6/06 Finance & Projects
Cllr Verden reported on the Finance Committee meeting. The Precept
for 2006/07 was agreed (total figure of £88700. Band D equivalent
£48.73 – an increase of £0.40 on last year). The recommendation of the
Finance Committee for maintenance tenders were discussed and agreed.
The ¾ bank reconciliations was presented by the Clerk, and approved by
the Parish Council. It was agreed that the War Memorial Gardens will be
resurfaced in the coming financial year. The Clerk will look into
suitable paving.
7/06 Police/Community Safety
Crime figures showed that 11 crimes were reported in the 2 week
period from 19/12/05 to 1/1/06 . Following letters of concern from
local residents, a meeting is to be arranged with Barkers to discuss,
amongst other things, the vandalism of the Vista and surrounding
buildings. The Clerk e-mailed Insp Reynolds regarding concerns over the
rise in petty crime in the village. As yet, no response has been
received. The Clerk will pursue this.
8/06 Sports & Leisure Development Group
Cllr Wright reported. Nortoft are continuing there work. The next
meeting with WBC officers will be held on 11 January. The Clerk
received a letter from WBC explaining that there is no funding
available for the next phase of the project. The Clerk agreed to write
and ask if the Capital Grants application for 2006/07 could be changed
to acquire funding for the Sports Development Project.
9/06 EB Junior School Governors
Cllrs Mrs Bond and Mrs Hadman has not been able to approach the new
headmaster about the position, so it is unclear whether there is still
a vacancy. The Clerk will contact the school for confirmation.
10/06 English Nature – SSSI
Cllrs Perkins and Ms Payne reported on there findings of the
proposal. It was agreed that, while most of the rulings were beneficial
and the PC would support the proposals, the areas between maps 8 and 9
should be included as part of the order, and that the management of the
wooded area by the Pioneer Sports Field should be considered, as there
is already a Health & Safety issue relating to some of the trees.
11/06 NCC – Resurfacing of Little Green Car Park/Broad Street footway
A letter was received confirming that work is due to take place in
mid January. The Clerk was asked to e-mail and ask whether confirmation
of the start date has been forwarded to local businesses, and whether
there will be signs put up to advise that work will be taking place, to
ensure that the car park is empty.
12/06 NCC – Street Lamps in alley from Sheffield Way to Dowthorpe End
NCC confirmed that there is no funding for lamps at this time. They
will, however, add the request to their list for consideration next
financial year.
13/06 NCC – Proposed Modifications to the Northants Minerals Local Plan
This items was deferred to the next meeting.
14/06 WBC – Council Partners’ Reception
As no other Parish Councillor is able to attend the event on 12
January, the Clerk will write a letter authorising Cllr Ms Payne to act
on behalf of EBPC.
15/06 North Northamptonshire Joint Planning Unit
Details of the consultation for the Submission Joint Statement of
Community Involvement and Sustainability Appraisal of the Preferred
Options for North Northants Core Spatial Strategy were presented to the
PC. No comment was required.
16/06 Barton Feast Village Re-union 2006
It was agreed that EBPC donate £100 to the event, to be held on 8
October 2006 , to cover the cost of the Rushden Mission Band.
17/06 Letter from Nigel Gould, National Association of Youth Clubs
Passed to Cllr Cahill to deal.
18/06 Highways
The Clerk will request a grit bin for the corner of Balmoral Close.
A letter will be sent to NCC regarding the bus stop on High St which
has not yet been erected. NCC will also be contacted regarding the
problems in the Library car park at school times, and the water in the
parking bay on the junction of Victoria St and Wellingborough Rd. NCC
will be asked to contact the owners of 62 Broad Street regarding the
overhanging trees. St Doctor will be contacted again regarding the
missing village sign on Doddington Rd and white lines for the junction
of Woodlands Grange, and St Crispins & Churchill Rd. The Clerk will
write to WBC regarding the lights at the industrial units on Grendon
Road , and requesting that the streets in New Barton are cleaned. The
Clerk will write expressing concern over the roof of the building next
to the dance school, and to the Co-op regarding the deterioration of
the state of the wall next to High Street.

20/06 Police/Community Safety
PC McConnell was welcomed to the meeting. He is covering the Earls
Barton beat for 10 weeks, and is putting in place some measures of
dealing with juvenile nuisance which should make things easier for his
successor. He is aware of the importance of visible policing, and has
the full backing of the Parish Council. PC McConnell’s e-mail address

his progress. Cllr Verden advised that there were 30 crimes reported in
Earls Barton during January 2006. The Police Authority confirmed the
Unsung Hero Nominations for Malc Garner, Bill Golding and Jonathan
Thomson. The Clerk will also contact WBC to enquire about the
possibility of putting in place an alcohol free zone in the centre of
the village.
21/06 Public Time
Mr Williams and Mr Eldred attended to express their concerns over
dog fouling and litter. The Parish Council will monitor and place dog
fouling signs in trouble areas. The Clerk will also write to the
village schools asking if they would like to take part in a “Keep Earls
Barton Tidy” campaign. Mrs Donald attended regarding the closure of
Cranwell Resource Centre in Wellingborough. It was agreed that the
Clerk would write to NCC objecting to this closure and the closure of
the youth service. Ted Scarfe of Churches Together attended to request
the Parish Council’s support to close The Square for this years Xmas
Carol Service. Ted was asked to write to WBC to enquire about the
possibility of closing The Square, and EBPC would ask Barkers if they
would be willing to allow the grassed area in front of the factory to
be used as an alternative.
22/06 Colin Suter – Barton Today
Mr Suter attended to present his new magazine “Barton Today”. The
magazine will be delivered free of charge to every household in Earls
Barton and will be funded by grants and advertising. It was agreed that
the Parish Council would forward the minutes to Barton Today as well as
to The Tower.

27/06 Finance & Projects
The Clerk will advertise in The Tower and Barton Today for ideas
for projects. It was agreed that a “No Dogs Allowed” sign be placed on
the gate to the play area in the Rec, and the gate be painted yellow as
a contrast to the fence.
28/06 Sports & Leisure Development Committee
Nortoft have completed their study and provided a proposed layout.
WBC has suggested that the siting of the floodlights be included on the
layout. NCC to be asked to provide a traffic assessment on the
driveway. The Business Plan is moving forward. No further progress with
arranging a meeting with Community/Diocese. Cllrs Payne and Blackwell
to chase up WBC. The Clerk will follow up letter to Joe Hubbard re:
Capital Grant.
29/06 Cemetery Matters
It was agreed that the Clerk and the Registrar arrange for a letter
regarding unauthorised memorials to be sent as appropriate. It was
agreed that Chris Howard be asked to carry out the Memorial Safety
testing next financial year, and a notice be put in the Cemetery notice
board and village magazines. Cllr Cahill will ask the mole catcher to
provide a COSHH assessment for chemicals used in his duties. Craig
Garner to be asked to unweld the gates on A4500.
30/06 Allotment Matters
The Clerk advised that a quote of £600 has been received to bring
round the unused plots on the Cemetery to a standard where it is
possible to rent them out. This work was agreed by the Parish Council
31/06 Northants Minerals Plan
The Clerk will write to NCC objecting to the plans, due to the detrimental effect on The Earls Barton Steam Rally.
32/06 Earls Barton Infant School – Grant Application
The Parish Council agreed to a grant of £2000 to the Infant School
to carry out alterations to the entrance of the school. The Clerk will
also contact WBC Planning enquiring as to whether a Section 106
agreement for education and open spaces has been agreed on the Whites
Factory development, and whether this will benefit the schools and the
sports field.
33/06 Youth Club Heating System
The system is now working correctly. The Clerk will write to Keith
Barrow asking for the warranty and asking that he honour the warranty
from the time the system started working correctly, rather than the
installation date.
34/06 Barkers Meeting
The Clerk reported on the meeting with Barkers held on 18 January.
Mostly discussed concerns over juvenile nuisance in the village, and
the measures Barkers have put in place to protect their site and
buildings. They also agreed that alternative parking could be used on
their site during the works on the Little Green Car Park.
35/06 NCC Notice of Intention to Adopt Proposals for a Waste Local Plan

