern over the suggestion
that EBPC may have to meet the costs relating to a possible CPO and the
purchase of land for sporting facilities, and ask that WBC provide
financial support.
52/05 Grounds Maintenance Committee
Cllr Abbott reported on the Grounds Maintenance Committee meeting
held on 8 March 2005 , relating to applications for tender 2005/06. It
was agreed that the maintenance contracts be awarded to those
recommended by the Grounds Maintenance Committee.
53/05 Mowing of Grange Sports Field
It was agreed by majority vote that a grant of £930 be awarded to
Earls Barton Sports Association to cover the cost of mowing The Grange
Sports Field. Future years will be included in the precept and the
Grounds Maintenance tenders.
54/05 Cemetery
The extension to the Garden of Remembrance to be deferred to
April’s meeting, as awaiting further quotes. It was agreed that the
rules and regulations of the cemetery be amended to include no access
for unauthorised vehicles. It was also agreed that the new style
headstone for the Garden of Remembrance , which include a pot for
flowers, be approved, and local undertakers be informed of the changes
to the rules and regulations. Following concern raised by several
villager, a bollard would not be considered for the cemetery entrance
at this point, but the costs of signs would be looked into by the
Clerk. The Clerk and Cllr Abbott will complete the Burial Grounds
Survey Questionnaire received. It was also agreed that cemetery fees be
increased in line with WBC.

Cllrs Bond and Selling agreed to fill the vacancies on the Finance and Project Committee.

Community Beat Officer. The Clerk will reply.

The Clerk will write to WBC planning dept regarding the need for a
footpath on Aggate Way , close to the new medical centre. The Clerk
will contact Ecton Estates regarding the bad state of the barn at the
bottom of Clay Lane . The Clerk will ask WBC to perform a thorough tidy
up of litter and rubbish in the village, and also report a coping
dislodged from the wall around the Manor House flats. The church will
be notified relating to the coping dislodged from the church wall. An
anonymous letter relating to the footpath between Churchill Way and
Doddington Road cannot be actioned, as no address was provided.

A payment of £ 11000.00 relating to the capital grant for the youth club car park re-surfacing was received from WBC
78/05 Finance & Projects
Clerk to contact WBC for an update on the Capital Grant application
for 2005/06. Advertisements to be placed in The Tower, the library and
notice board inviting applications for grants from local groups for
2006/07. Closing date to be set for 31 October 2005.
79/05 Police/Community Safety
Crime figures were reported. In 2004/05 242 offences were reported
in Earls Barton, a decrease of 23 on the previous year. 25 offences
were reported in March 2005. A letter was received from Chief Insp Paul
Fell, requesting feedback on police involvement at Parish Council
meetings. It was agreed that the clerk should reply suggesting that a
representative of the police should attend 1 meeting per quarter, and
that the crime figures supplied should include a detection rate. Chief
Insp Fell to be invited to the June meeting. The Clerk agreed to place
an advertisement in The Tower warning of bogus caller and distraction
burglaries. The matter of door chains for the elderly will be looked
into for next years budget, and Cllr Cahill will provide some leaflets
for distribution to the elderly about the “nominated neighbour” scheme.
80/05 Sports & Leisure Development Committee
Cllr Blackwell reported that dates have been set for the meetings
between WBC officers and Community and The Diocese, to discuss the
possibility of acquiring the land at The Grange. No reply has been
received from Joe Hubbard WBC regarding the question of funding. The
Clerk reported that Earls Barton Cricket Club has been chosen as a
“Focus Club” by NCCC and ECB, and will be holding a working party at
the Grange on 16/17 April.
81/05 Cemetery
It was agreed that Malc Garner be asked to carry out the work
involved in extending the Garden of Remembrance . He will also be asked
to repair the broken bench in the Cemetery. It was also agreed that the
Clerk order the “No Unauthorised Vehicles” sign for the cemetery
entrance. Cllr Abbott reported that WBC will not be increasing their
fees at present. It was agreed that we postpone increasing our fees
until done so by WBC. A request by a relative to purchase a bench for
the cemetery was agreed, subject to the fixing of the bench being
carried out by the Parish Council, the bench being in keeping with
those already on site and no name plaques to be attached to the bench.
WBC Amenity Services Manager has offered to meet with members of the PC
to discuss cemetery matters.

