4/07 Matters Arising
The bus shelter on Northampton Rd has been repaired. Cllr Bond will
look into suitable seating for the shelter. The Clerk will enquire
with NCC as to when the gully cleansing work will be carried out in
January. Cllr Payne commented on how well the road closure order for
the xmas carol concert was handled. Barton Today responded to confirm
that no further additions will be made to PC minutes.

6/07 Finance & Projects
It was agreed that the 2007/08 Precept would be calculated and
agreed at the Finance Committee meeting to be held on 9 January 2007,
and reported back at next month's full Parish Council meeting.
7/07 Police/Community Safety
PC Pete Wright, PC Nick Price and PCSO Katy Austin attended. Cllr
Verden thanked PC Wright for all his hard work over the past 6 months
and wished him well in his new role, and welcomed PC Price and PCSO
Austin to Earls Barton. PC Price advised that a 2nd PCSO (Charlete
Kudryk) is due to start in Earls Barton in February. 78 crimes were
reported in the Rural Sector including Earls Barton in December,
although no individual figures for Earls Barton had been received. PC
Price will endeavour to provide clear up rates for future figures. He
also advised that thieves are targetting works vans and stealing tools
in the area. Therefore, it is advisable to remove any tools from your
vehicle at the end of each day. PC Price and PCSO Austin will also be
looking at the issue of dangerous parking outside the village schools,
and will be taking appropriate action in this area.
8/07 Sports & Leisure Development
Cllr Wright reported that good progress is being made using
professional help. Shoosmiths Solicitors have responded with a 2nd
opinion on the legality and costs of carrying out a CPO. The
recommendations will be discussed at the next WBC liason group meeting,
and Cllr Wright will report back to the PC. Alan Smith of Sursham
Tomkins has drawn up a ground and facility brief and forwarded to
architects for costing the development. The closing date for responses
is 2 February 2007. The Clerk will write to Alan Smith and thank him
for all the time and work put into this area of the development.
9/07 Recreation Field Lighting
It was agreed that quotes for anti vandal measures on the street
lamps in the Recreation Field should be discussed and agreed at the
Finance Committee meeting.
10/07 Enhancement Study - The Square
This item was deferred to March's meeting, when Andrew Leighton of NCC and Cllr Blackwell will be able to attend.
11/07 Draft East Midlands Regional Plan - Additional Consultation
It was agreed that the Clerk respond to the consultation stating
that additional housing in Earls Barton should only be by way of infill
12/07 NALC Correspondence
Cllr Wright confirmed that he can attend the planning course with
the Clerk. It was decided that no representative should be made at the
London Conference regarding the Government White Paper for Shaping
Communities, as another local conference will be taking place in May.
13/07 WBC Correspondence
The Planning dept wrote to advise that they feel the Aggate Way
application has been dealt with correctly. If there is further
information, specific details relating to times and dates must be
provided.
It was agreed that the Clerk confirm to WBC that the land formerly
used for the WC on the Recreation Field should be transferred back to
the ownership of EBPC. The Clerk will send a letter to WBC offering
condolences following the recent death of Cllr David Smith. Cllr Payne
announced that she has resigned from her position as Borough Councillor.
14/07 NCC Correspondence
The clerk will sign and return the Urban Highway Grass Mowing
Agreement 2007. Youth grants information was passed to Cllr Cahill.
The Clerk will contact local groups regarding the Community Sector
Capital Funding Programme.
15/07 Lighting - footpath Station Road to London End
The Clerk will contact ABB regarding a letter of concern over lighting on the footpath
16/07 - Mineral Star Roofing - Memorial Bench
The Parish Council agreed with the request to provide a bench in
memory of Barrie Price. The Clerk will write back and suggest suitable
locations.
17/07 Highways
Carrillion wrote to advise of works due to be carried out on the A45
from Lumbertubs interchange to Barns Meadow interchange. They also
asked for comments regarding proposed works to Wilby Way roundabout.
It was agreed that the Clerk write to support the proposals, but state
that they don't go far enough. The Clerk will report the hole int he
path on Station Road/Harcourt Square. The Clerk will also contact WBC
regarding mess around the bottle banks in the Co-op car park. The
Clerk will contact NCC regarding the lack of fencing around the field
next to the A45 at the bottom of Station Rd.
18/07 Friends of Earls Barton
Canon Webber advised that a charitable organisation has been set up
called Friends of Earls Barton, and has invited 1 member of the Parish
Council to stand as Trustee. No volunteers were forthcoming, and will
be mentioned to Cllr Blackwell.

Payne & Perkins will meet representatives of David Walker Chartered
Surveyors regarding proposed gravel extraction on 18 January. No
further comments were required on the applicaitons received.

Before the meeting commenced, Cllr Verden advised of the death of
former Cllr Tony Lee. Tony was a member of the Parish Council for many
years, serving as Chair for some of that time. He will be sadly missed.

23/07 Matters Arising
The Clerk read out an email expressing concern over the memorial
bench for Barrie Price. It was agreed that, as the bench is being
funded by Mineral Star Roofing, the final siting of the bench will be
discussed and agreed with them. The Clerk will reply to the email
advising that there is an opportunity for the family of the other
driver involved in the accident to purchase a bench, if they so wish.
This request has been dealt with on it's merit and without prejudice.
It was noted that the official name for the Friends of Earls Barton
group is Friends of All Saints Earls Barton. Cllr Blackwell declined
an invitation to stand as a trustee, so Cllr Verden will take on the
position. Cllr Blackwell also asked that it be noted that the Parish
Council requested a site viewing meeting at 70 Northampton Road, due to
concerns over the scale of the planning application. It was also noted
that Mr Shurville has sent a doctors letter to WBC planning dept,
supporting his objection to the application. The Clerk advised that Mr
Rennie, the Planning Enforcement Officer at WBC, is looking into the
wall built around 36 Spring Gardens, and will report back.

