6/08 Finance & Projects
The Clerk will check with Cllr Cahill to ensure the Youth Club is available for a Finance Committee meeting on Tuesday 21 January, to set the Precept and carry out an updated
Risk Assessment.
7/08 Police/Community Safety
Insp Ali Reynolds and PCSO Paul Hirst attended to represent the local policing team. Insp Reynolds advised that there has been an 11.8% decrease in crime from the same comparative period last year. Over the christmas period there was a spate of thefts from motor vehicles - the offender was caught thanks to information received from the general public. Also, due to a number of non dwelling burglaries, commercial/industrial premises should be extra vigilant. PCSO Hirst reported that youth behaviour is still being monitored, as is the increase in vehicle nuisance on Mallard Close. The Safer Communities Team will also be making use of the new Barton Today website to make the wider community aware of offences which are taking place. Insp Reynolds also offered his full support to the Community Speedwatch campaign. Cllr Verden advised that 32 crimes were reported in December, and congratulated the Safer Communities Team for their visible policing approach, which seem to be having a positive effect on the village. Next Community Panel meeting will take place on 25 January 2008. The Clerk reported that the closing date for commenting on the Police Budget for 2008/09 had passed prior to the meeting.
8/08 Community Speedwatch
Cllr Wright presented the case for joining the Community Speedwatch campaign. In order to take part the support of the Parish Council and the local police is required. There will also be a petition which needs to be signed by 500 residents of Earls Barton, as well as 10 volunteers to be trained in using a hand held speed detecting device. It was unanimously agreed that the PC support the Community Speedwatch campaign, and that Cllr Wright act as co-ordinator.
9/08 Parking
Cllr Perkins reported on problems in the village centre, and the Clerk read out a letter from a resident of Harrowick Lane who was concerned over the present parking situation in the area. It was agreed that the Clerk contact WBC for advise on the issue of parking, send also a copy of the residents letter. The Environmental Officers from WBC will be asked if they could visit the village one afternoon to monitor the parking at school closing time. The Clerk will also contact Barkers to arrange a meeting to discuss issues in the village centre.
10/08 NCALC Correspondence
It was agreed that the Clerk will try and attend the NCALC Larger Council's meeting in March. The Clerk will also complete the Wellingborough Partnership's questionnaire regarding services for young people in Earls Barton.
11/08 WBC Correspondence
It was agreed that officers of WBC be invited to attend February's meeting to discuss the Town Centre Area Action Plan. The Clerk will place a poster regarding Holocaust Memorial Day on the Notice Board.
12/08 NCC Correspondence
The Draft Budget 2008-09 consultation will be discussed at February's meeting. Details of the draft budget and proposed new goals and priorities can be viewed at www.northamptonshire.gov.uk.
13/08 Other Correspondence
The Clerk will contact Came & Company Insurance Consultants for an Insurance Quote, and will contact EON regarding the Business Electricity Plan contract review. Details of the Voluntary Youth Sector in Northamptonshire forum will be passed to Cllr Cahill.
14/08 Highways
The Clerk will contact NCC regarding speedboards. A letter will also be sent to the businesses in the village centre asking for them to clear up any litter generated by their business. The Clerk will also contact NCC regarding the bollards and disabled bay markings on the Little Green Car Park and Churchill Road, and the lamp post leaning on the Square. Churches Together are holding a meeting to discuss this year's Carol Service, and what improvements can be made for next year.

Cllrs Verden, Higham and Payne to look at WP/06/1670 and forward recommendations to the Clerk for reply to consultation. In addition, WBC Development Control Officer had requested that WP/07/0720/F (modification to existing planning approval - retrospective - land adj 17 Sunnyside) be again looked at by the Parish Council. He pointed out that, even if the application was refused, it could be built once the house had been sold under permitted development without planning consent. It was agreed that the PC would withdraw their objection, but would raise concerns over way that retrospective applications are handled.