83/05 Northamptonshire Minerals & Waste Development Framework
The Clerk will respond welcoming the principals of a Statement of
Community Involvement, which will enable NCC to consult on the plans
they prepare and on the planning applications they receive.

86/05 Re-surfacing Youth Club Car Park
A letter was received from Mineral Star asking why, when they
provided a quote for the work approximately 2 years ago, was the work
carried out by another contractor. The Clerk will send a letter of
apology to Mineral Star, and will investigate the matter, to report
back at next months meeting.
87/05 Tower Magazine
An article in last months Tower suggested that no village
organizations objected to the Local Minerals Plan. The PC would like to
make it clear that an objection was made by the group as a whole, as
well as by a number of individual councilors.
88/05 Highways
Clarence has now been renamed Street Doctor, and the telephone
number for reporting is 0845 6011113. Cllr Blackwell reported that,
following discussion on the yellow lines at Dowthorpe End with Brian
Hayward NCC, parking restrictions will be staying. A letter will be
sent to the relevant residents regarding the tree cuttings on the
footpath from Doddington Road to Fairhurst Way , the overhanging trees
on the corner of Churchill Road and Broad Street , and the repairs
required to the wall on Dowthorpe Hill, close to Spring Gardens . The
Clerk will contact Street Doctor requesting that all drains and gulleys
in the village be cleaned, and to report the broken railing on The
Green. WBC will be contacted regarding the abandoned car on Station
Road . The Clerk will write to Brian Hayward, NCC, regarding the drop
kerbs not lining up correctly to the properties in the closes off
Dowthorpe Hill. The Clerk to deal with the broken lock on the barrier
by the Pocket Park.

The Clerk is still awaiting reply to letters sent regarding the
Aggate Way footpath, the barn on Clay Lane and the static caravan at a
property on Elizabeth Way . The locks on the barriers on Station Road
have been dealt with. NCC has confirmed that the resurfacing work on
Dowthorpe Hill will include the Closes, and any adjustments to the drop
kerb will need to be funded by the home owner. A letter from the owner
of the damaged wall on Dowthorpe Hill was read out. The Clerk will
reply stating that there is nothing the Parish Council can do in the
form of financial compensation or advice.

98/05 Finance & Projects
The Capital Grant from WBC for 2005/06, for work on the play area
in the Rec has been approved, although the Clerk is still awaiting
written confirmation of the amount granted. Cllrs should start to think
of possible applications for the Capital Grant scheme for 2006/07. This
will be discussed further at June’s meeting. The Clerk will obtain
quotes for the stripping back and re-painting the railings around the
War Memorial.
99/05 Police/Community Safety
No crime figures were received. Council members will deal with
distributing “Nominated Neighbour” packs. Clerk will chase up Chief
Insp Paul Fell, who has been invited to attend June’s meeting.
100/05 Sports & Leisure Development Committee
A letter was received from Joe Hubbard, confirming that any funding
from WBC relating to a possible CPO on sporting grounds in Earls
Barton, would need to be applied for (eg in the Capital Grants Scheme)
although this is some way off at present. Next meeting with WBC
officers will take place on 18 May 2005 . Next Committee meeting 19
May.
101/05 Youth Club Car Park
The investigation found that no copies were taken of the original
quote or the grant application form. It was felt that lessons could be
learned and that, in future, all quotes obtained must be addressed to
the Parish Council and must be passed to the Clerk for dealing with.
Copies will be taken of all quotes obtained, and held by the Clerk.
102/05 Allotments
Following Mr West’s letter, it was decided that Cllr Cahill would
arrange for rabbit control methods to be put in place on the
allotments. The Clerk would arrange for any spare plots to be
rotavated, to make them more attractive to potential allotment holders.
Cllr Selling to contact Whites Recycling to remove a shed on one of the
spare plots, which is possibly made of asbestos.
103/05 WBC - Parish Forum
Next meeting to be held 15 June 2005 . Any items for the agenda to
be passed to the Clerk before the next Parish Council meeting.
104/05 Clerk Salary Review
It was agreed that the Clerk’s salary be increased to £9.315 per
hour and backdated to 1 April 2005 , in line with NALC recommendations.
The number of hours worked by the Clerk, and the Registrars Salary will
be reviewed in 6 months time.
105/05 Allianz Cornhill
Our insurers have recommended that a tree survey to include
possibility of root damage be carried out on the tree next to Rose
Cottage. The Clerk will contact Salcey Care for cost of this survey.
106/05 WBC – Renewal of Public Entertainment Licence – Bowls Club