25/07 Finance & Projects
The 3/4 Bank Reconciliation was presented by The Clerk and approved
by the Parish Council. On advice from the Audit Commission, it was
agreed that BDO Stoy Hayward continue to act as Auditor for the next 5
years. Following a recommendation by the Finance Committee meeting,
Precept was agreed (total figure of £92281. Band D equivalent £50.26 -
an increase of £1.53 on last year). It was noted that, due to upcoming
expected expenses to acquire a permanent sporting facilities in Earls
Barton, the amount of money added to the Sports Development account in
2007/08 will be £25000, rather than the £20000 transferred in previous
years. The Finance Committees decision on maintenance tenders was
discussed and approved.
26/07 Police/Community Safety
Insp Keith Millard was unable to attend to talk about Road
Safety/Casualty Reduction/Speed Enforcement on A4500 and A45. It was
agreed that Insp Millard should be invited to the next full Parish
Council meeting. Figures provided by PC Price advised that 21 crimes
were reported in January 2007 (216 reported year to date). Due to
recent crimes involving the elderly and vulnerable, it was agreed that
PC Price be asked to put some prevention advice in The Tower and Barton
Today. The Clerk advised that Nina Miles and the Luncheon Clubs were
both nominated for Unsung Hero Awards
27/07 Sports & Leisure Development Group
Cllr Wright reported that a meeting with Community and Mr & Mrs
Mallard will take place at WBC on 28 February 2007. The Diocese has
declined an invitation to attend. Cllr Wright will be forwarding a
copy of the architects brief to Community and the Mallards. The Grant
to WBC for financial assistance in project managing the development has
been declined. 2 Architects have quoted to carry out the first stages
of the development, and they will be interviewed by a panel on Saturday
17 February. It was agreed that the panel, which includes members of
both Sports Clubs as well as the Parish Council, shoudl be given the
authority to appoint the most suitable architect, on behalf of the
Parish Council.
28/07 Pioneer Sports Field
Cllr Payne advised that a few minor repairs are required at Pioneer
Sports Field. As £1000 was set aside for such repairs in the Precept,
it was agreed that the repairs should be carried out.
29/07 WBC Clean Neighbourhoods & Environment Act 2005 - Parish Council Powers
It was agreed that the consultation regarding Dog Control Orders
should be discussed and dealt with by the Grounds Maintenance
Committee, once the Chair and Clerk have received more information at
the Parish Forum meeting. The Grounds Maintenance Committee meeting
will take place at 7pm, Monday 26 February at the Youth Club.
30/07 NCC - Northamptonshire Waste Local Plan 2003-16 & Mineral Local Plan 2003-16
Both of these plans have been adopted by the County Council. The
Clerk will hold copies of the plans. Alternatively, they can be
downloaded from the County Council's website
31/07 Central Networks - Power Blackout Advise
The clerk showed an example of a power blackout emergency kit. The
Clerk will contact Central Networks, to find out if these are available
to purchase from them.
32/07 Bus Shelter Seating Approval
St Furniture Supplies Ltd provided an example of their seating. It
was agreed that they arrange to provide seating in the shelters on
Northampton Road and Wellingborough Road.
33/07 NALC Correspondence
ACRE advised that the are looking for villages to join the Urban
Speedwatch Programme. Although, this is not something that has been
well received in Earls Barton in the past, it was agreed that it should
be advertised again through the village magazines to assess response.
34/07 WBC Correspondence
The Parish Forum will take place at WBC at 7pm on 21 February. EBPC
have requested that planning and church lighting be placed on the
agenda. Cllrs Verden, Cahill and the Clerk to attend.
35/07 NCC Correspondence
Changes are to be made to local bus services. It should be noted
that the X4 will now run via The Square, service 46 will now be
numbered X46 and will also run via The Square, replacing the 45. Work
on Aggate Way has now solved the surface water problems. There is
still no funding available to provide lighting on the footpath from
Sheffield Way to Dowthorpe End and the NCC website will be upgraded in
the near future.
36/07 Communities - A Revised Model Code of Conduct for Local Authority Members Consultation
It was agreed Cllr Verden to be asked if he would like to deal with this. Otherwise, Cllr Payne to deal.
37/07 Street Lighting - Recreation Field
A quote from ABB to replace a vandalised street lamp was approved.
It was also agreed that the Clerk as ABB to go ahead with proposed anti
vandal measures
38/07 Electricity Renewal from Powergen
The Clerk will look into cheaper alternatives and advise.
39/07 Local Government East Midlands - Regional Seminar
It was agreed that no representative be sent to the seminar on the Local Government White Paper.
40/07 Churches Together
A letter was received from Churches Together, thanking EBPC for
their support with the Christmas Eve Carol Service and the purchase of
road closure equipment. It was noted that the equipment is owned by
the Parish Council, for use for any community events.
41/07 Wellingborough Partnership - Climate Change Toolkit
Wellingborough Partnership have offered to hold a Climate Change
workshop. It was agreed that the Clerk respond, requesting a date in
late April or early May, to allow for advertising to local people.
42/07 Highways
The Clerk was asked to report the following:- the pothole on
Harcourt Square, hedge overhanging the road on Clay Lane, required
cleansing of the footpath between Berry Close and the Rec, trees down
by the Station Road allotment, blocked drains at the junction of
Station Road and The Square, the copse on the corner of Elizabeth Way
and Manor Road, the concrete post upended by the Pocket Park. Cllr
Abbott will inspect the Cemetery, following the high winds, and will
also contact the undertakers regarding gravediggers waiting in the
Cemetery whilst internments are taking place. The Clerk will contact
the local police regarding drinks bottles and gas canisters being
retrieved from the Pocket Park. The Clerk will also contact NCC to
find out when the footpaths at the bottom of Dowthorpe Hill are due to
be resurfaced, and will ask Malc Garner to remove the corroded bench on
the Rec.

Town & Country Planning Act 1990 - Appeal by Bridgewest
Construction Ltd, site at 36 Broad St - in respect of non determination
by the Council of its planning application for the demolition of an

It was agreed that the Clerk and Cllr Payne liase to construct a
letter to be sent to the Planning Inspectorate regarding Bridgewest's
appeal. It was also proposed by Cllr Blackwell that WBC planning dept
be asked to review the application and refuse it on the basis of the
dangerous access. WP/07/0072/F - The Clerk will request a site viewing
meeting on the basis of the proximity to the pedestrian crossing, and
the fact that it will establish a precedent for the properties in
Doddington Road, where there are already parking issues. Cllr Perkins
reported on his meeting with David Walker Surveyors and advised that
Ecton Estates plan to submit a planning application for mineral
extraction south of Earls Barton in the near future.

