Minutes of Meeting held at St Johns Ambulance HQ 13 December 2004
Present: Cllrs G Blackwell, M Cahill, Mrs Hadman, R Page, Ms Payne, M Perkins, M Streeton, P Wright. Apologies were received from Cllr P Verden, Mrs Abbott and Mrs Mallard. As the Chair was absent and Vice Chair was held up, Cllr Wright was nominated to chair the meeting.
232/04 Andrew Leighton – NCC Stopping up of Highway Land, 21 Dowthorpe End
Mr Leighton attended to discuss the stopping up of highway land at 21 Dowthorpe End. Mr Leighton was asked to provide a health and safety audit for the site, before the Parish Council makes it’s final decision.
233/04 Public Time
Mr Sanders attended to express his concern over illegal parking around the village. The Clerk will write to Supt Andy Dixon, and invite him to January 2005 meeting to discuss.

234/04 Matters Arising
Cllr Blackwell reported that the Vehicle Actuated Sign to be erected on Doddington Road will now be placed on the opposite side of the road, to avoid visibility problems for those leaving Elderton’s farm. Cllrs Blackwell, Payne and Perkins reported on the Minerals Plan meeting at Billing Mill. EBUFC have also sent in an objection to the plan. It was agreed that the Library be asked to hold a copy of the minutes for public viewing.

236/04 Finance & Projects
The precept should be set and returned to WBC by 31 January 2005 . A meeting of the Finance Committee to be organised. Also, Grounds Maintenance committee to meet and discuss applications for tender. Clerk advised that the cost of increasing the Fidelity Guarantee to £150,000 would be £240 per year, and to insure the safety surfaces for £22,000 would cost approximately £270.60 plus insurance premium tax. It was agreed that the Clerk should write to the insurers and obtain a quote for increasing the fidelity guarantee to £100,000, and also obtain a valuation on the war memorial before any decision is reached.
237/04 Police/Community Safety
As yet, still no reply from Area Commander. Clerk to send letter inviting Area Commander to next meeting, with copy to Chief Constable.
238/04 Earls Barton Sports & Leisure Development Group
A meeting is to be held with WBC on 14 December 2004 , to discuss progress on potential alternative sites. Cllr Blackwell has written to NCC regarding the opportunity to obtain a 106 agreement for sports/leisure facilities, linked to the Local Draft Mineral Plan, to support the Sports Development Group. It was agreed that EBPC send a letter supporting this request. EBUFC wrote to PC requesting a grant to assist with an exchange visit next year. It was agreed that the PC will donate £250.00. It was also suggested that the procedure for applying for grants or donations be discussed at the next meeting. The clerk will contact WBC and Hanson, regarding the issue of trees and the cesspit at Pioneer, and will provide a copy of the maintenance spec to EBUFC, for inspection.
239/04 Resignation of Cllrs J Bond and R Cotter
Letter of thanks will be forwarded to the councellors, and WBC advised of the vacancies. Cllr Payne will take over inspections of the Pioneer.
240/04 Changes to MK and South Midlands Sub-Regional Strategy Consultation
It was agreed that the PC would re-iterate it’s stance that there should be no development which would cause the joining of Wellingborough/Earls Barton/Northampton.

It was agreed that the PC should express there preference for the station to be based at the water tower, whilst reserving their right to make formal comment at the planning stage.

244/04 NCC – Urban Highway Mowing 2005 – 136 Agreements
Information regarding changes to the Urban Highway Mowing will be passed to the Grounds Maintenance Committee, to adjust the maintenance specs.

There is no change on the PC stance regarding the event. At present, no permission is being granted by the landowner for overnight stays at Pioneer.

A letter of objection to be sent regarding WP/04/0777/O as the development is out of character with surroundings and overlooks surrounding properties, and a site viewing to be requested. No further comments were required on the applications received

213/04 Finance & Projects
A summary of account to 30/9/2004 was presented to the council, including a summary of the incoming and outgoings to that date. Clerk is still awaiting information regarding the cost of increasing the fidelity guarantee and insuring the safety surfaces. It was agreed that a meeting of the Finance Committee be organised once information regarding 2005/06 precept was received from WBC. The Grounds Maintenance committee are to meet to arrange the applications for tender for the coming year. The Clerk will contact WBC to enquire on the price for an up to date tree survey.
214/04 Police/Community Safety
No reply has been received from the Area Commander regarding the police house and office in Earls Barton, or regarding the lack of crime figures provided. It was agreed that the Clerk should write again to express the Parish Council’s dis-satisfaction at the lack of co-operation from the police.
215/04 Earls Barton Sports & Leisure Development Group
Contact is ongoing between WBC and landowners, with the hope of securing an alternative site for the Sports Development. A meeting between the Parish Council Sports & Leisure Committee and EBUFC is to be arranged for 15 or 24 November 2004 .