107/05 Earls Barton Carnival – Public Toilets
A quote of £230 plus vat to provide mobile toilets for the Carnival
was accepted. The Clerk was asked to send a copy of the quote to WBC,
and ask for them to meet the cost.
108/05 WBC Cemetery Management
WBC new Memorial Safety Policy and updated Cemetery Rules and
Regulation 2005 will be looked at by Cllr Abbott and the Clerk, who
will report back at the next meeting.

between Earls Barton and Wilby. Joe Hubbard (WBC) to be asked for
advice regarding the footpath on the corner of Blackwell Close and
Broad Street . Clerk to write to owners of trees overhanging path
between school and estate agents, and the developers of property on
Prince St regarding blocking the road and security of site. Clerk to
contact owner of building next to dance school regarding state of
repair. Clerk to send letter of complaint regarding bin collections on

Mr Cooper attended to express his reasons behind Planning

Road , and voiced concerns over the pedestrian crossing and related
issues of parking and road safety.

119/05 Matters Arising
Cllr Verden reported on a meeting held with Mr Strong and PC
Leonard on The Knoll. Chain Link fencing is not ideal for this job, as
it disfigures and deteriorates when hit by a ball, and requires regular
maintenance. Steel Palisade Security Fencing would be more appropriate
but is more costly at approx £63 per metre. Also, once one length of
fencing is installed, will more be requested for other parts of The
Knoll. The Clerk will look at the deeds for the length of the fence in
question, and look for any covenants in the deeds regarding fencing. A
letter will be sent to Mr Strong to update him. The owner of 18 Burns
Close has been in touch with NCC regarding the encroachment of the
boundary fence onto the footpath. NCC will not be taking action. Clerk
awaiting confirmation of this in writing. WBC cannot take action
regarding the mobile home in Elizabeth Way . As it is being used for
residential purposed, the Clerk will investigate any Council Tax
implications.