44/07 Public Time
Mrs Tite and Mrs Butler attended to discuss litter in the village.
It was agreed that the Clerk would send a copy of Mrs Tite and Mrs
Butler's letter to the Borough Council, and would ask for confirmation
of when litter picks are scheduled for the village. The Clerk will
also write to the Co-op, Kings & Wrightsons about storing rubbish
correctly to ensure litter is not scattered. Mr Bates attended
regarding vehicles being parked on grass verges and footpaths. It was
agreed that this is a police matter, and details of vehicles causing an
obstruction shoudl be forwarded to the Community Beat Officer.

49/07 Finance & Projects
It was agreed that resurfacing the play area in the Rec and
resurfacing Park Street Car Park be put forward for Capital Grant
Applications 2007/08
50/07 Police/Community Safety
Cllr Verden welcomed PC Stuart Wilson who attended to talk about
safety measures on the A45 and A4500. He advised that both routes were
designated Red Routes, which means that they are patrolled by Traffic
Division who spend 90% of their time on the 40 Red Routes in
Northants. The issue of speeding is one that is taken seriously by
Northants Police. Mobile Enforcement (Safety Camera Team) is planned
for the A4500, and the Community Beat Officer is being trained in using
a handheld device. NCC can also help with speedboards and Speed
Indication Devices. Over the next 2 years, NCC will be reviewing speed
limits in the county, so it was agreed the Clerk contact NCC regarding
reducing the A4500 to a 40mph zone from Ecton Brook to Wilby. Also
request extension of street lighting to the dual carriageway.
Community Beat Officer to be asked to contact Earls Barton Motor
Company to adjust the floodlighting on their forecourt to ensure it
does not dazzle drivers. reducingroadcasualties.com may be able to
offer further advise. Cllr Verden advised that 13 crimes were recorded
in February 2007 (229 crimes recorded year to date to January 07).
Tool theft from vehicles/workvans is still a major issue, as is
opportunistic crimes. The nominees for the Unsung Hero Awards were
presented with their certificates at last weeks presentation evening.
51/07 Sports & Leisure Development
Cllr Wright reported that Stimpson Walton & Bond have been
appointed as architects. They quoted £10,000 to the point of producing
drawings for planning permission. It is anticipated that they will
submit the outline drawings by the end of April, and final plans by the
end of May. The contract with the architects will be signed by Cllr
Verden once it has been reviewed by Cllr Wright. The landowners
meeting at WBC was held on 26 February. The only landowner to attend
was Community, but minutes of the meeting will be forwarded to the
other landowners. It was a positive meeting, and it is hoped that a
mutually satisfactory agreement can be reached with Community by the
end of the year. They are also to confirm whether they agree to the
committe publicising the project. Meetings have been held with OG's
and Bugbrooke, who provided input on running costs. A landfill grant
is to be applied for to fund the current stage of the project. It is
anticipated the total cost of the development will be in the region of
£2million. Cllr Payne is to meet with Hanson's agents to open
negotiations for the renewal of the lease on Pioneer Sports Field.
52/07 Grounds Maintenance Committee
Cllr Verden reported that the Grounds Maintenance Committee agreed
with WBC's proposals for Dog Control Order, with the addition of the
play area in the Rec being made a "No Dogs Allowed" zone. It was
agreed that the graves suffering from sinkage in the Cemetery be
levelled in the spring, with EBPC covering the cost. It was agreed
that, following a letter from Park Landscapes, a meeting will be set up
between EBPC and the Sports Association to look at the specification
for works at Pioneer Sports Field and The Grange. It is agreeable for
Park to spike rather than mow the pitches, if necessary, as long as the
costing keeps within the allocated budget.

It was agreed that all statements or press releases should be agreed
through the Clerk before acting. This also applies to personal
statements by Parish Councillors, as they may be construed as being on
behalf of EBPC.
57/07 WBC Correspondence
Confirmation was received of the church floodlighting being
transferred to the care of All Saints Church. The Clerk holds details
of the Housing Strategy 2005-08 Summary

The Clerk holds a copy of the "Putting The Customer First" plan. NCC
have confirmed that the Parish Mowing Agreement has been received and
agreed for 2007. The Clerk is to askf for further details regarding a
request for EBPC to be involved in an Emergency Plan in the event of
evacuation of properties. The Clerk was asked to write to NCC
regarding the current library opening hours (can they be adjusted?)
59/07 St George's Day
It was agreed that the schools be invited to take part in a poster
competition to celebrate St George's Day on 23 April. The pupils will
be asked to design poster which will be judged by the Parish Council,
with the winners being displayed around the village.
60/07 East Midlands Rural Action Plan
Details of this will be held by the Clerk.
61/07 Highways
The Clerk will request that the no parking sign by the florist be
cleaned, and enquire on the possibility of repainting the markings on
the school driveway, as both of these points have been raised by the
Community Beat Officer. Also, chase up the request for current
regulations regarding the yellow lines outside the Londis foodstore.

Mr Drage attended to discuss Planning Application WP/07/0206/F on
behalf of the Methodist Chapel. They are concerned over the 3 storey
development blocking light to the Chapel, and the lack of a walkway
from Blackwell Close. Mr Hosford also attended to discuss
WP/07/0206/F. He stated that he is, on the whole, in favour of the new
plans as the issue of access has been resolved. However, he also
stated that he felt a walkway from Blackwell Close is an essential
facility which should be included. Both of these speakers were advised
to forward their comments to the WBC planning department. Colin Suter
attended to advise that the Community Champion Scheme will be ending
next year, and anyone looking for a grant for a Community Project
should contact him for advise on applying before the scheme winds up.