Details of the Christmas Eve Carol Service to be submitted.
217/04 NCC – Northants Local Mineral Plan
Cllr Blackwell reported on the second deposit. A joint meeting between a number of Parish Councils will be held on 11 November 2004 , with the intention of making a joint representation to the consultation. It was unanimously agreed that EBPC also make a separate representation, objecting to the plans based on the sheer size of the proposal, and in particular the proposals for the north of the A45, opposite Pioneer and further down Grendon Road . It would also be pointed out that Earls Barton has been subjected to massive amounts of mineral extraction of approximately 60 years, and no contribution has been made to the community by the companies involved.

222/04 Christmas Eve Firework Display
A letter was received from a resident concerned over the firework display following the Christmas Eve Carol Service. It was decided that the Clerk would reply advising that the display has been very popular over the last 20 years, is held at very little cost to the Parish Council and has never been the cause of complaint before.

226/04 Junior School Cycle Rack
In reply to a letter from the Clerk, NCC advise that the Junior School are dealing with the issue of subsidence on a wall at the school. The cycle rack will be installed once this has been dealt with.

The NLAF made an appeal for volunteers to join their group. The Clerk will request an information pack
228/04 Affordable Housing
The housing development off Broad Street is expected to be complete January/February 2005. The Parish Council agreed to be involved on a consultation basis, when NRHA consider applicants. A representative of Affordable Housing Co Ltd will also be invited to January’s meeting, to discuss his companies proposals for affordable housing in the village.
229/04 The Kinky Boot Factory
Filming on the feature film “The Kinky Boot Factory” will take place in Earls Barton on 27 November 2004 . The Parish Council has granted permission for a “grave” to be dug on the edge of the recreation field, for use in the film. The film company will ensure that the land is made good following completion. A donation of £500 will be made to the Parish Council.
230/04 Highways
NCC have advised that Churchill Road is to be resurfaced during November 2004, meaning that the road will be closed for approximately 2 weeks. The 30mph limit is to be extended to just before Glebe Farm on the way into Earls Barton on Doddington Road . A flashing “Slow Down” sign will also be installed. The Clerk will contact NCC regarding the Elizabeth Way and Grendon Road road signs. PC Leonard will be contacted regarding parking around the school. The owner of the willow tree by the vicarage on High Street will be written to, asking for the tree to be trimmed.
206/04 Planning
No site meeting has yet been arranged for WP/04/0704/F – land adj to Streeton Way . The Clerk will write to WBC regarding WP/04/0749/F – 32 Northampton Road , to enquire whether to adjacent right of way will be effected by the work. No further comments were required on the applications received

Regarding the stopping up of Highway Land , a risk assessment is being carried out relating to the request from 36 Dowthorpe End. No decision will be made until that is received. Andrew Leighton of NCC to be invited to the next meeting to discuss stopping up at 21 Dowthorpe End. Cllr Cahill reported that the cyclists now meet at White’s Farm, Clay Lane . Clerk to contact WBC regarding update on public toilets. The Planning Enforcement Officer WBC replied. No further action to be taken regarding Aggate Way . Jackson Grundy sign to be investigated further. Parking issues must be referred to Highway authority.

The recommendations made by the internal auditor were noted and action will be taken to update the administration of the PC. The Clerk will contact the insurers to investigate the cost of increasing the fidelity guarantee to £150,000. The Clerk will also contact John Wight regarding insurance forthe War Memorial and safety surface. Brian Hayward of NCC wrote to advise that a 10mph speed limit for Harrowick Lane and West Way is not possible. Clerk to write and express the council’s concern that this will not be considered. Also ask for one way signs to prevent cars driving the wrong way.
182/04 Police/Community Safety
No crime figures to report. Clerk to write to Area Commander regarding lack of information on crimes reported and expressing concern over reports that the Earls Barton Police Office could be sold. Clerk to write to PC Peter Griffin, wishing him well for his retirement.
183/04 Earls Barton Sports & Leisure Development Group
WBC writing to landowners to establish possibility of acquiring an alternative site. Development Group were granted permission to set up a stall at the firework display. Cllr Wright to be asked to arrange a meeting between the Sports & Leisure committee and the football club. Clerk to arrange strimming of nettles at Pioneer, and ask WBC for advise on spraying. Rabbit control is ongoing.