121/05 Finance & Projects
Quotes were received for the painting of the war memorial railings.
The Clerk will action the work, along with the construction of the
ramp. Rev Webber wrote to request financial assistance in constructing
a disabled toilet at the Church Hall. It was agreed that the Chair and
the Clerk look at the finances and, if in a position to do so, a grant
of £2000 will be made this financial year. Further funding will be
looked at as part of next years precept. It was agreed that the Parish
Council should apply for a Capital Grant through WBC for 2006/07
financial year to dig out the bank on Doddington Road and provide
additional parking bays.
122/05 Police/Community Safety
Figures were received for May 2005, with 18 crimes being reported.
This is a drop of 18.18% on the same period last year. Chief Insp Paul
Fell has been promoted and so is unable to attend future meetings. The
Clerk has written to his former secretary and asked that a
representative of the Police attends either July’s or September’s
meeting. Cllr Cahill to raise police time management issues at the
Parish Forum (WBC) on 15 June.
123/05 Sports & Leisure Development Committee
Minutes were distributed
124/05 Pioneer Sports Field
There are a number of Health and Safety issues which need to be
dealt with. A working party consisting Cllrs Verden, Mrs Bond, M
Cahill, Ms Payne, C Selling and the Clerk will meet at the Pioneer on
14 June, to identify and action works. The most urgent issues are the
electrics, the changing room walls and overgrown trees/shrubs. A quote
has been provided to assess the electrics, the Clerk will chase up
quotes for the tree works. Cllr Selling to arrange for a digger driver
to inspect the site in the view of clearing. Antony Owen of EBUFC will
also attend. Cllr Cahill to contact Hanson regarding the driveway and
the Clerk will write asking for permission for rabbit control to take
place on the surrounding fields owned by Hanson. The changing rooms
should not be used until work has been completed to ensure that they
are safe. It was noted that the lease is due to expire in November
2007.
125/05 Cemetery Rules and Regulations
Recommendations by Cllr Abbott regarding the Rules and Regulations
for the Cemetery, along with amendments to the Cemetery Fees were
agreed unanimously. Bob Carter (WBC) to be contacted regarding Memorial
Safety. Cllrs Abbott, Mallard and the Clerk to meet with Mr Carter and
discuss whether training can be given by WBC, or if they can carry our
Memorial Safety Inspections on behalf of the Parish Council. A training
course with Zurich Insurance costs £850 for the day. Advice to be
sought before consideration is given to gassing the moles in the
cemetery.
126/05 Doddington Road /New Street
Cllr Blackwell reported on a meeting held with residents on 16 May
2005 , where concerns were expressed over the new pedestrian crossing,
the resulting reduced parking and the problems exiting New Street as a
result of bad parking and the relocated bus stop. Brian Hayward has
begun the groundwork for providing additional parking by digging out
the bank on Doddington Road . Letters were received from residents of
New Street and Doddington Road , which included some good ideas for
improving road safety. A meeting is to be arranged between Cllrs
Blackwell, Verden and Perkins, Brian Hayward and representatives of
Doddington Road and New Street on 29 June 2005 , where hopefully
costings will be available for some of the work proposed. Cllr
Blackwell proposed that the Parish Council agree to make an application
to WBC for a Capital Grant to fund parking bays in the bank on
Doddington Road . Also, that the correspondence and representation
received from residents be used as the basis for further discussion and
consultation, in the form of the working party as detailed above.
127/05 Bus Shelters
Cllr Blackwell proposed that the bus shelter on Northampton Road
need to be cleaned and repainted. This was agreed unanimously.
128/05 NCC – Footpath Resurfacing The Square
Details regarding the resurfacing of the footpath from 25 The Square to the School were welcomed by the Parish Council.

The Clerk will send a letter to the Chief Exec of WBC regarding the
mowing in the village, the litter collections and the refuse
collections. The lack of a footpath on Aggate Way is being looked into
by Mike Kilpin of WBC. Cllr Abbott will contact St Doctor regarding the
footpath between Earls Barton and Ecton. Clerk to contact NCC regarding
rubbish dumped in The Bends Picnic area. Permission was granted for the
residents of Harrowick Lane to park on the Rec prior to and during the
Carnival. The clerk will contact WBC regarding a skip on Blackwell
Close. The Clerk will write to the Working Mens Club and Silver Band
Club regarding litter on Queen Street . The Clerk will write to the
heads of the schools regarding dogs being walked in the school grounds.
The Clerk will write to Gilbert Essom regarding the van at the
allotments. The Clerk will write to NCC/Atkins, with a copy to Cllr
Blackwell, regarding the lack of progress with the resurfacing work on
Dowthorpe Hill. The Clerk holds details of changes to the bus

Letters of objections were received regarding the proposed
development at 17 New Street (WP/05/0307/F) due to the style of
properties and the ongoing problems of traffic entering and leaving New
Street , and a site meeting with WBC would be sought. The Parish
Council would object to application no WP/05/0326/F, as concerns
regarding the site on Aggate Way have been expressed to WBC Planning
Dept in the past. These concerns regarding the use of the land are
still an issue. No comments were required on the other applications
received.

The Parish Council were saddened to hear of the death of Pat
Blackwell. Pat was a Parish Councillor in the 1970’s and was also Vice
Chair for a time. It was agreed that the Clerk forward a condolence
card to Cllr Blackwell on behalf of the Parish Council.