37/06 WBC Land Forming WC Site on Recreation Field
WBC have advised that they feel it unnecessary to remove the drains
from the site as they have been capped. The Clerk will complain to WBC
about the delay in receiving this letter.
38/06 Carillion-URS Improvements to Wilby Way Roundabout
The Clerk will write and ask why the additional segregated left turn lane (east bound) has been removed from the plans.
39/06 NHS Primary Care Trust and Two Shires Ambulance Trust
In the above public consultations, the Parish Council voted by a
majority vote that Northamptonshire should be under one Primary Care
Trust, rather than splitting the county, and the Two Shires Ambulance
Trust should remain as it is, rather than being merged with other
surrounding Ambulance Trusts.
40/06 WBC Parish Forum
Will take place on Wednesday 22 February 2006 , at 7pm .
41/06 ACRE Village of the Year 2006

42/06 Malc Garner
The Clerk will send a letter of thanks to Malc Garner, to mark his retirement from the Fire Service.
43/06 Probation Service
Cllr Wright has details of the local Probation Officer who is
looking for projects for those who are subject to Community Service
Orders.
44/06 Refuse Collection
Cllr Perkins advised that there are still problems with refuse
collection in the village. The Clerk will write to WBC, and Cllr
Perkins will contact Cllr Payne as problems arise.
45/06 Highways
Letters of complaint regarding the lack of notification prior to
the re-surfacing work beginning on the Little Green Car Park will be
forwarded to NCC. Mr Lawrence will be advised that there are no
immediate plans to put in place parking restrictions on The Square,
although this cannot be ruled out in the future. Also, Cllr Cahill
asked the Clerk to write to the Parish Forum to ascertain whether any
other villages in the area would consider a shared traffic warden. NCC
advised that the footpaths on Dowthorpe Hill are due to be resurfaced
in 2006/07. The Clerk was asked to contact NCC to find out when an
inspection of the villages footpaths and roads was last done. The Clerk
will also write to NCC to ask whether Dowthorpe Hill can be increased
to a Category 3 road, so that gritting takes place. The Clerk will
report the street lamp out by the War Memorial to Street Doctor, and
will ask for some Street Doctor cards to be distributed.

Streeton, following his absence due to illness.
47/06 Public Time
Colin Suter reported that he has received very positive feedback to
the first edition of Barton Today. The Clerk holds background details
relating to Barton Today.
48/06 Declarations of Interest

49/06 Minutes of Meeting of 13 February 2006
It was noted that minute item 30/06 should read allotment plots
rather than cemetery plots. Otherwise, the minutes were adopted as a
correct record.
50/06 Matters Arising
The Clerk has not received a reply from NCC regarding the Local
Minerals Plan, and will follow this up. The Clerk will write to NCC
requesting an additional bollard outside the butchers, lines around the
disabled bay and the tarmac on the Little Green Car Park. The Clerk
will send a letter of thanks to Barkers, for the use of their car park
during re-surfacing works. The Clerk will ask NCC when the last
footpath survey was carried out in Earls Barton. Cllr Payne reported
that the refuse collections now start at the roads off the bottom of
Station Road, therefore all bins should be placed outside the property
by 7am to ensure that they are emptied.

52/06 Finance & Projects
The Clerk presented the Asset Register for 2005/06. It was agreed
that the value of some items should be reviewed for 2006/07. A Risk
Assessment was also presented, and it was agreed that this be discussed
at the next Parish Council meeting, to give the Councillors time to
study. A letter was received from WBC advising that there will be no
Capital Grant for Earls Barton for 2006/07, as the grant requested for
parking bays was not deemed a priority. The Clerk has been asked to
write to WBC to ask why EBPC was not given the opportunity to make an
alternative grant request, and to ask for a list of what funding is
being offered to other villages in the Borough. It was also agreed
that the Parish Council continue to use the NALC Internal Audit Service.
53/06 Police/Community Safety
18 crimes were reported in February 2006. PC McConnell is keeping
in touch with members of the Parish Council, and seems very keen to
deal with any problems arising in the village. PC McConnell is aware
of problems with youth nuisance on Blackwell Close. Residents of
properties on and surrounding Blackwell Close are advised to keep their
doors locked, as there have been instances of youths entering
properties through the back door. The Clerk will report the theft of a
silver birch tree from Lord Field Pocket Park to the Police. Cllr
Verden will try to attend the Unsung Heroes Award Presentation Evening
on 28 March.
54/06 Sports & Leisure Development Committee
Cllr Blackwell reported that the next meeting will be held with WBC
officers on 22 March 2006. WBC are trying to arrange a meeting with
the landowners for early April 2006. Progress has been made with the
Business Plan, and sources of funding are now being investigated.
Following a request from EBUFC it was agreed that a Clearaway Bin
should be purchased for Pioneer Sports Field.
55/06 WBC Parish Forum - Local Governance Debate
It was agreed that the questions provided by WBC for the debate
were unsatisfactory, as there was no indication whether they relate to
Parish or Borough Council. The Clerk will write to WBC for
clarification.
56/06 WBC - Independent Board Members
A poster relating to the recruitment of Independent Board Members
to manage a newly formed housing association, which will deal with the
Borough Council's housing stock, will be placed on the notice board.
57/06 PPPI Shaping Health
As all of the Shaping Health Forums are arranged during working
hours, none of the Parish Councillors are able to attend. The Clerk
will invite the PPPI Support Worker to a future meeting.
58/06 WBC - Site Specific Proposals and Town Centre Area Action Plan
Cllrs Blackwell, Payne, Verden, Bond and Mallard will attend the
Wellingborough Partnership meeting on 16 March 2006. The Chair and
Clerk will then complete and return the consultation paper.
59/06 Earls Barton Carnival
It was agreed that the Parish Council will again pay for the
portable toilets this year, but will investigate re-couping the cost
from WBC.
60/06 Alcohol Free Zones
Mr Mansfield wrote to EBPC to express his support for an alcohol
free zone in Earls Barton. The Clerk was asked to collate the
appropriate information. It was noted that this may take many months
to put into effect, if it is even possible.
61/06 Cranwell Respite Care Unit
A letter of thanks was received from Mrs Donald, regarding the Parish Council's letter to NCC.
62/06 NCC Supplementary Planning Guidance
Notice was received regarding the adopted Supplementary Planning
Guidance on Planning Obligations and Local Education Authority School
Provision.
63/06 Fun Fair on Recreation Field
A request from a Mr Freeman for the use of the Recreation Field for a Fun Fair was refused.
64/06 CPRE Northants Planning Roadshow
To be held at 6.30pm on 25 April 2006, at Cranford Hall. Clerk holds booking information.
65/06 NCC Northamptonshire Waste Local Plan
The above plan was adopted on Monday 6 March 2006.
66/06 Maintenace Contractors
The Clerk will request references from MB Gardens and Hayeswood
Landscapes, prior to them being added to the list of contractors.