On opening the meeting Cllr Verden welcomed the Mayor and Mayoress of Wellingborough, Mr & Mrs Tom Partridge-Underwood, who attend the meeting to present an award to Lee Humberstone, who recently made a presentation to the Borough Council of Wellingborough on behalf of Earls Barton Parish Council.
18/08 Public Time
Colin Suter of Barton Today attended to update the Parish Council on the magazine, website and some new exciting projects that they are considering. Cllr Cahill congratulated Colin on the success of Barton Today.

23/08 Finance & Projects
Following a recommendation by the Finance Committee, Precept was agreed (total figure of £95586. Band D equivalent £51.61 - an increase of £1.35 on last year). The Finance Committee recommendations on Grounds Maintenance tenders were discussed and approved, and it was agreed to retender for the treeworks following the recent tree survey that was carried out, with option 1 (crown reducing) being the preferred option for the 12 lime trees at the top of the Rec Field. The Risk Assessment was also presented by the Clerk, and was approved subject to the Pocket Park being included. In addition, the Clerk advised that BDO Stoy Hayward have been confirmed as the Parish Council's auditor for the next 5 years. NCALC's recommendations for reviewing internal controls will be looked at by the Clerk, Chair and Vice Chair who will report back at the next meeting.
24/08 Police/Community Safety
PCSO Paul Hirst attended. He reported that youth nuisance and litter are still an issue on The Square. He would ask all residents to contact the police on 08453 700 700 if they are effected by youth nuisance. 12 youths have been barred from the Co-op. Cllr Morrall suggested looking into making the village centre an Alcohol Free Zone. There were 26 crimes reported in January for Earls Barton (198 year to date).
25/08 Community Speedwatch
Cllr Wright reported that over 500 have already signed the petitions backing Community Speedwatch. 14 people have volunteered to be trained to use the hand held speed camera. The press release for the village magazines was approved. Cllr Wright expressed his thanks to the village schools, shops and groups who supported the initiative. It was discussed that, although suggestion had been made in the past that the Parish Council could purchase their own speed camera, this was not necessary if this campaign was a success.
26/08 Parking
The Clerk advised that the issues of restricted parking in the village centre and additional residents parking schemes would be considered by WBC during a review of the Parking Partnership. The Clerk was awaiting a response from Barkers to set up a meeting, and would place a notice in the magazines encouraging walking into the village centre. Due to the seriousness of this issue, there will be regular updates regarding progress.
27/08 Consultation of Order & Regulations Relating to the Conduct of Local Authority Members in England
Cllr Morrall reported on changes to the code which would see complaints regarding members conduct being dealt with at a local level rather than by the Standards Committee in London. This should speed up the process for anyone involved in a complaint and will also require the Standards Committee at WBC to increase in members. Cllr Morrall will pass any comment for the consultation to the Clerk.
28/08 WBC Town Centre Area Action Plan
No officers were able to attend to present to the PC. It was agreed that the Clerk write to the consultation expressing disappointment that the exhibitions were only held in the Town Centre and were not rolled out to the larger villages.
29/08 NCC - Draft Budget 2008/09 Consultation - Proposed Goals & Priorities
The Clerk was asked to respond to the consultation stating that there should be less spent on bonuses and renumeration for the Chief Executive, Senior Officers and consultants, don't cut services for the elderly and increase funding on highways and footpaths.
30/08 WBC Correspondence
The Parish Forum will take place at 7pm on Wednesday 27 February.

Highway works are to be carried out on Aggate Way and Woodland Grange.
32/08 Other Correspondence
A letter regarding a dangerous tree on Northampton Road to be passed to the landowners. A meeting has been set up with the Museum Trust on 13 February to discuss storage of some of their artifacts.

Blocked drains on Station Road and inadequate street cleansing on Wellingborough Road will be reported to NCC and WBC respectively. Light not working in the Recreation Field will also be reported.