147/05 Finance & Projects
The Parish Council agreed to a quote provided to cut down some
overgrown greenery on The Knoll. The Clerk reported on the meeting held
with Brian Hayward (NCC) and residents of Doddington Road/New Street .
Costings should be provided for parking bays by the end of July 2005,
to enter a Capital Grant application with WBC. Cllr Blackwell will look
into funding from NCC. A survey will be carried out on Doddington Road
to measure the amount of traffic and speed of the vehicles, and the
Road Safety Camera Van will be requested if the data from the survey
shows a need. No further action can be taken until this information is
received.
148/05 Police & Community Safety
The Clerk reported on the use of Police Community Support Officers
in the county. These can be funded by local groups, for use in their
area. Insp Iman Khan is to attend the meeting in September, and he will
be asked for more information regarding PCSO’s. The Clerk will also
write to other Parish Council’s on PC Leonards beat to ask if they have
considered funding a PCSO for this area. A Community Safety Forum will
be held in Earls Barton in January 06, and will be better advertised
this time.
149/05 Sports and Leisure Development Committee
The Feasibility Study is now complete. The Business Plan is still
outstanding and no further action can be taken until this is complete.
Cllr Wright will obtain quotes for professional consultants to help
with the Business Plan, and will report back at the next meeting.
150/05 Pioneer Sports Field
Cllr Payne reported that all Health and Safety issues regarding
Pioneer Sports Field have either been addressed or are in the process
of being addressed. All works have been instructed. The rabbits are
still an issue, and Cllr Cahill will be asked to follow this up.
151/ 05 Compton Way Open Space
Cllr Payne has received comment regarding the unkempt state of the
green area on Compton Way . The Clerk will check the contract and write
to the contractor regarding the mowing.
152/05 Wellingborough Rural Forum

Councillors felt that it would be more beneficial for the Rural Forum
to be combined with the Parish Forum once a year, and for members of

162/05 Police & Community Safety – Insp Iman Khan
The Chair welcomed Insp Khan of Northants Police, who attended to
discuss the current policing situation in Earls Barton. At present the
village is being covered by PC Matt Driver and PC Steve Clark. Both of
these officers can be contacted via the call centre on 01604 700700.
Insp Khan told the PC about the Neighbourhood Policing Scheme which is
currently on a 6 month trial in the Brickhill area of Wellingborough.
If the trial is successful, the scheme will be rolled out to other
areas. He is confident that it is something that the Earls Barton beat
will benefit from, although it will be at least 6-8 months before it is
implemented. Insp Khan discussed crime figures with the Parish Council,
and promised to look into incidents of youth nuisance on the Rec, the
Knoll and the industrial estate. He urged anyone witnessing anti social
behaviour to report it to the call centre.

The end of year accounts, and the audit were presented to and
signed off by the Parish Council., The Clerk reported on the Capital
Grant 2006/07 application sent to WBC, to construct parking bays on
Doddington Road .
169/05 Sports & Leisure Development Committee
Cllr Blackwell reported on the meeting held with WBC officers on 7
September. The Feasibility Study has now been received, although there
are some items to be clarified. Cllr Wright is now looking into the
cost of engaging professional help to help take the project forward.
170/05 Pioneer Sports Field
Cllr Verden reported on the work carried out at the Pioneer Sports
Field. He thanked all the members of the Pioneer Committee, and all
those volunteers who have put time, effort and money into improving the
Pioneer. The Clerk will chase up Hanson regarding the trees, and make
enquiries regarding the renewal of the lease in November 2007.
171/05 Recreation Field Play Equipment – Annual Inspection
The Clerk presented the Annual Inspection Report. It was agreed
that, subject to receiving an acceptable quote, ARD should be asked to
carry out the appropriate works. The Clerk will also be contacting the
relevant contractors to start work on laying new paths and erecting a
fence around the play area, to comply with DDA regulations. The grant
for this work has been approved by WBC for 2005/06.