68/07 Finance & Projects
The Clerk confirmed that BDO Stoy Hayward would be acting as
auditor for 2007/08. Projects suggested for the Capital Grant scheme
were play area resurfacing, Park St Car Park resurfacing, new signs on
entering the village to include gates, planters, etc and a new footpath
on Grendon Road. The projects will be discussed by the Finance
Committee following the election.
69/07 Police/Community Safety
PCSO Paul Hirst attended. He advised that, following a survey of
residents in the area, he is looking into the issues of parking, litter
and youth nuisance on The Square. He is offering advise and visible
policing on these issues and that of distraction burglary and advised
that the police will also be consulting with residents in other areas
of the village regarding their concerns. He urged residents not to
hesitate to call the police if they are suspicious or intimidated by
any people or groups of people in Earls Barton.
70/07 Sports & Leisure Development Committee
Cllr Wright reported that he has heard back from Community's
agents, and they are communicating with the other landowners agents
regarding their response to the development. The Sports & Leisure
Development Committee plan to go public with their preferred site in
May 2007. The first meeting has been held with the architects and
initial drawings have been produced to include an all weather pitch.
This may mean that there needs to be an change in the amount of land
required to accommodate the revised layout. The next meeting with the
architect on 26 April will be to discuss the building's layout and
design. It is anticipated that a public meeting for local residents
can be held in May, possibly after the next Parish Council meeting.
Cllr Blackwell expressed his thanks to all who have and are working on
the project.
71/07 Elections
The Clerk advised that there were 14 candidates standing for the 13
Parish Council seats. Therefore, an election will be held on Thursday
3 May, with result being announced on Friday 4 May at the earliest.
72/07 Fencing - The Knoll
A request had been received from a resident requesting fencing on
the side of the Knoll which is just hedgerow. The hedge was planted by
the Parish Council a number of years ago, to protect and stop people
climbing into the neighbouring gardens. As the ownership of the
boundary is uncertain, it was agreed that the clerk should write to
residents concerned and advise them to consult a solicitor and produce
their deeds to prove that they do not have ownership of the boundary.
73/07 NRHA - Affordable Housing Survey - Earls Barton
It was agreed that the Clerk should write to NRHA for further
information, to ensure that this survey is to be carried out in
conjunction with WBC

A letter expressing concerns over criminal damage to vehicles and a

It was agreed that a letter regarding the increasingly bad parking
on The Square be forwarded to Andrew Leighton, NCC, for discussion at
the next meeting. He would also be asked to comment regarding the
state of footpaths in Earls Barton, and parking on grass verges. The
Clerk agreed to report the overhanging trees on Aggate Way, the faded
zebra crossing on High Street/The Square, the faded zig-zag warning
lines outside the fire station. The warping on the Skate Ramp would be
reported and new watering cans would be purchased for the cemetery. A
requst would also be made for Bus Stop markings on Doddington Road.
The Clerk would contact WBC regarding the binmen lining bins up in the
alley next to the post office and opposite The Stag. Weeds in the
gutter and loose kerbstones on Station Road and the Square would also
be reported by the Clerk.

95/07 Police/Community Safety
Cllr Nick Price attended. He passed posters to the Clerk regarding
reporting criminal damage and the illegal use of mini motorbikes, mini
scooters and gopeds. He advised that 16 crimes were reported in April
2007, which is a reduction of 44% on the same period last year. He
advised that PCSO Hurst is now including the Knoll and the underpass on
his patrol plan, to prevent youth nuisance in those areas. He is
dealing with the issues of youth nuisance and litter on The Square, and
Cllr Bond advised that she would chase up missing litter bin on The
Square. He is also dealing with parking issues outside the schools,
and is in contact with NCC regarding reinstating the yellow lines on
the corner of Station Rd and Harcourt Square. Parking on footpaths and
on the zig-zag line approaching a zebra crossing is becoming an issue,
and anyone who sees this in practice can forward the registration
numbers of the offending vehicles to the Safer Community Team either on
08453 700700 or via the Clerk.
96/07 The Square Enhancement
Andrew Leighton of NCC attended to discuss the requirements of the
scheme. It was agreed that, because funding would be unlikely for a
scheme covering the major routes of the village in one go, a smaller
phased scheme should be drawn up by Andrew, concentrating initially on
traffic calming in the area surrounding The Square and the schools. It
was agreed that a 20mph zone would be preferable on Dowthorpe Hill and
Doddington Road as well as the centre of the village. Any proposals
would be subject to public consultation and a display would be
organised in the Library. Andrew agreed to look into basing some
temporary flashing speed limit signs around Earls Barton, and moving
the permanent signs already in situe further away from the school, so
as to include the stretch of road from the bend onto West Street onto
The Square. It was advised that mirrors to assist visibility from
junctions cannot be erected on the highway. Andrew also agreed to look
into the possibility of reducing the speed limit on the A4500 from
Northampton to Wilby to 40mph, and reducing the limit on the road from
Earls Barton to Doddington. He would also look into the general
maintenance of the roads and paths in Earls Barton, and report back on
all of these issues at June's PC meeting.
97/07 Sports & Leisure Development Committee
Adrian Ringrose of Stimpson Walton Bond architects attended to
discuss the proposed plans for The Grange. It was noted that the plans
and area of land used were very different from those on the initial
brief, but these were subject to change following the meeting with the
WBC Officers on 17 May and the landowners scheduled for 25 May.
Certain aspects of the plans would also need further thought, such as
pitch layout, car park, screening, etc, but it was agreed that the
building's relationship with the cricket pitch and main football pitch
needs to remain constant. The PC agreed £1000 expediture for 3d plans
for use at a public consultation meeting. Cllr Wright to make
proposals at June's PC meeting for the timing of meeting with local
residents and a public consultation meeting. Barton Today have agreed
to publish details in their July magazine, if required, and the library
and happy to hold a public display of the plans. Cllr Perkins proposed
that copies of the plans be made available to Cllrs Abbott and
Mallard. This was seconded by Cllr Payne, and the motion was carried
following a vote of 10 in favour and 1 against.
98/07 WBC Correspondence
Mark Reneerkens advised that fly tipping on the public highway
would be removed, but on private land WBC were unable to act. Any
found to be fly tipping would be subject to prosecution. Cleansing
teams visit Earls Barton on Monday, Wednesday, Friday and the
weekends. The situation regarding litter in the village will be
monitored. A copy of the letter will be sent to Mrs Tite and Mrs
Butler.
99/07 NCC Correspondence
NCC requested comments on the proposed disposal of 2 pieces of land
around the Fire Station for access. It was agreed that there was no
objection as long as the right of way is retained. The Clerk advised
that a road closure order for Grendon Road had been received for the
period 5 - 9 June.
100/07 Northampton College
An invitation from Northampton College to provide an education bus
on using computers, at a charge to EBPC, was noted but declined.