41/08 Finance & Projects
The 3/4 year Bank Reconciliation was presented by the Clerk and was approved by the Parish Council. The Internal Audit Terms of Reference were discussed and adopted.
42/08 Police/Community Safety
PC Nick Price attended. He advised that 35 crimes were reported in February 2008 (233 YTD). There has been a number of distraction burglaries in the village, and residents are asked to be aware. There will be advice in this months village magazines, or you can contact the local police or parish council for further information. There has been an improvement in Anti Social Behaviour reported on the Square, although litter remains a problem. The Clerk will email WBC regarding litter picks. Free running through private gardens, or garden hopping, has become a problem. If you are victim of this please report any damage to the local police. The police have also asked that wheelie bins be secured either behind locked gates or chained to a secure item so that it can't be wheeled to your home and set alight. In addition, and vehicle nuisance in Mallard Close should be reported to the police, and Operation Ramble is now under way targeting vehicle crimes in country parks. The next panel meeting is to take place 17 April 2008.
43/08 Community Speedwatch
Cllr Wright reported that over 640 signatures were captured on the Community Speedwatch Pledge, and 16 people volunteered to be trained to use the hand held camera. An update to be placed in the village magazines was approved. It is expected that the camera will be available to Earls Barton in June. Cllr Wright will report back on training and Health and Safety issues at next months meeting.
44/08 Revised Library Opening Hours
It was agreed that the new hours were a positive step for Earls Barton however, the Clerk will write to NCC, with a copy to Cllr Blackwell, asking for the situation regarding the library car park and the ownership of the entrance to the school to be resolved, as this desperately needs resurfacting and remarking, along with additional signs.
45/08 Consultation on Sustainable Communities Strategy for Northants 2008/2031
It was agreed that the Clerk should respond to the consultation stating that we would not like to see any communities swallowed up by larger developments, each community should remain independent, and how will the changes suggested in the consultation be funded.
46/08 Enjoy England - Celebrate St Georges Day
The Clerk will approach both school to ask whether they wish to take part in a St Georges Day poster competition.

Clerk & Cllr Wright to respond to ACRE Monitoring & Good Practice Quality Standard Review 2008.

Wellingborough Carnival & Party in the Park weekend to take place 5th & 6th July.

Northants Minerals & Waste Development Framework: Control & Management of Development discussion paper is available to view on the NCC website. Next meeting of the Bozeat & Earls Barton Local Liason group to take place on Tuesday 6 March. Cllr Hadman raised the issue of senior school criteria & placement. It was agreed that the Clerk invite a representative of the Education Dept to a future meeting to discuss these issues.
50/08 Other Correspondence
The Clerk will contact Barkers as none of the dates suggested for a meeting are suitable. A letter from ARD Ltd regarding company changes was noted. A request to cover the cost for the band at this years Barton Feast on 5 October was agreed. However, the organisers will be asked to apply along with other grant applicants in future years.
51/08 Highways/Maintenance
Cllr Page to purchase rabbit guards for the trees in the Pocket Park. The Clerk will write to the secretary of Clock Close allotment regarding the tree cuttings in the Cemetery. A pane is missing from the Wellingborough Rd Bus Shelter. The Clerk to write to WBC asking whether Blackwell Close is an adopted road and expressing concers on the safety of the entrance/exit at the new Wellingborogh swimming pool. NCC will be contacted, and Cllr Blackwell copied in, regarding the kerbstones on the entrance to Harcourt Square and the missing fence between the A45 and the fields at the bottom on Station Road. WBC to be contacted regarding fly tipping at the bottom of Clay Lane, and the possibility of CCTV.

NCC have advised that fencing the field at the bottom of Station Rd by the A45 is the responsibility of the landowner. Cllr Cahill will arrange for an update from the Youth Club at next months meeting. Cllr Wright confirmed that Community Speed Watch will run from 9 June to 4 July, with training held on 7 June. Insurance is provided by the police, who will suggest sites to take speed measurements. ACRE questionnaire was returned to Clerk.