It was decided that the PC would not enter a tree at the festival

The Clerk was asked to reply to the consultation, pointing out the concerns of the PC, including the village centre, the speed limit on the road between Earls Barton and Great Doddington and Harrowick Lane , the increase in traffic on the road between Earls Barton and Great Doddington during the rush hour, and the upgrade to the Wilby Way roundabout. Also letter to Highways Agency/Carillion-URS regarding the same.

Clerk to request a site meeting relating to WP/04/0704/F – application for 2 storey dwelling, land adj to 28 Streeton Way for Mr Price. Response received regarding WP/04/0490/F – no objections were received. No further comments were required on the applications received.

147/04 Rachel Abbott – ACRE Community Speedwatch
Apologies were received from Ms Abbott who was unable to attend. She advised the clerk that, in order for Speedwatch to work, at least 10 volunteers would be required to man the speed radars, and the support of at least 20% of the village. It was agreed that an advertisement be placed in the Tower, and the schools be approached for support.

A letter will be sent separately, supporting local residents request for the speed limit to be reduced on Harrowick Lane and West Way . WBC should be in a position to advise on funding for public toilets by next meeting. Advise on parking bays for Hornby Road/The Pyghtle sought from NCC.
152/04 Police/Community Safety
No crime figures to report. Letter to Area Commander regarding lack of information on crimes reported. No funding available for door chains. Clerk in possession of Crime Prevention packs for residents.
153/04 Earls Barton Sports & Leisure Development Group
WBC still looking into ownership of alternative sites identified for possible sporting facilities. Fundraising Cricket Match held, raising approximately £500.00. Next meeting to be held Thursday 23 September.
154/04 Parish Forum
No agenda items were put forward for the Parish Forum to be held on Wednesday 20 October 2004 .
155/04 Unsung Hero Award Nominations
Nominations will be requested over the next couple of months by the Police Authority. An advertisement will be placed in the Tower, asking for suggestions from residents.
156/04 Rembrance Day
It was agreed that the Public Address System be made available for the Remembrance Day Service. Due to the absence of the Chair, the Parish Council’s wreath will be laid by Cllr Cahill and the Borough Council’s wreath will be laid by Cllr Blackwell. A ramp will be constructed to the War Memorial. The maroons will be fired at 11am , 11 November.
157/04 Changes to EBPC meeting format
On the suggestion of the Clerk, it was unanimously agreed that future meetings will include agenda items for “Declarations of Interest” by Councillors, and “Public Time”. “Public Time” will be held at the start of the meeting for 10 minutes, and will give members of the public an opportunity to comment on items to be discussed during the meeting.
158/04 Sywell Aerodrome – Planning Application for runway
Members unanimously agreed to waive Standing Order 7, in order to discuss this application again. Letter of opposition were read out and noted. However, the members unanimously agreed to adhere by the previous meetings decision - no objection.

The accounts for the year have been signed off by the Chairman. The application for Capital Grant needs to be made by end of July 2004. 1 st choice for grant funding would be work required on the play area in the rec to bring it up to DDA standards. Cllrs Verden and Payne met with Bob Entwhistle of WBC, who has suggested that the request for public toilets may be considered as a special case. A letter is to be sent separately regarding this. It was agreed that the quote by ARD for the work to the play equipment be accepted.