Cllrs Verden, Page and Selling to be put forward to take the Firework course this year.
67/06 Highways
The Clerk will write to NCC concerning car parking on grass verges
on Berry Close and Station Road. The Clerk will also contact BT and
NCC regarding grafitti around the village. The WI will be granted
permission to plant daffodils on the grass verges at the junction of
Wellngborough Road and A4500, and on Doddington Road leaving Earls
Barton. The Clerk holds details of changes to the bus timetable. Rob
Dunmore NCC/Atkins will be advised that the Parish Council's preferred
option for the tree pits on the Little Green Car Park is to mulch
them. The Clerk will chase up NCC regarding the missing village sign
on Doddington Road. The Clerk will also look at past correspondence
regarding the water gathering on the corner of Aggate Way and
Sunnyside. WBC to be notified of the fly tipping on Clay Lane and the
rubbish on the A45. The Clerk will also follow up the report made
regarding the bags outside the Battle of Inkerman.

The Clerk was asked to ascertain whether WP/06/0113/O includes
provision for parking spaces. The Clerk advised that, as it has now
been clarified that WP/06/0035/F intend to access the site via Broad
Street, an objection has been lodged by the Parish Council due to the
problems that already exist on Broad Street with traffic and parking,
both of which will be exacerbated if alternative access is not secured
for this site. A site viewing has been requested, and the Clerk was
asked to write to the Chief Exec of WBC expressing our strong objection
to the plans as they stand, with a copy to the Borough Councillors for
Earls Barton. The Clerk also advised that it has been reported that
numerous objections have been made regarding the change of use of Small
World Cafe to a late night takeaway, although the Parish Council did
not object. This is now expected to be refered to the Regulatory
Committee. No further comments were required on the other applications
received.

Regarding Barton Today, the Parish Council agreed to publish the
following statement from Cllr Verden: I would on behalf of the Parish
Council like to make it clear that at no time has this Council given
it's approval or disapproval to the new Barton Today magazine. We have
not been asked for one, but some people assume backing has been
obtained by attending a meeting. We do, however, send the minute of
our meeting to both magazines so that as many people as possible in the
village can read what their Parish Council are working for.
Cllr Selling advised that he is unable to attend the firework
training course. Therefore, it was agreed that the Parish Council
would pay for Mick Higham to attend the course with Cllr Page in Cllr
Selling's place. The Clerk is to contact Anglian Water regarding the
water problems on the junction of Aggate Way and Sunnyside.

The Clerk reported that, following completion of a leakage claim
form, Anglian Water has agreed to write off the water bill for £3605.00
from last year. Cllr Verden thanked the Clerk for her work on this
matter.
75/06 Finance & Projects
The Risk Assessment form was discussed and agreed by the Parish
Council. The Clerk was asked to look into the cost of insuring the War
Memorial as part of the Risk Assessment. The Clerk will also bring the
paperwork regarding Memorial Testing to the next meeting for discussion.
76/06 Police/Community Safety
Cllr Verden stated that 21 crimes were reported in Earls Barton for
March 2006. Cllrs Blackwell and Perkins have both received complaints
regarding youth nuisance on The Square. It is unclear whether PC
McConnell is still the beat officer for Earls Barton. The Clerk will
invite Insp Ali Reynolds to the next meeting to discuss policing in
Earls Barton. It was also noted that Bill Golding and Jonathan
Thompson were both commended during the recent Unsung Heroes Awards.
77/06 Sports & Leisure Development Committee
A meeting will be held between WBC, EBPC and Community on 11
April. The Diocese declined a invitation to attend the meeting. The
draft Statement of Case was discussed, and it was noted that the
description of the land required mistakenly includes the field to the
east of the Diocese land, and Cllrs Blackwell and Wright agreed to ask
Joe Hubbard of WBC to amend this. A ground and building brief is now
being developed for the Business Plan. The Clerk has written to WBC
asking that the area is designated for Community & Leisure use in
future area plans. Depending on the outcome of the meeting of 11
April, WBC will need to be asked if they will support a CPO and
consideration will need to be given to funding. The Clerk was asked to
contact Hanson's agents requesting a meeting regarding the lease for
Pioneer. Cllr Blackwell thanked all committee members for their
continued hard work.
78/06 Alleyway Dowthorpe End to Sheffield Way
A request for a dog bin was discussed. It was agreed that the
installation costs of near £200, along with the costs of emptying the
bin make this request unviable. The Clerk was asked to write to the
resident who requested this, and point out where the current dog bins
are situated in the village. Dog Fouling notices have been placed at
either end of the alley. Also advise that the alley is also being
considered for lighting by NCC.
79/06 NCC - Draft Medium Term Plan 2006/2010
Details were noted.
80/06 Clerk and Registrar Annual Salary Review
The Parish Council agreed to increase the Clerks annual salary to
£9972.56, in line with NALC recommendations. It was also noted that
the Clerk does not claim for petrol or telephone expenses. The
Registrars salary was increased to £12 per week. Both rises were
backdated to 1 April 2006.

The Museum Trust advised that all copies of "Watch the Birdie" have
been sold and, as a result, a new book is currently being printed with
no further funding being required. The Clerk was asked to reply,
congratulating the Museum Trust on this achievement.

The Local Channel, which acts as a search engine for council
websites, has set up a free link from thier network to the Earls Barton
Parish Council website.

A request for a donation will be deferred to precepting for next financial year.
85/06 English Nature
A reply to our letter regarding SSSI's in the Upper Nene Valley
Gravel Pits advised that the SSSI boundary's cannot be changed at this
time, and our concerns about trees should be referred to the trees and
woodland officer of the local council.
86/07 ACRE
Charity Trustees are being sought by ACRE, and an information pack
providing further information is available. Contact the Clerk for
further details. ACRE also advised that their Rural Transport
Partnership has been closed. A new partnership has been developed
called The Rural and Accessibility Partnership, and funding is
currently being sought.

The AGM will be held at 7pm on 22 May 2006, at the Youth Club.