As responses have not been received regarding quotes for treeworks, it was agreed that the deadline be extended to 21 April. WBC confirmed that they would be supporting the Capital Grant applications to replace the safety surface in the Rec play area, and for lighting on Grendon Rd. Projects to be considered for next capital grant programme include a footpath on Grendon Rd, resurfacing Park St Car Park and a bus shelter for Doddington Rd, following a request from a local school girl.
60/08 Police/Community Safety
PCSO Hurst attended. He is still awaiting a report from the collision investigators regarding the accident on The Square. In the meantime, the local police are working with the Casualty Reduction scheme to slow down traffic in the village centre. Criminal damages to fences and gardens appears to have decreased. Anti Social Behaviour and litter on The Square has also improved. Following a burglary in Clarke Court, PCSO Hurst has passed on information regarding vulnerable Housing Association properties to the Cllrs Payne & Blackwell. Anti Number Plate theft screws can be obtained by contacting the local police. Cllrs Cahill, Payne and Verden agreed to attend the Community Panel Meeting on 17 April. 24 crimes were reported in March for Earls Barton.

Rev Webber attended to thank the Parish Council for the grants allocated for this financial year, and to advise that All Saints Church is looking for community work to assist with. It was agreed that Cllr Wright liase with Rev Webber regarding the autumn Litter Pick. Concerns were raised by other members of the public in attendance regarding drug issues in Earls Barton. The Clerk agreed to contact PCSO Hurst for an update on the situation, to email the local schools and to send a strong letter to the Chief Constable of Northamptonshire regarding the situation.

No police representative was available. Cllr Verden advised that 17 crimes were reported in April 2008. It was also reported that drug use in Earls Barton was discussed at the Police Community Panel meeting, and was accepted as a priority issue to be tackled by local police.

The Clerk will invite representatives from ACRE and NRHA to the next meeting.
79/08 Cemetery Matters
Cllr Abbott reported on issues arising at the Cemetery. It was agreed that A Jolley be appointed grave digger for Earls Barton Cemetery, and that the Registrar should advise undertakers to use his services. He will also be asked to level some of the more recent graves which have not yet settled. It was agreed that graves requiring levelling should be attended to twice yearly on instruction of Cllr Abbott. Cllr Abbott also to deal with matter of additional memorials in lawned area. The Clerk reported the Electricity Meter in the Chapel has been updated.

The Youth Club Leader and Assistant Leader were unable to attend. Cllr Cahill reported that they have settled in well at the Youth Club and things seem to be going well. He would ask for a written report from the Leader and Assistant Leader for next meeting.

The Clerk will write to NRHA regarding issues on Blackwell Close. A report regarding the Almshouses will be drawn up for the village magazines. A letter was received regarding bus shelters in Earls Barton. Unfortunately, no name and address was supplied, but the Parish Council will look into possibilities for additional shelters in Earls Barton. The Waendal Walk station in Earls Barton raised £500, which will be donated to the Luncheon Club. Cllr Verden congratulated all those who took part and helped to raise the funds. Potholes in Prince Street and weeds in the gutters around the village will be reported to NCC.

The Clerk reported on the Internal Audit. The Internal Auditors recommendations were discussed and taken on board. Quotes for treework in the Recreation Field, The Square and The Knoll were discussed, and the Clerk was asked to place the order for the works to go ahead. Projects for the Capital Grant programme 2008/09 will be discussed at the next meeting.
92/08 Police/Community Safety
Chief Insp Sean Bell and PCSO Hurst attended. Chief Insp Bell urged local farmers to keep gates to field locked to prevent illegal raves. He said that prevention and education is the key to reducing speeding in rural areas, and commended the Community Speedwatch project. He also advised that there have been no significant increases or issues in terms of crime in Earls Barton over the past 12 months. Chief Insp also confirmed that the issue of drugs in Earls Barton is one that is being taken seriously. This has now been set as a priority for the local Safer Community Team, and resources will be made available to tackle this. PCSO Hurst reported that leaflets were being handed out to the children travelling on the senior school buses, and assemblies are being arranged at both Wollaston School and Earls Barton Junior School to raise awareness of the consequences of taking drugs. There are also parents leaflets at the Library and Medical Centre, and a parents information evening will be held at the St Johns Ambulance HQ on 30 June. Cllr Verden thanked the members of the public who had brought this issue to the attention of the Parish Council, and also thanked Barton Today for their assistance in bringing this to the public's attention. PCSO Hurst advised that theft of number plates is still a cause for concern, and a crime prevention pack will be issued to every household through Barton Today this month. Car owners were also reminded not to leave their car keys where they can be viewed from their front door, as a vehicle was recently stolen after the keys were retrieved through the letter box. The Clerk also advised that an Anglian Water van was recently stolen and people should be extra vigilant against distraction burglary. 32 crimes were reported in May.