It was agreed that a suggested Pension Drop In Session should be directed to the Library.
102/07 Bench in Memory of Barrie Price
It was agreed that, following the results of the inquest, and out
of respect for the other victims family, a request for a memorial bench
for Barrie Price in the village be declined. It was suggested that
Mineral Star Roofing may wish to purchase a bench for use within the
confines of their business grounds.
103/07 Highways
A request by residents of Doddington Road for a private vehicle
access for parking cannot be dealt with by the PC, and interested
residents would need to make a joint planning application to WBC. The
bench at the bottom of Station Road requires repairs. The Clerk will
send a letter to the Battle of Inkerman regarding the blue bag on the
pavement outside.

It was agreed that the Clerk contact Paul Berwyn Robert to ensure
that items in the Evening Telegraph's Down your Way are current and up
to date. The Clerk will email the Library to find out why copies of
the minutes are not available in EB Library.

Cllr Page thanked Cllrs Higham, Payne and Verden for their support
with the Earls Barton stop on the Waendal Walk. Thanks were also

112/07 Finance & Projects
It was agreed that the projects put forward for Capital Grant would
be resurfacing of the safety surface in the Rec Play Area, resurfacing
Park St Car Park and footpath and lighting to Pioneer on Grendon Road.
The annual accounts were approved and signed off by the Chair and the
Clerk/RFO. Signatures were collated for the Business Current and
Reserve Accounts. All 13 Parish Councillors and the Clerk will be
signatories on the accounts, with any 2 Parish Councillors being
authorised to sign cheques and the Clerk being authorised to transfer
money between accounts and carry out all necessary administration. The
address for all correspondence to be changed to the Clerk's new address.
113/07 Police/Community Safety
PCSO Hurst attended to report that instances of anti social
behaviour in the village are reducing. He is continuing his survey of
concerns with local residents and will contact Stagecoach regarding the
speed of buses through the village. He also stated that anyone parking
on footpaths will be dealt with by the police, and any instances should
be reported to the local police along with a registration number for
the offending vehicle. Cllr Cahill commended the visible policing
policy, and he has received positive reports from residents on
Harrowick Lane. Supt Dean Smith also attended and spoke about policing
in Earls Barton and the Community Speed Watch project. It was agreed
that EBPC should precept for the cost of a handheld speedgun in next
years precept, and that the Clerk should contact the village magazines
to gauge support for the project. Cllr Cahill agreed to attend the
Safer Community Team meeting on 27 June. The Clerk advised that 16
crimes were reported in April 2007, and that distracation burglary has
been an issue in surrounding villages, so all residents should be
vigilant and report any suspicions to the police.
114/07 The Square Enhancement
Andrew Leighton of NCC attended to present a phased project for
consideration. It was agreed that the resurfacing of The Square,
upgrading the pedestrian crossing to pelican crossings and relocation
of the West Street school flashing sign should be the first phase of
the project. Future phases should include a roundabout at the junction
of Doddington Rd/Dowthorpe Hill, gated entrances to the village and a
20mph speed limit through the village. Andrew agreed to forward the
forms to apply for funding to the Clerk. He also advised that the
yellow lines outside Londis on Station Road were to be re-instated. He
also agreed to look into the problem on weeds growing in the gutter and
gulley cleansing and the cleaning of the sign opposite the school. The
Clerk will contact WBC planning officer regarding car sales businesses
impinging on the highway and surrounding residents/businesses in Earls
Barton.
Cllr Payne also reported that the school buses were re-arranging
their routes as a result of the bad parking in Station Road, and the
Clerk agreed to contact Barkers to arrange a meeting.
115/07 Youth Club
Cllr Cahill reported that the Youth Club Leader will be tendering
his resignation from December. Phil Houston of NAYC has agreed to
attend a Youth Club Management meeting to assist with advertising for a
new leader and assistance leader, and will also assist with rates of
pay. The PC will advertise for the positions in Evening Telegraph and
Chronicle & Echo job pages. It was also agreed that the Parish
Council would use some of the funds put by for the vacant position of
assistant leader to replace the net in the hall. The Youth Club
Management Comm will provide quotes. The Clerk will also obtain quotes
for marking out the Multi Games Court and replacing the basketball
nets, and Cllr Bond will arrange for the Youth Shelter to be repainted.
116/07 North Northants Joint Planning Unit - Consultation on Site Allocation Representations
As the site allocations were in addition to those already
recommended in the Core Spatial Strategy, Cllr Payne proposed that the
Parish Council object to them on mass. This was seconded by Cllr
Cahill and, following a vote, the motion was carried.
117/07 WBC - Draft Play Strategy
It was felt that, as the Play Strategy was aimed more at play areas
owned by the Borough Council, this would not effect Earls Barton and no
comment was required.
118/07 NALC Correspondence - update on Clerks Salary
As no agreement has been reached over the increase in Clerks
salary, Cllr Payne proposed that the Clerks salary be increased by 5%
and backdated to April 2007. This was seconded by Cllr Cahill and the
motion was carried unanimously. It was also agreed that the Registrar
salary also be increased by 5%.
119/07 WBC Correspondence
The Clerk advised that the Housing Strategy Consultation would be
held on 27 June during the day. Cllr Wright will try and attend. The
Clerk was asked to write to WBC and point out that the majority of
Parish Councillors have full time jobs and are, therefore, unable to
attend courses during the day. Could they consider holding courses in
the evening.
120/07 NCC Correspondence
The Transport Strategy for Growth Consultation is now available to
read on the County Council's website. The Highways Dept are holding an
open day at the Harborough Road depot, Brixworth. This will take place
11am to 3pm on Saturday 30 June. There will be information, stands and
competitions for children.
121/07 Methodist Church 200 year Anniversary
The Parish Councillors were invited to a service on 23 September to celebrate 200 years of Methodism in Earls Barton.

The Clerk will contact WBC regarding a residents letter concerning
a piece of overgrown land on Compton Way, to try and establish
ownership. The Clerk will contact NCC regarding the roads and
footpaths at the bottom of Dowthorpe Hill, grafitti on the back of the
library, bus stop marking on Doddington Rd. The Clerk will write to
the Co-op and a homeowner on Station Rd regarding overhanging trees.
Cllr Wirght informed the Council that he will be organising a litter
pick in September independent of the council, and will be looking for
volunteers to assist.
127/07 Cemetery Registers
It was agreed that the Registrar and Clerk should look into
building up a database of the Cemetery records. Cllr Cahill proposed
that the Registrar should be paid for any additional hours that this
will take. Cllr Payne seconded. Proposal carried.
128/07 Barrie Price Memorial Bench
Cllr Payne left the room for this item. Cllr Cahill reported that
Mr Price's family were disappointed that the Parish Council had decided
to turn down a request for a bench in his memory. As a compromise, Cllr
Cahill suggested that a bench be placed at The Grange, as Mr Price
played for Earls Barton. It was agreed that this was a matter for
discussion by Earls Barton Sports Association.