90/06 Local Governance Debate
In reply to the Parish Council's enquiry, WBC advised that the
debate questions posed by the Lyons review should be interpreted as
potentially referring to the Parish Council.
91/06 Highways
It was noted that there are problems with parking on West Street,
opposite Park Street, and on the corners of North Road and Prince
Street. WBC will be asked to tidy up the copse on the corner of Manor
Road and Elizabeth Way. The Clerk will report the illegal use of mini
motorbikes at the bottom of Station Road and speeding motorbikes on the
A45 to the police. The Clerk will also contact BT regarding leaning
telegraph poles on Northampton Road, and Anglian Water regarding a
water leak opposite the Infant School on Broad Street. The Clerk will
contact WBC regarding barking dogs in the vicinity of Spring Gardens.

professionally produced plans will also be mentioned to WBC. The Clerk
read out WBC's reply to the complaint about WP/05/0325/F. It was also
agreed that the floodlights at the industrial unit on Grendon Road
should be monitored. The Clerk was asked to contact WBC regarding the
factory conversion on Prince Street, as it does not appear to look like
the plans submitted. EBPC agreed that the preferred name for the
housing development off Station Road is Shoemakers Close.

93/06 Police/Community Safety
Insp Ali Reynolds attended the meeting. He advised that Earls
Barton Police Station is set to reopen as a base office for the Rural
Policing Team. They will be headed by Sgt Martin Sutton, and Earls
Barton will have a dedicated officer in PC Pete Wright. They can both
be contacted through telephone number 01604 700700. PC Wright is an
experienced officer who has spent the last 6 years covering the
Hemmingwell in Wellingborough and is looking forward to working in
Earls Barton and the surrounding villages. Insp Reynolds advised that
the report of a 56% rise in anti social behaviour and criminal damage
in Earls Barton is not truly accurate, but is in someway due to the
changes in recording crime, introduced by the Government. Insp
Reynolds advised that there has been an attempted distraction burglary
in the village recently, and warned everyone to be aware and take
necessary precautions. He also made a note of a number of problems
pointed out to him by the Parish Councillors, and will forward the
information to PC Wright. Insp Reynolds also advised that 35 letters
were sent to parents of youths in the village and has received a
positive response from those who have replied. The Camera Safety Team
will be asked to visit Doddington Road.
94/06 Public Time
Sue Adams and Steve Watkins, the head teachers of Earls Barton
Infant and Junior Schools respectively, attended the meeting. They
spoke to Insp Reynolds about the problems of dangerous parking outside
the school. Insp Reynolds has agreed to send letters to consistent
offenders and, if this does not get results, will consider ticketing.
He has also agreed to arrange a uniformed officer to attend during the
Walk to School Week from 22 May 2006.

102/06 Finance & Projects
The Clerk read out a letter from WBC regarding the Capital Grants
process. The Clerk will ask for some clarification on some of the
points raised in the letter. It was agreed that any projects for
consideration for Capital Grant should be presented at the June
meeting, for example improvements to the War Memorial Gardens,
re-surfacing Park Street Car Park, footpath and street lighting
improvements for Grendon Road.
103/06 Sports & Leisure Development Committee
A meeting was held at WBC with representatives of Community Union.
The Diocese declined an invitation to attend. Community are opposed to
selling the land, however are willing to negotiate a new lease with
EBSA. A report will be made to WBC advising that the intention is to
strive to reach a voluntary agreement with Community and the Diocese,
and that a CPO will not be considered whilst meaningful dialogue is
continuing. A deadline for dialogue will be set for mid September
2006, and it is hoped that a decision regarding the next steps to be
taken will be reached by the end of October 2006. A meeting is to be
arranged with Hanson regarding renewing the lease on the Pioneer Sports
Field. A CleanAway bin is to be ordered for the Pioneer by Cllr
Payne. This will cost £260 per annum, and the Clerk will arrange for
the rabbit holes to be filled.
104/06 The Square Highway Improvement and Lighting
It was reported that NCC are currently considering the options for
improving road safety on The Square, which includes a 20mph speed
limit. These will be discussed once received by the Clerk. The Clerk
was also asked to write to NCC expressing concern over the lack of
progress with this scheme. It was agreed that the street lamps owned
by EBPC on The Square and The Rec should be repainted with anti climb
paint, and permission sought from NCC to paint their ornamental lamps
on The Square. The Clerk will ask whether the Little Green Car Park
can be marked with parking bays.

The Clerk was asked to reply to the discussion paper from the ODPM,
specifically in connection with control orders for Alcohol Comsumption
in public.

The Road Closure order was received by The Clerk, and copies will
be forwarded to the Carnival Committee. The Clerk was also asked to
contact WBC regarding payment for public toilets.

115/06 Cemetery Matters
Details of the Memorial Stability Testing were received. It was
agreed that the testing should go ahead, with due notice given in the
village magazines and at the Cemetery. It was also agreed that a
letter be sent to the tenant of the Cemetery Lodge, asking them to
keep the area under the arch clean and clear, and asking about reports
of a valeting business being run from the property.
116/06 Highways
The bus stop for High Street will be ordered this financial year.
Complaints regarding the state of Park Street Car Park were noted. The
Clerk will look into the cost of WBC cleansing the site on a regular
basis. It is hoped that if the car park can be re-surfaced, this will
solve the problem. NCC wrote to the Clerk regarding the entrance to
the Schools and the Library Car Park. The possibility of re-marking
the road, putting up additional signs and extending the safety barrier
are being looked into. The Clerk will contact NCC Rights of Way
regarding spraying the weeds on all Rights of Way in the village. The
Clerk will also contact Street Doctor again regarding the missing
village sign on Doddington Road, and will contact Park Landscapes
regarding grass cutting on pavements.

118/06 Police/Community Safety
PC Paul Darnell attended. He reported that the police office in
Earls Barton is now up and running, with 3 officers plus a sergeant
based their. The Community Beat Officer for Earls Barton is PC Pete
Wright. There were 19 reported crimes in Earls Barton in May.
Incidents of nuisance behaviour and criminal damage are being dealt
with by police. Already 1 youth has been caught spraying grafitti and
has been spoken to by the police and agreed to clean up the offending
artwork. The police have also issued 2 fixed penalty notices to people
parking dangerously around the school. The Parish Council discussed
the possibility of funding a police off road bike for the village. As
the bike will be available for all officers working at Earls Barton
Office and so will be used in other villages around the area, it was
agreed that the Clerk write to the other villages and ask if they would
be willing to contribute to the cost of approximately £5000.
Otherwise, the Clerk will contact local businesses to see if they would
be interested in sponsoring the bike. Once purchased, running costs
will be covered by Northamptonshire Police.