No crime figures to report. A letter to be sent to WBC to enquire on the possibility of funding for door chains for the elderly.
134/04 Earls Barton Sports & Leisure Development Group
A meeting will be held with WBC on Tuesday 13 July. Next meeting of the group 22 July. No further progress at present. Alternative sites being looked at but Grange still preferred option of group. Celebrity Cricket Match re-arranged to 5 September 2004 .
135/04 Brian Hayward – Report on Road Issues
Brian Hayward, Acting Area Manager (Wellingborough) for NCC/Atkins attended to discuss various issues. The site of the recent accident on Doddington Road is to be given new SLOW markings on the road. A request for the whole stretch of road to be reduced to a maximum speed limit of 40 mph will be made to the relevant authority at their next meeting. Although all suggestions regarding the Square have been refused in the past, there may be a possibility of installing a raised area in the centre of the village and imposing a 20mph speed limit. A scheme will be agreed by the PC to be considered by the “Minor Works Programme”. Rachel Abbott of ACRE Speedwatch to be invited to the next meeting.

137/04 Street Lamps on Recreation Field
A letter from ABB was received reporting that repairs to the vandalised street lamp in the recreation field will cost £406.49 plus VAT. It was agreed that this amount would be paid as the work is necessary.

No objections were made to either the relocation of the bus stop on Doddington Road , or the site of the new Zebra Crossing.

Cllr Perkins or Page to advise Clerk of exact location of spring in Station Road , so that Environment Agency can be asked about the possibility of diverting it into a drain.

No crime figures to report. The graffiti around the village will be removed from all property owned by the Parish Council, however, that on other areas will need to be dealt with by the owner. Cllr Payne will attend a meeting to be held at the site of the recent crash on Doddington Road. No problems could be forseen for moving the bus stop on Doddington Road to make way for the pedestrian crossing. Bangers racing on Industrial Estate to be reported to PC Leonard.
111/04 Earls Barton Sports & Leisure Development Group
WBC have identified some alternative sites for consideration for the sports ground. They will be contacting the landowners of these sites. EBSA are in negotiation with KFAT regarding the possibility of extending the lease on the current field. A celebrity cricket match and auction is being arranged, as well as EBUFC organising a ball at Hangar 1, Sywell in October. Rabbit control at Pioneer continuing.
112/04 Grange Mowing
It was agreed that EBSA obtain quotes for the mowing of the Grange, to be passed to the Parish Council before November, for consideration in next years budget.

A letter of congratulation is to be sent to Jarrad Sinfield, who has recently been appointed to the National Youth Parliament.

A request for feedback on the service Atkins/NCC provides was received. It was agreed that the “Clarence” reporting service works well however, the work carried out is not always to standard. Meetings with representatives are to be requested for evenings.

116/04 Events Committee Report
Everything is in place and arranged for the Carnival. The Pig Roast has been moved to the 3 rd Saturday in July. Permission is to be sought from Hanson to use the Pioneer for the Firework display on 6 November. Cllrs Verden and Page will then need to take part in a training course for the display.
117/04 Highways Agency Report
A note of works to be considered for the A45 was received. Consideration will be given to improvements to the Wilby Way roundabout, with a decision on the works to be carried out being made in 2004/05.
118/04 Report on Barkers Meeting
A very positive and productive meeting. The retail development is not a priority and work is not expected to commence in the near future. Barkers will keep the areas on the boundary of the factory tidy. It was agreed that the meeting be held annually.

83/04 Police & Community Safety
Police Sergeant John Wright attended to brief the Parish Council on the crime figures for the year 1/4/03 to 31/3/04. 592 crimes were reported for the Earls Barton area beat (also covers Ecton, Mears Ashby, Great Doddington, Wilby and parts of Sywell). This was an increase from 563 on the previous year. Offences of violence, Burglary (dwelling) and criminal damage to property have all decreased. Reports of auto crime and burglary (other) have increased. The Chief Supt supports the need for more officers on the rural beats. Distraction burglarys and auto crime in the rural community are being targeted by the police. PC Leonard is now based at the Police Office in Attley Way, Irthlingborough, where he receives a greater level of support. Any enquiries or non urgent incidents should be directed to 01604 700700. The Chairman expressed his thanks to PS Wright and PC Leonard for attending the meeting.

Cllr Verden reported on a meeting held between David Haynes of WBC, the complainant and himself at the Recreation Field. It was felt that, as the complaints relate to youths using the facility late at night last summer, the situation would be monitored by the Parish Council before any decisions were made regarding action to be taken. The complainant has been advised to inform PC Leonard of any problems involving skaters or cars. All parties will be advised in writing.