The Parish Council agreed to object to WP/07/0307 as it would set a
precedent for opening of takeaway establishments on a Sunday, and due
to it's proximity to residential properties. The Clerk was also asked

allowed to open on a Sunday when other's are prohibited, and that there
should be consistency. An objection was lodged and site viewing
requested on WP/07/0335, as per the previous application, due to the
proximity to the pedestrian crossing and the fact it will set a
precedent and worsen the parking situation where it is already dire.
An objection was lodged on WP/07/0342 due to the fact the height
appears to be 2 storey although the proposed plan is for a bungalow.
No comments were required on the other applications received.
131/07 Sports & Leisure Development
In view of the confidential nature of the business to be
transacted, in the public interest Cllrs Abbott and Mallard and the
public were temporarily excluded and were instructed to withdraw. It
was agreed that all confidential documents should be printed on pink
paper and the remaining councillors were reminded of their obligations
under section 4 of the Code of Conduct (Councillors must not disclose
information give to them in confidence by anyone or information
acquired by them which they believe, or ought reasonably be aware, is
of a confidential nature). Cllr Wright proposed the Sports Development
Committee be given delegated powers of spending of up to £2000 at a
time. This proposal was seconded by Cllr Cahill and was agreed. It
was reported that the next meeting with the landowners would take place
4 July. It was reported that Sursham Tomkins worked on the architects
brief for the Parish Council. Although this was voluntary, it was
agreed that, due to the amount of work put into the brief, a
compensatory sum of £2000 be paid to the company.

The Clerk advised that there had been a small positive response to
the Community Speedwatch advert placed in the village magazines. The
Clerk will contact ACRE for more information and begin the Speedwatch

up gulley cleansing with NCC. The Clerk reported that the litter bins
in Earls Barton will not be replaced as part of WBC upgrading programme
and will, therefore, have to be subject to Precepting or a grant
application for 2007/08.

137/07 Finance & Projects
The Clerk reported on the Internal Audit. The Internal Auditors
recommendations were discussed and will be taken on board. Updated
Financial Regulations were adopted by the Parish Council. New Standing
Orders will be drawn up for adoption in September 2007. Cheque number
2460 was retrospectively authorised for £186.55. The accounts for
2006/07 were signed off and will be forwarded to the Auditor by the
Clerk. The grant application has been received for The Square
Enhancement, and the Clerk will submit this to NCC.
138/07 Police/Community Safety
PCSO Paul Hirst attended. He advised that he is awaiting a reply
from Stagecoach regarding the speed of buses in EB. He advised that
complaint about youth nuisance in general are down although there is a
spate of grafitti, against which action is to be taken. He also stated
that the village carnival had been a success in policing terms. 16
crimes were reported in Earls Barton during June. Cllr Cahill reported
that youth nuisance and litter were among the concerns raised at the
Safer Communities meeting, with litter being dealt with first in Earls
Barton.
139/07 Revised Members Code of Conduct
Information regarding the new Code of Conduct was passed to all
Councillors, and will be adopted along with the new standing orders at
September's meeting.
140/07 Developing a Community Emergency Self Help Plan
This item is to be deferred to September's meeting when discussion
will take place to form a Emergency Planning group. The Clerk will
contact NCC and ask for details of their emergency plan for Earls
Barton.
141/07 WBC - Clean Neighbourhoods & Environment Act 2005 - Dog Control Orders
As all of our suggestions for the Dog Control Orders have been
taken on board, it was agreed that the Clerk contact WBC supporting the
proposed Dog Control Orders.
142/07 2007 Playground Inspection
The Clerk was asked to arrange for all Priority 1 works to be
carried out. ARD will be asked to explain some of the discrepancies
which have been picked up on the inspection report.

145/07 Extension of Licence to cover part of Car Park - Old Silver Band Club
A letter objecting to the Licence extension was received and
noted. As the matter has already been discussed and a decision made,
it was agreed that the Clerk write to the resident and suggest that any
anti social behaviour already being experienced should be reported to
the local police.
146/07 Highways
A letter suggesting that we withdraw a request to make the A4500
between Earls Barton and Wilby a 40mph zone was received. It was
agreed that, as there have already been a number of fatalities on the
stretch of road in recent years, the safety aspect outweighs the
environmental concerns and the request would stand. Reports of
overgrown foliage on Grendon Rd and Mears Ashby Rd, a large puddle on
the corner of Northampton Rd and Main Rd, the pothole outside 27 Manor
Rd and the knocked down bollard on the corner of Churchill Rd will all
be reported to Street Doctor by the Clerk. The Clerk reported that her
letter to Cllr Bob Seery, NCC, also addressed a serious fall suffered
by a resident of Earls Barton who was walking along High Street, and
who sustained some nasty injuries as a result of falling on an uneven
pavement, and questioned why the resurfacing work has not been carried
out at the bottom end of Dowthorpe Hill.

154/07 Finance & Projects
It was agreed that the Grounds Maintenance Committee would meet to
draw up a shortlist of new play equipment for the Recreation Field, and
the Infant School would then be asked to choose the final equipment
from this shortlist. Malc Garner is to refix the gate posts on the Rec
play area to try and solve the problems with the return mechanism on
the gate. The Clerk advised that the 2 memorial benches were now
situated in the play area, and the benches removed will be refurbished
and resited adjacent to Harrowick Lane. The Capital Grant application
to WBC was submitted by the Clerk.
155/07 Police/Community Safety
No crime figures were received and no representatives from the
local police were present. Cllr Cahill agreed to attend the next
Community Support Meeting on 21 September.
156/07 Revised Members Code of Conduct - New Standing Orders
Cllrs agreed to adopt the new Standing Orders and the Revised
Members Code of Conduct. A copy of the new standing orders were handed
out to all councillors.
157/07 Developing a Community Emergency Self Help Plan
This item was deferred to October as the Clerk is awaiting details of the NCC's plan.
158/07 Empowering County Councillors Scheme
Cllr Blackwell reported on the scheme which was piloted in the
Kettering area. Cllr Blackwell has been allocated £10000 which can be
spent within his constituent, which covers Earls Barton, Great
Doddington, Grendon, Easton Maudit and Bozeat. It is an annual scheme
and all information and applications for funds should be sent directly
to Cllr Blackwell.
159/07 2007 Play Ground Inspection
The clerk reported that ARD have carried out all Priority 1 works
on the Play Equipment in the Recreation Field. It was also agreed that
the majority of works on Priority 2 and 3, which amounted to a total of
£586.00, should be carried out. Cllr Bond will be asked to provide a
quote for a bin and Dave Shurville will be asked for a quote for a new
sign for the skate park.