The costings for the youth club pool table were agreed as £1500 was
precepted to cover the wages of assistant leader, although that
position is not currently filled. Part of those precepted funds have
therefore been re-allocated to cover the cost of the new pool table.
124/06 Finance & Projects
The youth club were asked to provide 3 quotes for replacement
fascias, and discussion will then be given to funding some of the cost
from the money remaining from that precepted for assistant leader.
Cllr Payne agreed to look into the cost of providing public
conveniences at the youth club as part of a capital grant project. The
Clerk is also obtaining quotes for re-surfacing Park Street car park.
The Internal Auditors report on the accounts for 2005/06 were read to
the council. All of the points raised by the Internal Auditor were
noted and appropriate action has been taken. Retrospective
authorisation was given for cheque number 2221 payable to ABB Ltd
(repair works to vandalised lamps) for £176.67. The accounts for the
year end 31 March 2006 were signed off by the chair and RFO.
125/06 Sports & Leisure Development Committee
There has been no further action due to delays in the meeting with
WBC. The meeting to present to the WBC Community Committee will now
take place on 26 June 2006, with a presentation to full council on 25
July 2006. The briefs have been completed for ground and building
works, and quotes for these works are being sought. Solicitors are
being consulted regarding a 2nd opinion on the legality of a CPO and
for advise on compensation for the current tenants of the land. Hanson
are agreeable to extending the lease on the Pioneer under the same
terms once the current lease expires, and may also agree to negotiate
new terms for the lease.
126/06 Damage to Street Lamps, The Square
The Clerk advised that the cost of replacing the ornamental lamp
head on The Square will be £473.98 plus vat. It was agreed that the
work should go ahead. The columns owned by EBPC have now been painted
with anti climb paint. The Clerk is awaiting a letter from NCC
advising whether anti climb paint can also be applied to their lamps.
The Clerk will also write to NCC and ask whether the ornamental lamps
need modifying to make them more stable.
127/06 Bus Shelters
The Clerk was asked to arrange re-furbishment of the bus shelters
on Northampton Road and Wellingborough Road. Costing will also be
sought for placing a bus shelter outside the police office on
Northampton Road, as a possibility for the capital grant scheme.
128/06 Corby Borough Council - Preferred Options for Site Specific Proposals
No comment was required by EBPC. The Clerk will hold the details should anyone want further information.
129/06 All Saints Annual Playscheme
It was agreed that a grant for £500 would be made to the All Saints
Playscheme. All Saints would be asked to apply in writing by end of
October for future years funding, so that it can be included in precept.
130/06 Pocket Park Representative
Following the resignation of John Wight from this post, Cllr Page
agreed to stand as Pocket Park Representative, with contact care of The
Clerk.

Letters were read out from Mrs Elliott and Mr O'Brien. The points
raised in Mrs Elliotts letter were noted and have been actioned. The
points raised in Mr O'Briens letter were also noted, and a reply will

132/06 Local Minerals Plan
The next meeting of the Earls Barton and Bozeat Local Liason Group
will be held on Monday 18 September 2006. It was the opinion of the
Parish Council that no objection should be made regarding the plans to
restore the valley following gravel extraction. NCC advised that the
Northamptonshire Minerals Local Plan was adopted on 30 May 2006.
Hanson advised that a public consultation would be carried out,
including a public exhibition for the application. Details to follow.

134/06 Memorial Bench - Mrs Vera Coles
The Clerk will write to Mrs Axford and advise that the Housing
Association are against siting the bench in Blackwell Close. As Mrs
Coles was a former Earls Barton Carnival Queen, EBPC will suggest that
a memorial bench could be placed in the play area on the Rec, if this
is agreeable to Mrs Axford.

A letter regarding rubbish in the play area on the Rec was noted.
The Parish Council would like to thank any villagers who go out of
their way to tidy up this area, or any other parts of the village. A
"No Dogs Allowed" sign will be erected at the entrance to the play area
shortly.

139/06 Highways
NCC have written to advise that re-surfacing work on the top end of
Dowthorpe Hill will start in early September 2006. A road closure
order has been issued on Harrowick Lane from 19 June, to carry out
watermain repairs. An open day for NCC/Atkins will take place from
11am-3pm on Saturday 8 July at the Highways Depot in Brixworth.
Carriageways and footpath inspections are carried out every 6 months in
Earls Barton. The Clerk will write and ask for the results of the last
inspection. The Clerk noted reports of a skip being left in Victoria
Close. The Clerk will arrange quotes to re-varnish the village sign.
A letter will be sent to NCC asking for the possibility of a pedestrian
crossing in West Street to be looked into. The Clerk will also contact
NCC regarding the Libraries new opening hours, and will notify Street
Doctor about the missing Wellingborough Road street sign, and contact
Stagecoach about buses speeding through the village.

141/06 Police/Community Safety
PC Pete Wright advised that 18 crimes were reported in June 2006.
This compares to 61 reported in June 2005. PC Wright is looking into
the possibility of borrowing an off road bike from Corby for use in
Earls Barton and the surrounding villages. Parking at the school
continues to be monitored. PC Wright reminded everyone that in order
to prevent theft from motor vehicles, items left in the vehicle should
not be on display, and the vehicle should be secured. Dean Smith, Area
Commander, also attended. He advised that his 3 main priorities are
crime reduction, crime detection and public reassurance. His remit is
to provide pro-active and visible policing under the resources
available to him. With regards motorcycle nuisance, Chief Supt Smith
urged the public to work with the police. Any incidents should be
reported to the police incident room on 700700 and, if you know the
identity of someone causing a nuisance, you need to again contact the
incident room. If you are uncomfortable with this, you can contact the
Clerk of the Parish Council, who will pass on the information.

The Clerk assured Mr Bates that his letter regarding Berry Close
was forwarded to NCC, and that she would chase them up for a reply. Mr
Bates also reported a patch of land subsiding in the Recreation Field.
The Clerk will make arrangements for this to be dealt with.

147/06 Finance & Projects
As Cllrs Payne and Selling had declared an interest in the item,
they left the room and Cllr Cahill was nominated as Chair for this
agenda item. It was agreed that the items to be submitted for Capital
Grants would be public toilets on the Recreation Field (subject to
agreement from the Youth Club Management Committee), a bus stop on
Northampton Road outside the police office and resurfacing Park Street
Car Park. The Clerk will attend the Youth Club Management Committee
Meeting on 17 July to discuss the public toilets. Quotes for works to
be carried out on the War Memorial Gardens were discussed. It was
agreed that the contract of works be awarded to Mineral Star, at a cost
of £4387.50 + vat. It was also agreed that a quote for £340 from C J
Landscaping to replace the gate and gatepost at the allotments be
accepted. Details of the quotes for the Youth Club fascias be deferred
to next meeting. Barkers had written to EBPC advising that they are
planning to renovate the old Canteen building themselves.
148/06 Sports & Leisure Development Group
Cllr Blackwell reported that the WBC Community Committee have
agreed to recommend to the full council to use CPO powers to acquire
property for sporting facilities in Earls Barton, subject to
negotiation with the landowners to secure a voluntary agreement within
a reasonable timescale. This recommendation will be put to the full
WBC council on 18 July 2006.
149/06 Bench in Memory of Mrs Coles
Mrs Axford has agreed to a bench being placed in the childrens play
area on the Recreation Field. The Clerk will purchase a hard wood bench
on behalf of Mrs Axford, and will write to Mrs Axford asking her to
submit the wording for the plaque.