187/05 Highways
The Clerk was asked to chase up the yellow lines on Station Road
and the foliage covering the village sign on Wellingborough Road , and
also to report foliage covering the 30mph sign on Mears Ashby Road and
overhanging trees on the road to Doddington. A letter will be sent to
NCC regarding the build up of traffic trying to get onto the A45
between Earls Barton and Doddington in the mornings, the agreement to
move the 30mph limit further out of the village on Doddington Road ,
and the scheme to improve The Square. The Clerk will also report the
state of the roads on West Way , Elizabeth Way and top of Dowthorpe
Hill, the loose tactile dropdown kerbs on the closes off Dowthorpe
Hill, the entrance to Harcourt Square and the missing No Entry sign on
the Little Green car park. In addition, the clerk will contact the
Environment Agency for advise regarding this years bonfire.
188/05 Planning Applications
Comments were forwarded to the planning dept WBC, concerning
WP/05/0559/F – 17 New Street , expressing concerns over the number of
dormer bungalows proposed for the plot. Following Mr Coopers
representation, the clerk agreed to contact the planning officer and
request a site viewing. Concerns were raised over building works being
carried out on Aggate Way , even though planning permission has not yet
been granted. The Parish Council agreed that the Clerk should ask for
details of supposed changes to Planning Application WP/05/443 at Earls
Barton Quarry, and ask whether a section 106 will be considered.

Details of the work carried out at Pioneer was given to Cllr
Cahill. Cllr Blackwell advised that re-surfacing work will be carried
out on the Little Green Car Park and footpath on The Square, commencing
third week in October. Cllr Blackwell also reported on the Inspectors
Report for the Local Minerals Plan, which is critical of the large
extraction proposed for around Earls Barton. This has yet to go to a
full meeting of Northants County Council. The Clerk reported back on
the current rental value of the Cemetery Lodge, both in line with
current rental prices and WBC council house rental. It was agreed that
the rent be set to reflect the rate currently charged by WBC, with a 5%
increase next year. The Clerk also reported back on the cost of fencing
The Knoll. Although there is no covenant in the deeds to prevent an
additional fence being erected, the funds are not available to go
ahead. The Youth Club was booked for Monday 16 January 2006 , to host
the Community Safety Forum. Due to the lack of response to the
Trafalgar Commemoration, the lighting of the beacon will be cancelled,
and a notice placed on the notice board.

The ½ year bank reconciliation was agreed and signed by the Parish

No crime figures were received. The Clerk is holding details of the
Nothamptonshire Alcohol Related Crime & Disorder Reduction Action
Plan.
196/05 Sports & Leisure Development Committee
Cllr Blackwell reported on a meeting held with WBC officers last
week. The Feasibility Study has been completed and passed to WBC. EBPC
would like to thank Rob Mair for all his hard work. 2 companies are now
willing to join forces to complete the layout, including facilities and
to update the development plan. This will cost approximately £2000. The
Parish Council agreed by a majority vote that the companies should be
instructed to carry out the required work, and that the cost should be
met using Parish Council funds, rather than the Sports Fund. A meeting
will be held between Community, the Dioceses and the Sports Development
committee, overseen by WBC. The Football Club also expressed their
gratitude to the Parish Council and all the volunteers who helped with
the improvements to the Pioneer Sports Field.
197/05 Earls Barton Parking
A number of letters were received by the Parish Council regarding
parking in Earls Barton. It was agreed that a letter be sent to
Barkers, requesting a meeting to discuss the issue and look at
alternative parking. The parking on Harrowick Lane will be considered
as a possible future project for the Parish Council. NCC will also be
asked what measures and support they can offer for possible parking
restriction on the Little Green Car Park. Any cars parked illegally (ie
on yellow lines or too close to junctions) should be reported to the
police on 01605 700700.
198/05 Recreation Field Trees – Insurers Recommendations
The insurers are keen for two of the trees on the Recreation Field
to be removed, to prevent future damage to buildings close by. WBC are
less keen on the trees being removed, as this could cause further
problems. It was agreed that the Clerk write to the insurers, including
a copy of the concerns of WBC, and report back next meeting.