161/07 NRHA - Affordable Housing for the Village of Earls Barton
As there is no cost to the Parish, it was agreed that NRHA be asked to carry out a housing needs survey.
162/07 Youth Club
Cllr Cahill reported that the Youth Club Leader would be leaving at
the end of December, along with the 2 current volunteers. It was
agreed that the Parish Council should advertise for a Leader and
Assistant Leader as soon as possible, with a negotiable salary. Mr
Buckley should firstly be offered a chance to stay on in the position
under a new salary package. NAYC have agreed to assist with
interviewing and CRB and reference checks. It was also agreed that the
Leader and Assistant Leader's salary should be reviewed annually.

It was agreed that the Clerk should carry out the 2007 Parish Survey on behalf of the PC.

The Clerk was notified of the Parish Forum dates for 2008. It was
also reported that WBC have agreed to look into holding more
presentations in the evening or at weekends so that Parish Cllrs who
work can attend. Details regarding the Validation of Planning
Applications were noted.

Changes to the X4 bus service were discussed, and the Clerk was
asked to write to NCC and determine whether these are temporary or
permanent changes. The next Bozeat & Earls Barton Liason Group

A request from a resident to refurbish the road sign in the centre
of the village was referred to NCC. NCC advised that Streeton
Way/Grange Close would be resurfaced in the next 6 months. The Clerk
was asked to write to NCC and ask whether this would be completed by
November as promised Cllr Blackwell and when the bottom end of
Dowthorpe Hill would be resurfaced. It was agreed that the Clerk
should complete the NCC/Atkins survey, and the Clerk was also asked to
forward a strongly worded letter to Cllr Bob Seery, Cabinet Member for
Roads and Transport, as the PC are unhappy with the previous response
given and that certain urgent items that were promised to be fixed
within 28 days have still not been dealt with. They will also be asked
to resurface and repaint the library car park and school driveway, and
WBC will be asked why street names are now being abbreviated on new
signs.

has looked into the problem of car sales on the Highways in Earls
Barton, but can find no evidence. Cllr Wright suggested that, as the
cars that are advertised for sale in the local press are parked on the
highway, the planning dept be asked to write to the offender and
explain why they should not be trading on the public highway.

177/07 Finance & Projects
Grounds Maintenace Committee meeting to be held Monday 15 October
at the Youth Club. It was agreed that a quote for £1680.00 to replace
the fence around the Cemetery Lodge be accepted and paid from the
contingency fund.
178/07 Police/Community Safety
PCSO Paul Hurst attended and advised that the new priorities for
Earls Barton have been identified as Youth Nuisance in the Recreation
Field and Churchyard. CCTV may be a possibility for the church, and
this recommendation is backed by the local police. Details of
dangerously parked cars can still be passed to PCSO Hurst. 23 crimes
were reported in August 2007.
179/07 Developing a Community Emergency Self Help Plan
Due to a lack of response from NCC, this matter will be deferred
until further notice. The lack of communication will be addressed
through the next WBC Parish Forum.
180/07 Ecton Estates - Earls Barton Spinney Quarry Environmental Statement
Details were passed to the Cllrs for response to the Clerk by
Monday 15 October. It was agreed that comments would include a request
for inclusion of a Section 106 agreement for sporting needs, and a
request that unsubstantiated rumours of the burial of cattle suffering
from anthrax under the land, after the 2nd world war, be looked into.
181/07 Youth Club
Approx 8 applications have been received by the Clerk for the
positions of Youth Club Leader and Assistant Leader. It was agreed
that Cllr Cahill try to organise a meeting with the Youth Club
Management Committee on Monday 15 October, to go through the
applications and draw up an interview short list.
182/07 NALC Correspondence
The Clerk advised that the NALC AGM would take place Wednesday 17
October, and asked if anyone would like to stand for the County
Committee. No volunteers were forthcoming.
183/07 WBC Correspondence
Cllr Morrall was asked to look into a letter suggesting that no
Borough Council wreath will be provided this year for the Remembrance
Day parade. The Clerk confirmed that the Parish Council's wreath is on
order direct from the RBL. As no-one is available to attend the
Climate Friendly Communities Workshop, the Clerk will write to WBC
requesting copies of handouts.
184/07 NCC Correspondence
The Clerk reported that the Bozeat and Earls Barton Local Liason
Group met on 1 October. The Clerk will write to NCC and ask why
invitations to the event are no longer forwarded directly to Cllr
Perkins.
185/07 Christmas Tree Festival
It was agreed that EBPC should take part in the festival. Cllr

186/07 All Saints Playscheme
A letter of thanks was received for the grant of £500.00.
187/07 Remembrance Sunday and Village Firework Display
The Marroons will be set off at 11am on Sunday 11 November 2007.
The firework display will take place on Saturday 3 November.
Volunteers are welcome for both building the bonfire on Saturday
morning and helping with marshalling the event in the evening. Anyone