The Clerk will contact the Licensing Partnership for further
details regarding the Stag's application to vary hours. The clerk also
hold details of how to obtain a Gambling License, for anyone wishing to
apply.
151/06 Earls Barton Infant School
EBIS advised that they have had to take out a loan to carry out the
building works to adapt the building for DDA regulations. Their
request for an aditional donation will be discussed when setting the
Precept for 2007/08

The Clerk holds details for changes to the bus timetable for
Stagecoach 38. NCC have agreed to apply anti climb paint to the
ornamental columns on The Square. The Clerk will contact Street Doctor
regarding the obscured 30mph sign on Mears Ashby Road, and weeds on
footpaths and roads through Earls Barton. Also, to advise that the
flashing sign on Doddington Road is not working correctly. Also, the
Clerk will send a letter to the Chief Executive of NCC regarding the
general state of footpaths in the village, following a number of
incidents where pedestrian have fallen and been injured. The Clerk
will write to WBC regarding bins left in alleyways in New Barton, and
the state of the wall on Dowthorpe Hill just below Spring Gardens. The
police will be notified regarding cars parked in the alleyways in New
Barton. The clerk will monitor the situation regarding rubbish left at
the top of Mill Lane. The Clerk will also look into the mowing of
various area's of the village, as brought up in a letter to Cllr
Payne. It should be noted that any queries regarding the mowing and
maintenance around the village should be addressed to the Clerk, and
not the employees of any independent companies.

It was with sadness that Cllr Verden opened the meeting by
announcing the death of Cllr Mike Streeton. Mike has been a member of
the Parish Council for many years and will be sorely missed. The Parish
Council would like to pass their condolences onto Jo and his family,
and express their thanks for all of the work Mike put in during his
years in office. A minutes silence was observed in his memory.
159/06 Public Time
Mr Harris and Mr Burns both spoke on behalf of a number of members
of the public present, regarding the problem of flooding in Broad
Street/Churchill Road. Photographs and copies of previous
correspondence regarding this issue were passed to the Clerk, who will
contact NCC, WBC, Anglian Water and the Environment Agency for advice.
The Clerk will also ask NCC to ensure that all drains throughout the
village are cleaned and it is hoped that this will provide a sort term
solution to the problems on Broad Street, while more effective
solutions are investigated. Mr Blackadder also spoke of speeding
vehicles in the Broad Street area. Anyone who sees a vehicle speeding
can forward the registration number onto the local police or the Clerk.

164/06 Finance & Projects
The Clerk reported that Capital Grant applications were made for the
resurfacing of Park St Car Park and a bus shelter for Northampton Road.
165/06 Police/Community Safety
PC Wright was unable to attend the meeting, so update was provided
regarding the loan of a off road bike from Kettering/Corby. The Clerk
read out the crime figures for June, July and August and it was agreed
that PC Wright be invited to attend the next meeting in October to
discuss nuisance behaviour on The Square. In light of another
ornamental lamp on The Square being vandalised, the Clerk was asked to
write to NCC and express concerns of the design of the lamps and their
stability.
166/06 Sports & Leisure Development Committee
Cllr Wright reported that WBC have given approval to a CPO, should
it be required. A response is currently awaited from the landowners,
and it is hoped a meeting can be arranged with them shortly. At
present, EBSA, EBCC and EBUFC are being asked for ideas to increase
revenue to cover the running costs of any future development. It was
agreed that members of the Sports & Leisure Committee should meet
with members of the Finance Committee to discuss the Parish Council
ongoing financial committment to the project. A report will then be
made at the next full Parish Council meeting. It was agreed that Cllr
Payne should take Cllr Streeton's place on the Finance Committee with
immediate effect.
167/06 Youth Club
The Clerk reported that the Youth Club Management Committee had
discussed the possibility of the public being given access to the youth
club toilets. They felt that this was not appropriate at the present
time, as they had a number of concerns regarding access to the
building, damage being caused to the toilets and cleanliness issues.
They, however, stated that they would be happy to look at the proposal
again in the future, if their concerns could be alleviated. Quotes
were also received for the replacement fascia and guttering on the
youth club building. It was agreed that as no assistant leader has
been appointed by the youth club, the £1625.00 in the budget for this
cost would be re allocated towards the cost of the works.
168/06 The Square - Enhancements
A report on proposed enhancement to The Square from NCC was
discussed. It was agreed that the proposals went some way towards
making the village safer, but did not go far enough. It was agreed
that David Jones from NCC be invited to October's meeting, and this
will also give Cllr Blackwell the opportunity to give his views on the
proposal.
169/06 Footpaths in Earls Barton
The Clerk read out a response from NCC regarding the footpaths on
Station Road and the double yellow lines. David Jones of NCC will be
invited to the next meeting to discuss the issue of safety on
footpaths, and the Clerk will write and request a copy of the Traffice
Regulation Orders and maps for Earls Barton.

WBC are no longer able to fund the church illuminations. Including

certificates etc.

A letter regarding the placement of the new bus stop on High Street
will be forwarded to NCC. The Clerk will arrange for the broken seat
on Broad Street to be replaced. Street Doctor will be advised that one
of the traffic lights on Grendon Road isn't working, the rail by the
church hall still hasn't been replaced and there is a large hole on
Doddington Road. WBC planning enforcement officer will be contacted
regarding illegal signs erected on grass verges and lamposts. The
Clerk will arrange for a spare Recreation Field key to be held by the
Chair. The WI will be planting bulbs on the grass verges on 27
September. The Clerk will contact them and ask if they would like the
bulbs purchasing. The Clerk was also notified of Bus Stop Enhancement
Works which will be carried out at 2 of the bus stops on Northampton
Road. A temporary road closure was also received for Grendon Road,
which will restrict the road on Sundays until 17 September. The Clerk
was also asked to contact WBC regarding their currentl policy on pest

188/06 Public Time
Colin Suter of Barton Today attended to show the Parish Councillors
the magazine's recent community award, and to withdraw his application
for a grant from the Parish Council.
189/06 Declarations of Interest
Cllrs Abbott and Mallard declared an interest in the Sports
Development item. Cllr Payne declared an interest in North Northants
Planning Group. Cllrs Payne and Selling declared an interest in talks
regarding the War Memorial works. Cllr Payne declared an interest in
the item regarding funding of the church floodlights.

191/06 Matters Arising
Cllr Payne reported on the site viewing of Blitz Factory, Broad
Street. There were a large number of members of the public in
attendance, and these represented a broad spectrum of the local
community. There was an overwhelming objection to the site access from
Broad Street, and this was recognised by the Regulatory Committee, who
have now instructed the developer to look into the possibility of
access via Blackwell Close. The Parish Council were pleased with the
support shown in this issue and it shows that the EBPC were acting in
the best interests of the residents of Earls Barton. Rev Webber
advised that he has written to WBC for the safety certificates and
electrical supplier for the church floodlights. The Clerk will write
to WBC expressing disappointment in the way this matter was handled and
urging WBC to cover the cost of the floodlights next financial year.
Cllr Payne advised that there is a retrospective planning application
for the field on Grendon Road, requesting permission for residential.