The Parish Council has no objection to Under the Tower Drama group placing board on the verges to advertise their latest production, as long as these are removed afterwards. The Clerk will contact NCC regarding repairs to the railings on High Street. The Millenium WI confirmed that they would like to plant bulbs in the childrens area of the Cemetery. Bulbs to be chosen in consultation with the Registrar. The Clerk will contact WBC regarding fly tipping outside the allotments on Station Rd. It was also noted that some saplings and their guards were cut down during grounds maintenance work past the barrier on Station Rd. The Clerk will write to NCC requesting a reduction in the speed limit on the A4500 dual carraige way following a recent serious accident.

The accounts were agreed and signed by the Chair. The Standing Orders, amended in accordance with the Internal Auditors suggestions, were approved and signed. Suggested schemes for the WBC Capital Grants programme were new litter bins and picnic benches, cycle racks for the schools, additional bus shelters and a new footpath for Grendon Road.
107/08 Police/Community Safety
PCSO Katy Austin attended. It was reported that the new priorities for Earls Barton are to tackle the increase in burglaries and car crime. 13 crimes have been reported in July so far. There is extra support at night and anyone seeing anything suspicious is asked to contact the police on 08453 700700. Car key theft and the theft of Sat Nav's is also an issue. A letter was read out from Insp Reynolds regarding the drugs problems in the village. It was felt that there were some inaccuracies in the letter and that the problem has not been solved. The Clerk was asked to write back to Insp Reynolds expressing the PC's concern over the situation and asking for a meeting with representatives of interested parties. A meeting will be organised through the PC with CAN for parents to attend. Finally, Cllr Wright reported on the findings of Community Speedwatch. It was agreed that Beth Caswell of ACRE be invited to Septembers meeting, and a request from PC Price to contribute to a speed camera to be shared between Earls Barton and surrounding villages was approved.
108/08 Rural Housing
Natalie Westland from ACRE attended to report on the findings of the Housing Needs Survey. Cllr Blackwell proposed that the recommendations in the report be supported by the PC. Cllr Wright seconded the motion and the motion was carried with 9 voting in favour and 2 abstaining. Natalie will contact the Clerk to arrange a meeting to identify possible exception sites for affordable housing.
109/08 20mph Speed Limit
The Clerk read out an email from Helen Howard of NCC stating the 20mph speed limits are put in force as part of the Safer Routes to School Scheme. It was agreed that the Clerk should invite Ms Howard to the next PC meeting to discuss the issue further.
110/08 Earls Barton Village Festival
Nick Chapman attended to ask for the support of the Parish Council in arranging a Village Festival to co-incide with the annual carnival. The PC unanimously agreed to support the event.

Cllr Cahill reported that the Youth Club Leader has resigned from her position. It was agreed that, as the job was previously advertised less than a year ago, further advistising was not necessary and the position be offered to the current Assistant Leader, with Jarrod Sinfield being offered the position as Assistant Leader.

A letter received expressing concern over ball games being played on Compton Way Open Space. The concerns were noted and the Clerk was asked to respond pointing out that the green area is a designated open space and restrictions will not be placed on it's use for reasonable outdoor activities. It was also noted that some saplings have been planted on this area. These will need to be removed as they have not been given approval by the Parish Council.
117/08 Meeting with Barkers
Cllr Verden reported on the meeting with Barkers. Barkers have suffered many instances of vandalism, trespass, arson, etc and security teams are patrolling the premises. It was suggested that the Clerk could write to other businesses in Earls Barton asking whether they are also suffering from nuisance behaviour and to arrange a meeting to discuss solutions to this problem.