at the Cemetery. Cllr Abbott will look into the wording of some signs
to erect in the Cemetery, asking that no unauthorised planting or
memorials are placed in the Garden of Remembrance or the lawned area.
The Clerk will look in the Rules and Regulations regarding levelling
out graves in the lawned area.
209/05 Highways
The village sign is missing on Doddington Road , the sign at the
bottom of Grendon Road still reads Station Road . The drains under the
underpass on Station Road are blocked. The 30mph signs on
Wellingborough Road and Mears Ashby Road , and the village sign on
Wellingborough Road are covered by undergrowth. The Clerk will report
these matters to Street Doctor. The cost of new bus shelters for
Wellingborough Road and Northampton Road will be looked into prior to
precepting. NCC Highways will be notified of shrubs overhanging the
footpath on Broad Street and The Pyghtle. WBC will be asked to clear
the Spinney on the corner of Manor Road and Elizabeth Way , and will be
notified of bins being left out on Prince Street . The owner of the
Battle of Inkerman will be asked to remove the building materials and
rubbish on the path outside the property.

The re-surfacing work on The Square has been postponed until at
least January 2006, due to lack of funding. The Clerk was asked to send
a strong letter to Northants County Council, expressing our
disappointment at how this matter has been handled. WBC has advised
that the road names on Grendon Road are correct. Dunkley’s is the
Parish Boundary, and there the road changes it’s name to Station Road ,
Grendon. The insurers have replied to our enquiries, and again
confirmed that they would like to trees by Rose Cottage in the
Recreation Field to be removed. The Clerk will put the relevant orders
in place and obtain quotes for the removal.

The conclusion of audit was presented by The Clerk. The
recommendations of the auditor will be taken on board, and a copy of
the recommendations will be forwarded to all councillors, to ensure
that relevant changes are made. Cllr Cahill is still looking into the
possibility of parking at the Rec. Work to bring the play area in the
Rec up to DDA standards will be starting this week. It was agreed that
any increase in costs due to the rising price of materials will be
covered by the Parish Council. Cllr Payne has completed a grant
application for Christmas lights for the village centre.
217/05 Police/Community Safety
Crime figures were presented by Cllr Cahill. During October 2005, a
total of 12 crimes were reported. The Clerk is holding details of the
Alcohol Crime and Disorder – Key Messages. It was reported that a
transit van mounted the pavement on The Square on Saturday night (12
Nov). The crime number for this incident is 819. Details minuted for
future use when requesting traffic calming measures on The Square. 4
names were put forward for the Unsung Hero awards. The Clerk will write
asking for background information for possible nominees. It was
suggested that the Parish Council could also arrange certificates for
local people who have served the community.
218/05 Sports & Leisure Development Committee
George reported on the meeting with WBC officers on 2 November 05.
A statement of need is being prepared to justify a CPO. This will be
reviewed at the next meeting on 11 January 06. Nortoft are being
instructed to complete the feasibility study. It was agreed that an
accident book for Pioneer and The Grange should be arranged and held by
EBSA or EBUFC. The Clerk will look into who is responsible for repairs
to the hut used by the Youth Club at Pioneer, as it has recently been
vandalised and the roof needs attention.
219/05 Grounds Maintenance Committee
Cllr Abbott reported on the committee meeting held 31 October 2005
. The invitations to tender for Grounds Maintenance and Treework have
been sent, and a closing date has been set for 24 December 2005 .
220/05 Cemetery Matters
It was agreed that the levelling and re-turfing of graves in the
lawned area should take place in the spring. This can be carried out
for a cost of £30 per grave. At present, there are approx 25 graves for
work to be carried out on. The Clerk has been asked to obtain a quote
from an independent company to carry out the health and safety tests
required in the cemetery. Other cemetery matters were also discussed,
and deferred to January’s meeting.

Cllr Hadman left the room, due to her declared interest. The
planning application for the quarry was passed to Cllrs Payne and
Perkins for the perusal. It was decided that, although Mr Cooper has
met the majority of the residents concerns with his new application,
the Parish Council would still object due to overdevelopment of the
plot. No further comments were required on the applications received.
There is still some concern over the building being erected on Aggate
Way , as it has not been confirmed in writing that planning permission
has been granted. The Clerk was asked to write a letter of complaint to
the Chief Exec of WBC, over the way this matter has been handled.