196/07 Finance & Projects
The Clerk confirmed that the Grounds Maintenance had drawn up a
short list of 3 climbing frames to replace the small play house in the
Rec Play Area, and these had been passed to the Infant School for the
children to make the final decision. A replacement see-saw had also
been chosen. The Clerk read out the Conclusion of Audit. All of the
recommendations were noted and will be adhered to. The final audit was
agreed and signed off.
197/07 Police/Community Safety
PCSO Paul Hurst attended and reported that Youth Nuisance is being
tackled on The Square and the Recreation Field. Some trouble flared on
Halloween but the police managed to contain the groups on The Square
for better control. An ASBO referral has been made relating to a youth
from Earls Barton. PCSO Hurst will again look at parking issues around
the village. It was advised that 18 crimes were reported in Earls
Barton during September.
198/07 Affordable Housing in Earls Barton
Natalie Westland of Northants ACRE attended to report on the
procedure for securing affordable housing in Earls Barton. The first
step is to carry out a housing needs survey, and Natalie agreed to
contact Barton Today for help in distributing this to every house in
the village. Once the results of the housing needs survey have been
analysed, NRHA and Northants ACRE will make arrangements for a
walkabout to identify whether there are any possible sites, before the
process can continue.
199/07 Findings of Litter Pick
Cllr Wright reported on his finding from the litter pick. The
Parish Council agreed to sponsor an annual poster campaign, and agreed
that an annual litter pick would be a good idea. Although it is not
possible to replace and install new bins at present, it will be
considered either in Precept or as part of next years Capital Grant
programme. The Clerk agreed to write to WBC requesting amendments to
the current timetable for emptying Earls Barton's bins and carrying out
a litter pick. The Clerk will also write to businesses in the village
to ask whether they would like to sponsor a bin or help with collecting
litter. Cllr Verden thanked Cllr Wright for the work he has put into
this subject.

203/07 Christmas Tree Festival 2007
It was agreed that the title for the tree should be "A Council's
Christmas" and that the theme should reflect the services carried out
by the Parish Council.
204/07 NALC Correspondence
The Clerk advised that an agreement had been reached regarding
Parish Clerk's salary, and that she holds details of the new Salary
Scales.
205/07 WBC Correspondence
The Clerk will complete the Sports & Recreation survey for
WBC. The next Parish Forum will take place on 21 November. WBC
advised that the green bins in the Cemetery will be replaced by brown
ones, and the Clerk was asked to write to establish whether larger bins
are available. WBC confirmed that the land adj to 46 Compton Way is
not owned by them.
206/07 NCC Correspondence
The Clerk advised that she is to apply for a grant from the
Empowering Councillors scheme for the Sports & Leisure Development
Project. Information regarding the Pocket Park was passed to Cllr
Page. Strategic Funding Programme information was passed to Cllr
Cahill for the Youth Club. Cllr Blackwell reported that he has spoken
direct to Atkins and the zebra crossings in the village centre, the
resurfacing of Streeton Way and the clearing of the footpath on the
A4500 between the Earls Barton turns is on a current programme of works
to be carried out. The resurfacing of the bottom of Dowthorpe Hill is
on a future programme of works. The Clerk was asked to send a strongly
worded letter to Cllr Seery regarding the lack of works carried out
following our meeting with him, and the lack of responce to our
previous correspondence.
207/07 Treeworks
A letter was received regarding the size of the trees on the
Recreation Field, alongside White Way and Berry Close. The Clerk will
consult the treework contractors to assess whether it is possible to
pollard the trees, and will ask the Borough Council to carry out a
survey on all of the Parish Council's trees. The Clerk will also
ascertain whether there is a Tree Preservation Order on the Lime trees
by the Memorial Garden in the Cemetery.

The Cllrs present confirmed that they did not require any changes
to the housing needs survey which will be distributed in January. The
new Leader and Assistant Leader of the Youth Club have been appointed.
The Clerk advised that WBC have been contacted for assistance with a
tree survey. It is believed that litter picks are now being carried
out in the village on Mondays. A vote of thanks was given to Perkins
Electrical for donating a tree for the Tree Festival, and to the Clerk
for decorating the tree. Cllr Verden advised that a young footballer
spoke at the recent WBC Communities Committee in favour of acquiring a
permanent home for sport in Earls Barton. It was agreed that Lee be
invited to January's meeting where he will be presented with an award
for his dedication to the cause.

215/07 Finance & Projects
The Clerk advised that a selection of children from Year 1 at Earls
Barton Infant School had chosen a new climbing frame (The Mammoth) from
the short list drawn up by the Grounds Maintenance Committee. The 1/2
year Bank Reconciliation was presented by the Clerk and was approved by
the Parish Council. The Clerk was asked to write to WBC as no
confirmation has yet been received for this year's Capital Grant
application, and the money may need to be carried over into the next
financial year due to these delays.
216/07 Police/Community Safety
Cllr Verden advised that 21 crimes were reported in November (140
reported year to date). PCSO Paul Hirst confirmed that Anti Social
Behaviour in the Recreation Field and Churchyard is still being
targetted. There has also been a spate of vehicle damage on Dowthorpe
Hill, and anyone who has experienced this should contact the local
police. The next panel meeting to review the priorities will take
place on Monday 17 December with Cllr Cahill attending. The Clerk was
asked to send a letter to the local police expressing how pleased the
Parish Council is with the falling crime figures and with the continued
police presence in Earls Barton.
217/07 Litter Bins, Bus Shelters and Vandalised Lamp Repairs
The police have suggested 2 new bins are required in the Recreation
Field. It was agreed that the replacement of existing bins and any new
bins required should be the subject of next years Capital Grant
application. It was agreed that repairs to the Wellingborough Road bus
shelter should be actioned at a cost of £717.00, but no repairs should
be carried out on the Northampton Road shelter, and a new shelter
should be precepted for next financial year. A quote for £688.00 was
received to replace the vandalised lamp in the Recreation Field. The
Clerk was asked to contact the insurers in order to make a claim for
this.
218/07 NALC Correspondence
It was noted that NALC have now changed their name to NCALC (Northamptonshire County Association of Local Councils).
219/07 WBC Correspondence
The Mayors Civic Ball will be held on 15 February 2008.
Confirmation was received of the road closure order for the Carol
Concert on Christmas Eve.
220/07 NCC Correspondence
The Grass Mowing 2008 - 136 agreement was agreed and signed. A
letter was received from Cllr Blackwell confirming that £4000 for the
Sports & Leisure Development Project has been recommended for the
Empowering Councillors Scheme. Andrew Coleman advised that a copy of
the Clerk's letter regarding the X4 route has been sent to Stagecoach
for response.
221/07 Highways
An email regarding youth nuisance in the alley from Station Road to
Blackwell Close will be referred to the local police, and the housing
association will be advised to contact NCC regarding lighting for the
alley. It was agreed that the Probation Service be permitted to place
a plaque on the verge by the daffodils they have recently planted. The
Clerk will look into reports of springs appearing on Sheffield Way.
The Clerk hold information from DEFRA on "Ways to tackle Climate
Change". The issue of parking in Harrowick Lane and the village centre
will be placed on the agenda for January's meeting.