A consultation to reduce the speed limit from Earls Barton to Great Doddington was discussed and approved. The Clerk was asked to also request a reduction of the speed limit between Ecton Brook and Wilby. The Clerk also advised of road works due to take place on A45. Cllr Payne advised that the bin for Pioneer Sports Field has been cancelled and alternative provisions need to be put in place.

The was agreed that the Parish Council would request a site view meeting and object to WP/08/0337/F as there are concerns over the access to the site close to a pedestrian crossing, on a blind corner and across a busy pavement used by many children as a route to school. No further comments were required on the other applications received.

128/08 Finance & Projects
The 1/4 year Bank Reconciliation was presented by the Clerk and was approved by the Parish Council. The Clerk reported that an application was submitted to the NCC Empowering Councillors Scheme for a new notice board, and to the BCW Capital Fund 2009/10 for new and replacement bins and some picnic benches.
129/08 Police/Community Safety
Cllr Payne welcomed PC Elliot Lee, who is replacing PC Nick Price on the Safer Community Team covering Earls Barton. PC Lee advised that 32 crimes were reported in August. Efforts are continuing to combat problems involving drugs and anti social behaviour. The more information that can be passed to the police regarding this problem, the more chance there is of alleviating it. Information can be given in confidence. The Clerk reported that PCSO Katy Austin is also leaving the Safer Community Team. Information regarding SmartWater, to mark property and deter theft, is to be passed to the village magazines.
130/08 Rural Housing
It was decided that a follow up meeting with Northants ACRE and Midland Rural Housing be held at 5.30pm on Thursday 18 September at The Grange.
131/08 20MPH Speed Limit in Earls Barton
A representative from Northants County Council was unable to attend, so this item was deferred to October. Cllr Blackwell assured the Parish Council that he is continuing work behind the scenes to secure a 20mph limit outside the schools.
132/08 Community Speedwatch
Cllr Wright presented the official findings of the Community Speedwatch project, which will be held with the minutes. Beth Caswell of Northants ACRE will attend October's meeting to discuss. In the meantime, the cameras will be active again between 22 September and 5 October, and villagers are asked to report all accidents, even minor, to the Clerk, so that an accurate picture can be drawn up.

134/08 Berry Close - Sewerage Pipes
Cllr Payne advised that the Chief Exec of BCW has offered advice to the residents of Berry Close on how to proceed.
135/08 Nene Valley Steering Group
Cllr Perkins reported on a meeting he attended. He is happy to continue to attend future meetings to assess whether they are of benefit to EBPC.
136/08 BCW - Wellingborough Town Centre Area Action Plan
The Clerk will respond to the consultation, advising that EBPC supports the development of the Swansgate shopping centre and associated parking, as long as adequate alternative parking is secured elsewhere.
137/08 East Midlands Fire and Rescue Control Centre
The Clerk hold information regarding the new centre, due to open 2010.
138/08 Highway/Maintenance
A letter advised that Carillion URS is being replaced by Carillion WSP for maintenance of major highways. The Clerk was asked to invite Bob Seery, Cabinet Member for Highways, NCC, along with an appropriate NCC officer, to a meeting in Earls Barton to look at the highway problems in the village. The Clerk will contact the police and NCC regarding motorbikes being riden down Station Road, between the barrier and the underpass. The Clerk advised that work would be actioned to re-varnish the village sign, and to re-gravel the garden of remembrance in the Cemetery.
139/08 NCALC/ACRE Correspondence
It was noted that the NCALC AGM is to take place on 15 October. Any delegates wishing to attend to notify the Clerk. The next meeting of the Larger Councils Partnership to take place on 12 November at Towcester Town Hall.
140/08 WBC Correspondence
Following a letter from WBC, the Chief Executive and Leader of the Council are to be invited to a future meeting. Meeting dates are to be forwarded by the Clerk.
141/08 NCC Correspondence
The Clerk will write to NCC regarding the Northamptonshire Minerals and Waste Development, as Cllr Blackwell felt the information included in the letter was out of date. Next Bozeat/Earls Barton/Cogenhoe Local Liason Group to meet 25 November.

A letter from Benhams Solicitors regarding village greens was passed to Cllr Payne.