230/05 Highways
The crumbling wall around the library will be reported to St Doctor
by the Clerk, as will the hole in the road on the entrance to Harcourt
Square . NCC Highways will be asked to fill the salt bins at the bottom
of Dowthorpe Hill. Malc Garner will be asked to repair the seat by the
Little Green Car Park.
231/05 Toilets – The Pioneer Sportsfield
Due to the awful state that the toilets were left in following the
Firework Display, it was decided that the toilets will not be open to
the public in future years.

Cllr Abbott declared an interest in the discussion regarding Sports

Cllr Payne pointed out that she is in fact the vice chair of the
North Northants Planning Unit. Other than this, the minutes were

236/05 Matters Arising
Cllr Selling reported that he was unable to attend the annual
meeting of the NCC/Atkins Parish Highway Representatives. The grant
application for Christmas lights for the village was unsuccessful. The
Clerk will approach local businesses to gauge whether they would be
willing to contribute to providing lights in future years.

238/05 Finance & Projects
A Finance Committee meeting was arranged for Thursday 5 January
2006 , 7.15pm , at Cllr Verdens house. Projects to be considered for
the next financial year include block paving the War Memorial Gardens ,
new village signs when entering the village to include some sort of
planters and Christmas lights. The Clerk will write to NCC requesting
improvements to the footpath on Grendon Road .
239/05 Police/Community Safety
18 crimes were reported in November 2005. The Clerk will invite the
2 Community Beat Officers to a future meeting, to discuss policing in
the village. The Clerk advised that the closing date for the Unsung
Heroes Awards has been set at 31 January 2005 .
240/05 Sports and Leisure Development Committee
A meeting is being held between EBUFC and EBCC to finalise the
Business Plans and to discuss the EBSA constitution. The next meeting
with the WBC officers will be held on 11 January 2006 . A meeting has
been requested with Community and the Diocese for further discussions.
This meeting will be lead by WBC. The Clerk has written to WBC
requesting financial help with the next phase of the project. A water
bill relating to the Pioneer Sports Field is being investigated by Cllr
Payne, who will report back to the Clerk.
241/05 Junior School Governor
A letter was received from Mrs Streeton, who is resigning as
governor at the Junior School as a result of Cllr Streeton’s ill
health. It was agreed that the Clerk write a letter of thanks to Mrs
Streeton. Cllr Hadman and Cllr Bond agreed to speak to Mrs Adams at the
Junior School to discuss the commitment required by the position, and
will report back to the Parish Council at the next meeting.
242/05 Land Registry – Parish Council Registration of Land
The Clerk will seek advice from Robert Vaughan and Chris Pitman at
WBC, and the Land Registry, and report back at the next meeting.

Cllr Perkins will liase with the fishing club, and report back to
the Clerk on their views, in order to reply to the consultation.

250/05 Earls Barton Youth Club – Heating System
The Youth Club are experiencing problems with the new heating
system. The Clerk was instructed to write to Keith Barrow regarding the
problems, and to request the warranty for the system.
251/05 Community Safety Forum
The Community Safety Forum is scheduled for 16 January 2006 , at
the Youth Club, Harrowick Lane . Leaflets have been received for the
event, and it was agreed that the Scouts be asked to distribute these
leaflets, for a donation of £50.
252/05 Highways
The proprietor of Vins Corner Shop on Prince Street will be advised
to contact police regarding illegal parking near his shop. WBC will be
asked to sweep up the leaves and conker shells in the village centre.
The Clerk will advise St Doctor regarding the un-even path outside
Ashtons on Station Road , and the overhanging trees and overgrown
footpath on the A4500 to Ecton. A letter will be sent to the developers
at the Inkerman House, asking them to remove the rubbish on the
footpath.

regarding the on going issues relating to WP/05/0325/F, requesting a
site viewing with Senior Planning Officers before any feedback is given
to the new plans submitted, and expressing dis-satisfaction over the
handling of the matter.