It was agreed that the Parish Council arrange for any vacant plots to sprayed, to prevent them becoming overgrown. The Grounds Maintenance Committee will arrange a site meeting.
94/04 NCC – Feedback on Meeting held with Susan Mills
The only option suggested by NCC for the Square was for markings to be painted on the road to attempt to slow traffic. If was felt that this response fell far short of the “options with costings” promised by Susan Mills at the meeting. It was agreed that a further meeting be arranged with Susan Mill’s replacement to discuss our requirements in greater detail. The No Entry signs have now been installed on the exit of the Little Green Car Park.

Work is underway to alleviate the moles in the cemetery. Traps are laid and already some success. Cllr Payne looked into the Supplementary Planning Guidance on Planning Obligations and Education Facilities, and it was agreed that recommendation be made to the consultation draft that planning guidance and obligations should be geared towards affordable houses and social houses for rent, and for community and educational facilities. With regards to the A43/A45 Route Management Strategy Public Consultation, it was agreed that NCC be asked to provide an up to date report and timetable for any changes scheduled for the A45.

David Jeyes is to organise a sponsored cycle ride to Wales to raise funds for the project. A Feasibility Study is to be carried out on the land at The Grange, once appropriate permission has been acquired. A letter was received from Northamptonshire Museum advising that Hanson are no longer releasing land to them for the Museum of Rural Life , due to operational reasons. Cllrs Cahill and Verden are to arrange a meeting with the manager of the Earls Barton depot, regarding the trees which have shed branches onto the land, causing a Health and Safety issue.

A complaint was reported regarding a dog owner allowing his pets to mess on the Recreation Field, without clearing it up. It was agreed that WBC be asked to advise the Dog Warden. It was also agreed that a letter of apology be sent to a resident, who was previously reported to the Parish Council for dumping dog mess in an alleyway.

Details of changes to the bus timetable were received from NCC. A letter regarding commercial vehicles parked on Station Road would be referred to the Area Highways Manager at NCC. A letter asking for support to the Harrowdens regarding the Isham bypass was noted. A letter will be sent to WBC and NCC to ascertain the ownership of the copse on the corner of Elizabeth Way and Manor Road . White Lines will be requested to prevent parking over the path onto the rec from Harrowick Lane . A bollard will be requested to prêvent parking over the path by the Youth Club car park. Also, report the bollard missing outside the Baptist Chapel, the white lines which are faded on the steps down to the Post Office, the mess on Park Lane and chase up the No Entry signs for the Little Green Car Park.

37/04 Police/Community Safety
PC Leonard attended. During February 15 crimes were reported with 4 being detected. The majority of these are vehicle crimes, and PC Leonard advised that belonging should not be left in vehicles. PC Leonard is now based in Irthlingborough, although the Earls Barton Police Office is still used, although not permanently manned. Earls Barton Partnership won third prize in their category at the Northants Police Authority Unsung Heroes awards.

39/04 Matters Arising
A site meeting was held with Susan Mills of NCC/Atkins to discuss traffic issues in Earls Barton. She will report in writing to the Parish Council regarding road safety issues including the positioning of the speed boards and pedestrian crossing on The Square, and the Little Green car park. Also looking into the road layout on The Square, and what improvements are possible. It was agreed that a letter be sent to NCC/Atkins asking for the speed limits to be reviewed on the A4500, from the dual carriageway to the current speed restriction signs close to the cemetery gate, and on the road from Earls Barton to Doddington, and for the junction of the A4500 and Wellingborough Road to be improved for safety reasons. M White has agreed in principle for the cubs and football club to hold their camp in one of his fields. Details will be passed to the relevant organisers. The issue of moles in the cemetery is being looked into.

41/04 Finance & Projects – Audit 2002/03
Following recommendation by the Finance Committee, it was agreed that all of the points made by the auditor be taken on board. Action has been taken to make sure that provision is in place for risk assessment, fidelity guarantee and expenditure powers. Regulations will be updated to reflect the introduction of the Accounts and Audit Regulaitons 2003. It was agreed that the audit be signed off and the Notice of Conclusion of Audit be placed in the village notice board. It was also agreed that a notice be placed in the Tower inviting village organisations to contact the Parish Council if they would like to be considered for a capital grant from WBC.
42/04 Ground Maintenance – Tender Application
It was agreed that, as only two applications had been received for treeworks, a third quote should be obtained. Once received a meeting will be held of the Ground Maintenance committee to look at the quote and decide which applicants are successful. It was agreed that Park Landscapes be asked to carry out the removal of the Cherry Trees around the War Memorial, and that CJ Fencing be asked to replace sections of the fence at the allotments at the top of Wellingborough Road .
43/04 Sports & Leisure Development Group
A meeting was held between members of the Parish Council, WBC, NCC and EBSA to discuss access to The Grange, and it was felt that the meeting was very positive. A number of fundraising events are being organised. Hanson have advised that the driveway to the Pioneer is the responsibility of the Parish Council, and it was agreed that arrangements should be made to deal with the surface urgently.