193/06 Finance & Projects
Cllr Verden reported on the Finance Committee Meeting. The
recommendation from the committee is that "Earls Barton Parish Council
will commit £20,000 for revenue support to the Sports Development
Project for 5 years, and reviewed on a 5 yearly basis, from acquisition
of the land". This recommenation was proposed by Cllr Blackwell, and
seconded by Cllr Payne, with a unanimous vote in favour. The Clerk
advised that the Conclusion of Audit has been received from BDO Stoy
Hayward, and no matters were picked up warranty attention. The
accounts were signed off by the Clerk/RFO, and will be placed on the
notice board.
194/06 Police/Community Safety
PC Pete Littleton attended and advised that 26 crimes were reported
in September 2006, mostly due to a crime spree relating to damage to
cars in Station Road and Compton Way. He advised that PCs Darnell and
Littleton will be covering Earls Barton during PC Wright's annual
leave. The police are aware and are monitoring speeding on the A45,
and someone buying alchol for underage youths. They will also again
monitor illegal parking outside the schools and the vandalism of street
lamps on the Rec. The Clerk will contact Irchester PC for more
information regarding their request for a donation towards training
their Community Beat Officer to ride the police off road bike.
195/06 Sports & Leisure Development Committee
Cllr Blackwell reported. Running costs for the development are
being investigated. WBC are attempting to set up a meeting with the
landowners in October. The next meeting with the WBC officer will take
place on 25 October. There is a possibility of a Section 106 agreement
for sporting facilities being attached to an upcoming prospective
Minerals application. Cllr Wright requested £1000.00 from the sports
fund for a solicitor to provide a second opinion on the legality of the
CPO. Agreement to this request was proposed by Cllr Payne and seconded
by Cllr Blackwell, and was agreed unanimously. Cllr Blackwell also
reported that Hanson are agreeable to renewing the lease on Pioneer
Sports Field, and would like to open negotiations in Summer 2007.
196/06 WBC Village Survey
As the questionnaire was not forwarded to the Clerk with the covering letter, this was deferred to November's meeting.
197/06 Cemetery Fees
Cllr Abbott reported on the increase of fees by WBC, and presented a
new table of proposed fees for Earls Barton Cemetery. Cllr Cahill
proposed that the new fees be adopted. This was seconded by Cllr Payne
and was agreed unanimously
198/06 The Square - Enhancement Study
Andrew Leighton attended from NCC to discuss the study. It was
suggested that the cobbled effect road surface on the Square could be
sacrificed, if traffic calming measures and a 20mph speed limit could
be secured for roads throughout the village, rather than just
Doddington Rd, Broad St, The Square, West St. Andrew Leighton agreed
to look into this possibility and report back at next months meeting.
He would also look into the possibility of a pedestrian crossing on
West Street, to allow easier access to the surgery on Aggate Way. All
possiblities will be investigated and agreed by the parish council
before going to consultation with the whole village.
199/06 Recreation Field - Play Area
As the quote for works from ARD is still outstanding, it was agreed
that the Clerk should instruct them to carry out Priority 1 works, and
Priority 2 and 3 works will be discussed at next months meeting.

201/06 Unsung Hero Awards
It was agreed that an advert be placed in the village magazines for nominations

The Parish Forum is scheduled for 25 October. A suggested topic for the agenda being planning.
203/06 NCC Correspondence
The Clerk holds details for changes in the bus timetable. The next
Bozeat & Earls Barton Local Liason Group meeting will take place 23
April 2007. The Clerk also holds details of Grants for Voluntary &
Community Groups. Anyone interested in applying for a grant should
contact the Clerk.
204/06 Remembrance Day 2006/War Memorial
The clerk is also waiting for a phone call from the War Memorial
Commission for advise on cleaning the memorial. The maroons will be
fired at 11am on Saturday 11 September. The Remembrance Service will
take place on Sunday 12 September 2006. Concern was expressed by Cllr
Cahill over the handling of the War Memorial Garden improvements. It
was suggested that one contractor was asked to carry out the work, and
then received a letter stating that the contract had been given to
another party. The Clerk confirmed that the Council files had been
checked, and that no letter is on file asking the contractor to carry
out the work, and that the contract was rewarded to the other party as
they were able to carry out all aspects of the work rather than having
to split the job into two seperate entities.
205/06 Rabbits - Pioneer & Cemetery
It was agreed that Clive Jackson be approached to deal with the
rabbit problem in the Cemetery. He would also be asked to advise on
the situation on Pioneer Sports Field.
206/06 Village Firework display
The annual Earls Barton Firework Display will take place at the
Pioneer Sports Field, Grendon Road on Saturday 4 November 2006. 7pm
start.
207/06 Highways
The Clerk will ring Street Doctor regarding overhanging trees
obscuring the 30mph sign on Mears Ashby Road. Advise will be sought to
remove the paint from the path on The Square. Cllr Bond agreed to
inspect the bus shelter on Northampton Road, for damage caused by NCC
during bus stop adjustments. The Clerk will contact the Post Office
regarding the loose slab on top of the post box on Station Road. The
Clerk will also contact ABB regarding the vandalised lamps in the
Recreation Field. Will also ask for advice on measures to prevent
further acts of vandalism, as this is now becoming a frequent occurence
and the costs of repairs may have a bearing on next year's Precept.
The Clerk will contact NCC regarding the resurfacing of the pavements
at the bottom of Dowthorpe Hill.

214/06 Finance & Projects
The Clerk advised that the War Memorial had been cleaned, and
repairs would be carried out to secure the cross at the top, and
repointing. It was agreed that the Clerk be asked for quotes to clear
the last spare allotment and hardcore it for parking, to be considered
with next years Precept.
215/06 Police/Community Safety
26 crimes were reported in September 2006. The Clerk holds details
of opportunities to support the introduction of Safer Community Teams
in Northants, although it was agreed that financial support would not
be offered by the Parish Council at this time.
216/06 Sports & Leisure Development Committee
Cllrs Abbott and Mallard left the room during this item. Cllr
Wright reported that Didwells Solicitors are able to offer advise
regarding compensation to the leaseholders of the land around the
Grange Sports Field. They have suggested that the leaseholders should
now be approached to open discussions. Cllr Wright thanked the Clerk
and Quintin Allen for their help in applying for a grant from WBC to
finance a Project Manager to oversee the acquisition and development of
land. Cllr Wright has the names of potential Project Managers, and
will be requesting copies of their CV's. The Clerk will be contacting
Bugbrooke and OG's to set up a meeting with Cllr Wright, for help with
projected revenues. This is needed for grant applications. WBC now
want a firm commitment from Earls Barton Parish Council for the funding
of intial legal and advisory costs and additional CPO costs. Cllr
Cahill proposed that £10,000 be committed from the Sports Fund for the
initial costs. This was seconded by Cllr Bond, and agreed
unanimously. Cllr Hadman proposed that £50,000 by committed from the
Sports Fund for additional CPO costs, if required. This was seconded
by Cllr Bond and agreed unanimously.
217/06 WBC Village Survey
It was agreed that all outstanding survey's be handed to the Clerk
by Thursday 16 November, so that she can forward the findings to WBC.
218/06 Parish Forum - nominations for Parish Representatives on Standard Committee
It was agreed that the Clerk would ask Cllr Verden if he would like
to continue to stand as a Parish Representative. If he would prefer
not to, either Cllr Cahill or Wright will be nominated.
219/06 Enhancement Works - The Square
Andrew Leighton did not attend the meeting. The Clerk was asked to
write to him and invite him to December's meeting, to report on whether
there is any progress on the requested changes to the report.
220/06 Recreation Field - Play Area
The Clerk has authorised all Priority 1 and 2 works to be carried
out on the play equipment. It was agreed that the cost of replacing
some of the play equipment should be investigated, to be funded in next
years Precept.