26/04 Police/Community Safety
In January 2004, 16 crimes were reported. Of these 2 are no longer outstanding. The police advised that boundary changes are underway to extend the Eastern District (which includes Earls Barton). PC Lennard will be invited to attend EBPC meetings as often as possible, in order to liaise with the council over any issues of concern. Cllr Verden will try to attend the Unsung Heroes Awards presentation.
27/04 Finance & Projects
A finance committee meeting will be held to discuss the findings of the auditor relating to 2002/03 accounts, and will report back at the next full council meeting. It was agreed that the Clerk should attend an upcoming finance course.
28/04 Grounds Maintenance Committee Report
All invitations to apply for tenders have now been sent out. Closing date is 29 February 2004 , after which the Grounds Maintenance Committee will discuss and present recommendations to the full Parish Council. A quote will be obtained to ascertain the cost of removing the cherry trees and re-paving around the war memorial. Works required to the play area on the rec for the forthcoming Disability Discrimination Act include fencing the area and providing more paths. The costs will be looked into and possibly will form part of an application for Capital Grants.
29/04 Sports Development Group
A meeting has been held with officers of WBC. The issue of access in to the Grange is a major issue. Deadlines have been set for completing all of the searches/valuations etc, which WBC is dealing with. It is hoped that, by setting deadlines, the case for a CPO can be presented to WBC in October 2004. The Church Commissioners have stated that they do not wish to sell the Church Field, and the Sports Development Group will be contacting them regarding the possibility of a long lease. Hanson has advised that the lease on the Pioneer does not permit overnight camping. The organisers of the Barton Blues Convention, the scouts and EBUFC are to be notified.
30/04 Parish Forum
WBC has requested feedback on is proposal to include a degree of match funding for future Capital Grant requests. It was felt that insufficient information is available at this time to enable the Parish Council to view their concerns.
31/04 The Boot – Renewal of Entertainment Licence
As no written complaints regarding problems at The Boot have been received by the Parish Council, no objection will be made.
32/04 Road Safety
A letter was received via Paul Stinchcombe, from a resident who is concerned over various road safety issues within Earls Barton. Many of the changes proposed have been discussed by the Parish Council in the past, and requests have been made to NCC which have been rejected. It was agreed that a site meeting be organised with Susan Mills of NCC to discuss issues of road safety.
33/04 Allotments
An allotment holder has written to the parish council outlining some concerns. The Grounds Maintenance Committee are to hold a site meeting to investigate.
34/04 Churches Together – Open Air Service
Churches Together has requested use of the rec to hold an open air service on Sunday 20 June 2004 . This was agreed.
35/04 Highways
The water flowing down Station Road is causing a hazard on the corner of Dowthorpe Hill during the freezing weather. Another concrete post is required by the barrier at the bottom of Station Road , to stop motorcycles getting through. There is a broken street lamp on Churchill Road . The village name sign on Wellingborough Road is obscured by long grass and weeds.

01/04 Parish Plan
A talk was given by Steve Lytton of the Improving Finedon Campaign, on his experiences of producing a parish plan. It was agreed that the Parish Council must be committed to the parish plan and be willing to consider any issues that it raises in order for the project to succeed. Despite advertising for volunteers from the community to work on the project, the response has been disappointing. It was agreed that the chair, vice-chair and clerk produce a letter to be sent to all of the various club and groups in the village.

05/04 Finance & Projects
The Precept for 2004/05 was received. It was resolved that the Parish Council set a precept for 2004/05 of £47.69 band D equivalent, thus making no increase in the parish part of the Council Tax. WBC has agreed a grant of £11,000 for work on the Youth Club Car Park.
06/04 Police/Community Safety
Cllr Cahill reported that in December, 24 incidents were reported of which 8 were cleared up. It should be noted that these figures are a guideline only as some crimes are not regarded as cleared up until dealt with by the courts. The Parish Council asked Cllr Cahill to again approach PC Leonard to ask him if he would be willing to attend meetings on a regular basis. The next Community Safety Forum will take place at St Andrews Church Hall, Kingsway, on 19 January 2004 .
07/04 Co-opting on of new member of Parish Council
Applications were received for the vacancy from Nick Chapman and Lucy Payne. Following a vote, Lucy Payne was selected as the new Parish Councillor.
08/04 Sports & Leisure Development Group
Cllr Blackwell reported that almost £2000.00 was raised towards the project by the EBSA Christmas draw, and the PC would like to thank them for their efforts. Funding for the feasibility study at The Grange has been agreed by WBC. Leaflets have been distributed, but the service received was disappointing, with many residents not receiving them. It was agreed that any press releases should be agreed by the Parish Council, if they purport to be from a member of the Parish Council. Minutes of the Development Group meetings will be distributed to all Parish Councillors. Cllr Cahill reported on a meeting held with EBUFC. A number of issues are still of concern at the Pioneer and the clerk is to check on progress and write to Anne Cleaver direct. A balance sheet from the football club will also be requested. It was agreed that, subject to the youth club agreeing to provide changing facilities, the junior football teams can use the rec as an alternative site. They will be asked to discourage parents from driving to the ground, due to the on-going parking problems on Harrowick Lane . The football club will also be made aware of a loose tin roof on one of the changing rooms at Pioneer.
09/04 Tree Survey/Maintenance Tenders
The Tree Survey has been completed and a report received. The Grounds Maintenance Committee will meet on Monday 19 January, to prepare for the applications for tender. A letter has been received from the insurers of a resident living close to the rec, regarding possible damage caused by trees. The Clerk will arrange a detailed survey and report.
10/04 Parish Forum
WBC received a request to increase the frequency of joint meetings between the Borough and Parish Councils. It was agreed that a letter be sent to WBC, supporting this request. The next meeting will be held on 25 February 2004 . Chair, Vice Chair and Clerk to attend.
11/04 Parish Highway Representative Scheme
John Robinson from NCC/Atkins is to attend the next Parish Council meeting. It was suggested that the Social/Housing/Planning committee could look at the scheme prior to next months meeting. The information pack was passed to Cllr Cahill.

The next Rural Forum event will take place on 5 June 2004 at Grendon Hall.

14/04 WBC – Notification of Designation of a Conservation Area in Earls Barton
On 4 November 2003 , WBC resolved to designate an area of Earls Barton as a conservation area, under Section 69 of the Planning ( Listed Buildings and Conservation Areas) Act, 1990.
15/04 WBC – Mayors Civic Ball
The Mayors Civic Ball will take place on 12 March 2004 , the Aviator, Sywell.
16/04 NCC/Atkins
Susan Mill is unable to attend Parish Council meetings, but advises that NCC are currently preparing some notes to give guidance to communities who are thinking of requesting some form of traffic calming measures. These will be forwarded to the Parish Council in due course.
17/04 NCC/Milton Keynes & South Midlands Spatial Strategy
NCC advised that, in light of the Milton Keynes & South Midlands Spatial Strategy, the Northamptonshire Structure Plan Review to 2021 will be abandoned. Representatives were invited to attend meetings relating to the MK & South Midlands Spatial Strategy. It was agreed that no representation would be made but, as we have previously paid to be kept informed of any developments, this route would suffice.
18/04 DEFRA – Equine Issues
Information was received regarding the Ragwort Control Act which comes into force from February 2004. It was agreed to make WBC aware of the Ragwort growing at the bottom of Station Road and along Grendon Road . NCC would also be contacted regarding a tree fungus which is affecting trees along Station Road .
19/04 Wellingborough Community Forum
A meeting will take place at The Victoria Centre on 23 January 2004 . Topics will include the “Northamptonshire Touring Arts Agency”, who has also written to PC.
20/04 Highways
A letter is to be sent to Barkers regarding overgrowing weeds and brambles, and litter. A letter will be sent to a resident who is reported to be disposing of dog excrement in an alley on Station road. The white lines need to be re-painted on the steps to the Post Office. Any potholes appearing on the roads should be reported to Clarence. Clerk to apply to WBC for the usual road closures for 2004.