It was agreed that the Clerk would attend the NCC Local Government
White Paper conference on "Strong & Prosperous Communities", if
able. The details would also be forwarded to Cllr Verden. NCC has
advised that bus stop enhancement works will be carried out on the
stops in Earls Barton from January 2007. NCC maintenance operatives
will be carrying out inspections on the ornamental lamps on The Square,
to make sure that they are all secure. Any problems will be reported
back to the PC. The Clerk holds a newsletter on support from NCC to
the voluntary and community sector.

A thank you note from Mike's widow Jo was read out to the PC. It
was agreed that the Clerk write to Mrs Streeton and ask how she would
feel about the PC funding a memorial for Mike, in the form of a bench
or other.
230/06 Highways
Cllr Blackwell indicated that he has spoken to NCC regarding the
state of the road at the junction of Streeton Way and Elizabeth Way.
The Clerk was asked to write to NCC again, regarding Mr McGeorge's
request for a street lamp on the footpath from Sheffield Way to
Dowthorpe End. The Clerk was also asked to contact NCC and determine
who's responsibility it is to refurbish the street sign on The Square.
The Clerk will contact Street Doctor about the bollard missing from the
corner of Prince Street and Wellingborough Road, and the "Slow Down"
sign on Doddington Road, which is sometimes dim. Also, the Libarary
car park wall has again been damaged. The Clerk will also write to
Earls Barton Post Office and ask that the alley next to the building
can be kept clear to allow residents of Harcourt Square another way to
leave if the entrance to the car park is blocked due to deliveries.

237/06 Finance & Projects
The 1/2 year bank reconciliation to 30 September 2006, was agreed
and signed by the chair. A meeting of the Finance Committee was set
for Tuesday 9 January 2007, to set Precept for 2007/08. It was agreed
that the Clerk could purchase an updated copy of "Local Council
Administration" for £48.
238/06 Police/Community Safety
PC Pete Wright attended to discuss crime figures. The total crimes
reported increased to 35 in November, from 12 in October. Although the
dark nights and a change in how crimes are now collated by the Home
Office may be a contributing factor, the rise is not solely due to
this. PC Wright agreed to request support from the Road Crime Unit and
other policing operations in a bid to reduce crime in Earls Barton.
Also, due to the recent spate of accidents around Earls Barton, PC
Wright will ask Insp Richard Tool, head of the Traffic Division, to
attend February's meeting to advise on ways of preventing accidents on
the A45 and A4500. PC Wright also advise that he will be moving to
another job within the police force in January. He will be succeeded
by PC Nick Price. PC Wright will bring PC Price and Earls Barton's
PCSO to the January meeting of the Parish Council. Chief Supt Dean
Smith also attended to explain the rational behind the changes to the
police team in Earls Barton. He advised that a Safer Community Team is
due to be launched in Earls Barton and Rural North in 2007. The team
will comprise of PC's, PCSO's and Special Constables, who will be based
in Earls Barton.
239/06 Sports & Leisure Development Committee
It was agreed that Cllr Cahill and the Clerk would take concerns
over the suggestion of using the term "Controlling/Managing Body"
rather than Earls Barton Sports Association, to the next Sports &
Leisure Development Committee meeting.
240/06 Church Lighting & Recreation Field Lighting
A request for replacing a lamp in the Recreation Field at a cost of
£158.77 plus vat, was agreed. The Clerk has looked into the powers
available to the Parish Council to fund the Church Lighting. A NALC
solicitor has advised that the costs can be covered under Section 137
funding. It was agreed that the Church be asked to deal with the
maintenance and receive the bills for the lighting. They should then
forward a copy to the Parish Council, who will issue the funds to cover
the costs under Section 137, making the cheque payable direct to All
Saints Church.
241/06 Co-opting on of new Parish Councillor
A vote was taken between the two candidates resulting in M Higham: 4
votes and D Tobin: 4 votes. The chair held the deciding vote, and M
Higham was co-opted on as the new Parish Councillor.

Cllr Verden confirmed that he would like to stand as a candidate for the above.

249/06 WBC Correspondence
Confirmation of the road closure order for the Xmas Eve Carol
Service was received. The Clerk advised that the cost of hiring the
road closure barriers would be £134 plus vat. In order to buy all of
the necessary equipment, the cost would be approximately £300 plus
vat. It was agreed that the Clerk should purchase the equipment, as it
can be used for future events inc the carol service and carnival. WBC
also advised that the Parish Council elections would take place on
Thursday 3 May, with the counting of the votes taking place on Friday 4
May.
250/06 NCC Correspondence
The Clerk advised that the annual Parish Reps Open Day would take
place on Wednesday 13 December, and gully cleansing would take place in
January 2007. The Clerk also holds details of the Northamptonshire
Waste Management Strategy. Notes from the meeting held regarding the
Government White Paper for Stronger Communities are held by the Clerk.
Further details for a consultation should be forthcoming in 2007.
251/06 Cllr Mike Streeton
Jo Streeton wrote to confirm that she is happy with a bench being
erected as a monument to Mike. The Clerk will look into the options
regarding the types of bench available.
252/06 Central Networks
The Clerk advised that the grant application to Central Networks for xmas lights was unsuccessful.
253/06 Xmas Cards
The Parish Council agreed that the Clerk could print some christmas
cards designed by Zoe Smart, to send to regular suppliers and
contractors. It was suggested by the Clerk that the christmas card for
next year could be designed by a child from one of the local schools.
254/06 Youth Club Heating System
It was agreed that letters from the Evergreens and Short Mat Bowls
Club regarding the Youth Club Heating System, be forwarded to the Youth
Club Management Committee.
254/06 Highways
Cllr Hadman requested a disabled parking bay and drop kerb be
installed by the school gates, by the existing parking bays on
Churchill Road. The Parish Council completed a 20mph survey, which the
Clerk will return. The Clerk will liase with Cllr Bond regarding
damage to the bus shelter on Northampton Road, and suitable seating.
